Resolution No. 94911 RESOLUTION NO. 9491 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 3 VERNON AMENDING RESOLUTION NO. 9362 BY AMENDING SECTION 11c, ADDING A NEW SECTION 9d, AND AMENDING 4 SALARY SCHEDULE NOS. II-XVI TO SAID RESOLUTION REGARDING THE COMPENSATION, COSTS AND BENEFITS OF 5 ITS EMPLOYEES 6 7 WHEREAS, on July 16, 2007, Resolution No. 9362 was adopted 8 by the City Council of the City of Vernon amending and restating 9 Salary Resolution No. 9342 to be effective on July 8, 2007 (the 10 `Salary Resolution"); and 11 WHEREAS, Schedule Nos. II through XVI of the Salary 12 Resolution provide for the compensation to be paid employees within 13 the following departments: City Administration,.City Clerk, City 14 Council, Community Services, Finance, Fire, Gas Municipal Utility, 15 Health & Environmental Control, Light & Power, Office of the City 16 Attorney/Public Prosecutor, Office of the Treasurer, Personnel, 17 Police, Risk Management and Water; and 18 WHEREAS, the City Council of the City of Vernon desires to 19 amend Schedule Nos. II through XVI to implement a cost of living 20 increase effective December 9, 2007, across the board except for the 21 following positions: City Attorney, Director of Industrial 22 Development, Legal Counsel, Assistant Director of Industrial 23 Development, Executive Director, City Administrator, Assistant City 24 Attorney I, Assistant City Attorney II, Director of Light & Power and 25 Director of Gas Municipal Utility Department; and 26 WHEREAS, the City Council of the City of Vernon wishes to 27 amend Schedule VII, Exhibit G, by eliminating page 1 of the Schedule 28 and deleting reference to "Fire Department Personnel Hired Between 1 7/1/86 and 6/30/94" and "Fire Department Personnel Hired After July 1, 2 1994" on the Schedule; and 3 WHEREAS, Section 9 of the Salary Resolution provides for 4 items relating to the computation of pay; 5 WHEREAS, the City Council of the City of Vernon desires to 6 amend Section 9 of the Salary Resolution by adding subsection d to 7 provide for bilingual pay of $125 per month to eligible miscellaneous 8 employees; and 9 WHEREAS, Subsection c of Section 11 of the Salary Resolution 10 provides for Haz Mat pay for Fire Department employees; and 11 WHEREAS, the City Council of the City of Vernon desires to 12 amend Section 11c to increase the amount of Haz Mat pay and to delete 13 the number of members. 14 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 15 CITY OF VERNON AS FOLLOWS: 16 SECTION 1: The City Council of the City of Vernon hereby 17 finds and determines that the recitals contained hereinabove are true 18 and correct. 19 SECTION 2: Effective December 9, 2007, Schedule Nos. II 20 through XVI of the Salary Resolution are hereby amended as indicated 21 on Exhibits B through P which are attached hereto and made apart 22 hereof by this reference to implement the cost of living increases 23 except for the positions of City Attorney, Director of Industrial 24 Development, Legal Counsel, Assistant Director of Industrial 25 Development, Executive Director, City Administrator, Assistant City 26 Attorney I, Assistant City Attorney II, Director of Light & Power and 27 Director of Gas Municipal Utility Department. 28 SECTION 3: The City Council of the City of Vernon hereby - 2 - 1 adds subsection d to Section 9 of the Salary Resolution to read as 2 follows: 3 d. Bilingual Pay. 4 A program is hereby established for miscellaneous employees 5 whose regular job duties as described in their job description provide 6 for interaction with the public allowing said employee to be 7 compensated for bilingual skills after the employee demonstrates 8 proficiency in speaking Spanish (the ability to read and write in 9 Spanish may also be tested, if necessary), which proficiency would be 10 determined by successful completion of the Los Angeles County 11 proficiency test currently used by the Vernon Police Department. 12 Those employees who successfully demonstrate this skill would be 13 eligible to receive an additional One Hundred Twenty -Five Dollