A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON AUTHORIZING THE ISSUANCE OF REQUEST
FOR PROPOSALS FOR CONSULTING SERVICES FOR
WATER WELL DRILLING PROJECT FOR THE DEPARTMENT
OF COMMUNITY SERVICES & WATER
WHEREAS, the City of Vernon is interested in soliciting
proposals from qualified engineering firms to prepare a design report,
plans, specifications, and preparation of the necessary reports to
drill Well 21 at 3200 Fruitland Avenue in the City of Vernon; and
WHEREAS, it is important that the City be able to meet daily
high water demand conditions using its production facilities and with
Well 14 being non -operational and Well 18 being slated to be destroyed
the City will find it difficult to meet the demand conditions without
a new well; and
WHEREAS, on October 15, 2007, the City Council of the City
of Vernon adopted Resolution 9441 authorizing the destruction of Well
18; and
WHEREAS, the City currently uses Metropolitan Water District
("MWD") supplies in order to supplement various water demand
conditions; and
WHEREAS, drought conditions have persisted over the last few
years and appear to be getting worse; and
WHEREAS, the Director of Community Services & Water has
requested the issuance of the Request for Proposals for Consulting
Services for Water Well Drilling Project ("RFP") pursuant to Section
2.29-2 of the City Code.
NOW, THERFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
directs the City Clerk, or her designee, to issue the RFP, a copy of
which is attached hereto as Exhibit A and incorporated by reference,
to one or more qualified firms, and to report to the City Council on
the proposals received with a recommendation for action.
SECTION 3: The City Clerk of the City of Vernon shall
certify passage of this resolution, and thereupon and thereafter the
same shall be in full force and effect.

CITY OF VERNON
REQUEST FOR PROPOSALS
FOR CONSULTING SERVICES FOR
WATER WELL DRILLING PROJECT
The City of Vernon is currently seeking a qualified engineering firm to prepare a design
report, plans and specifications for the drilling of a water production well, and the
groundwater assessment report for the new well to be located near the southern boundary
of the property located at 3200 Fruitland Avenue. In addition, the selected consultant will
provide construction management and inspection services.
The City will select a consulting firm, which can demonstrate proven capabilities for
developing plans and specifications for water well drilling. Proposals should reflect
knowledge of the Central Groundwater Basin hydrology, in particular the geology of the
area surrounding Vernon. The proposal should also include the consultant's past
experience with similar projects, including the ability to complete a groundwater
assessment report, a -proposed scope of work, a tentative project schedule and a proposed
not to exceed fee for the project. Proposal requirements and selection procedures are
described in greater detail in this request for proposals. In general the successful firm .will
be expected to complete the design work for the water well drilling project, prepare the
groundwater assessment report and oversee the well drilling contractor selected to do the
work.
PROPOSAL FORMAT
The proposal shall include, at minimum, the following items:
• Letter of Transmittal.
• Executive Summary — Limit to two pages.
• Understanding of, and approach to, the project.
Exclusively Industrial
• Experience with similar projects completed in the past three years and related
references.
• Qualifications of the firm members and their commitment to the project.
• A detailed description of the Scope of Work.
• A schedule.
• Professional fees in a separate sealed envelope.
Insurance: Before the contract is awarded, the City of Vernon requires the consultant to
provide proof of insurance, including a standard certificate of insurance, in at least the
amounts and coverage indicated on the insurance schedule. In addition to the standard
certificate of insurance, proof of general and umbrella liability coverage shall also be
furnished in the form indicated on the attached insurance schedule.

The Scope of Work Items described in this Request for Proposal are only a guide to the
anticipated minimum scope of work. In addition to the above items, the proposal shall
include all elements of design and support services, which can reasonably be anticipated
as needed to complete this project.
There is no limit to the total number of pages included in your proposal. However,
proposals should be as concise as possible while still conveying all required information.
Submit one original and four copies of the proposal and one original of the Professional
Fees per the Proposal Schedule below. The proposal shall be addressed to:

PROPOSALSCHEDULE
Competitive sealed proposals will be accepted until November 20, 2007 2:00 P.M. local
time. Any proposal received after that time will not be considered.
The following items address general proposal preparation issues:
• The consultant is solely responsible for any costs incurred by responding to this
Request for Proposal;
• The proposal shall be signed by an official authorized to bind the consultant to the
Proposal and Contract;
9 The proposal shall be valid for 180 days;
• The contents of the proposal and the Request for Proposal may become a
contractual obligation. The consultant shall comply with all Federal, State and
Local regulations governing any aspect of the project, including conflict of
interest laws and regulations;
• The consultant shall cooperate with the City and shall promptly and appropriately
respond to design review/plan check comments made by the City, on the City's
behalf, or by other regulatory agencies;
• All work shall be performed in accordance with usual and customary standards of
care for similar work performed in this area;
• The Consultant shall provide and pay for all printing and reproduction of all
drawings and specifications until design drawings and specifications are approved
by the City and other agencies and construction documents are ready for bidding;
• City action on proposals normally will be taken within 45 days of opening,
however, no guarantee or representation is made herein as to the time between the
proposal opening and subsequent action; and
• The City reserves the right to accept or reject any and/or all proposals, to waive
irregularities and technicalities, and to request - resubmission. There is no
obligation on the part of the City to award the contract to the lowest bidder and
the City reserves the right to award the contract to the most qualified bidder
submitting a responsive proposal with a resulting negotiated agreement which is
most advantageous and in the best interests of the City. The City shall be the sole
judge of the proposal and the resulting negotiated agreement that is in its best
interest and its decision shall be final.
SCOPE OF WORK
Design Report for Water Well Drilling Project
The consultant shall review the Hydrogeological Evaluation of the City of Vernon
Ground Water Supplies and all other available data that relate to the existing City wells
and water resource requirements of the City of Vernon. The consultant shall prepare a
Preliminary Well Design based on the review of available hydrogeologic and well
operation data. The Preliminary Well Design shall include, but not be limited to:
• Expected depth and diameter of the well casing, including wall thickness;
• Casing and screen material;
9 Description of screened intervals (depth interval, slot size, and other dimensions);

• Filter pack gradation (U.S. Standard mesh gradation);
• Sounding tubes and/or gravel feed tubes (depth, diameter, and materials);
• Expected pumping capacity;
• Recommended drilling method;
• Geologic conditions that may impact drilling;
• Sequence of drilling operation; and
• Site logistical considerations (noise abatement, dust control, water discharge, and
cuttings disposal).
The consultant shall provide four copies of the Preliminary Well Design to City staff for
review and comment. After the comments and edits from the City have been incorporated
into the Preliminary Well Design the well, three final hard copies and one electronic copy
shall be provided to the City. Based on the Preliminary Well Design for the well, the
consultant shall prepare an estimate of the anticipated contractor cost for the well
installation. The Preliminary Well Design for Well 21 shall be incorporated into the
Technical Specifications.
Technical Specifications
The consultant shall prepare a technical specification .document incorporating all the
major elements involved with the installation of a production well, including, but not
limited to:
• Detailed plans on well construction;
• Contractor qualifications;
• Permitting and hours of operations;
• Health and safety requirements;
• Equipment requirements;
• Protection of the work site and site security;
• Discharged water control;
• Drilled cuttings disposal;

• Noise abatement;
• Low penetration rate and lost circulation contingency clauses;
• Reporting requirements;
• Construction material requirements;
• Drilling, zonal sampling, and well installation procedures and standards;
• Well development and testing procedures;
t Plumbness and alignment requirements; and
• Measurements and payment schedules.
The consultant shall provide four copies of a Draft Technical Specifications for review
and comment. After the comments and edits from the City have been incorporated into
the Draft Technical Specifications the consultant shall provide four hard copies and one
electronic copy of the Final Technical Specifications to the City.
This Final Technical Specifications shall require that drilling permits and permits
required for discharge fluids into waters of the United States will be acquired by the
drilling contractor. In addition, the Final Technical Specifications shall require the
drilling contractor to be responsible for compliance with all ordinances relating to sound
abatement, dust control, and traffic control.
Well Installation Report
The consultant shall prepare a Well Installation Report summarizing all work conducted
during the installation, development, and testing of the well. The Well Installation Report
shall include pertinent documentation collected during well drilling and installation,
including, but not limited to:,--
9 Pipe tallies;
• Filter pack, bentonite seal, and grout seal stage/volume records and physical
samples of each of these materials;
• Penetration rate logs;
• Geophysical logs, hard and electronic copies;
• Lithologic log of pilot hole including details of the penetration rate log, results of
inclinometer surveys, weight on the bit, rotation speed, and drilling fluid
additives;

• Zonal groundwater sample results;
• Aquifer test results;
• Spinner flowmeter log results;
• Field photographs (hard copy and digital) and videos (DVD format) of well
construction operations;
• Post construction plumbness and alignment analysis (gyroscopic survey); and
• Post construction video survey log (DVD format).
The Well Installation Report shall also include .recommendations for optimum pumping
rate and pump setting. A detailed drawing of the production well shall also be included in
the Well Installation Report. The consultant shall provide 4 draft hard copies, 4 final hard
copies, and an electronic version of the final Well Installation Report.
Bid Support and Contract Management Services
The consultant shall conduct a Pre -Bid Conference on behalf of the City. The Pre -Bid
Conference shall be held at the Vernon City Hall and will include a site visit for bidders
to inspect the well site. The consultant shall respond to bidder questions and issue any
addenda to the specification that may be warranted: The consultant shall evaluate the
contractor bids and provide a recommendation to the City, of the lowest and responsible
bidder.
The consultant shall provide contract management services during the course of drilling,
installation, development, and testing. The contract management services will include
attendance at a preconstruction meeting, and after the well contractor has been selected.
The consultant will monitor the contractor's compliance with submittal requirements, and
shall review shop drawings submitted by the contractor. The consultant will be required
to review the contractor's progress payment requests, interpret the technical
specifications if needed, respond to requests for information from the contractor and
resolve field conflicts. 11
Construction Management and Inspection Services
The consultant shall provide oversight and documentation of contractor activities during
the surface casing drilling and installation, pilot hole drilling and analysis, well
installation, well development, and well testing activities.
CRITERIA FOR SELECTION
A Committee of City staff members will evaluate and rank the qualified proposals in
response to the Request for Proposal. If deemed necessary by the staff Committee, the top
ranked Consultants will be invited to an oral interview before the Committee. The
professional fee envelopes will be opened only after the consultants are ranked based
upon their qualifications.
Please be advised that if the City Attorney determines there is a conflict of interest that
would prevent the City from contracting with a design team, then that proposal shall be
disqualified.
Evaluation of proposals and interviews will include the following criteria:
• Experience, credentials and time commitment of the Project Manager and other key
personnel assigned to the project.
• Experience of the consultant in completing projects of similar nature.
• Responsiveness to the project objectives and preparation of an all-inclusive scope of
work.
• Ability to meet the project schedule.
• Professional fees.
The most qualified firm, based on submitted information and the interview, will be
selected to enter into the Agreement with the City. A sample Agreement has been
attached for your review. The City reserves the right, in their sole discretion, to reject any
and all proposals if such action is determined to be in the best interest of the City.
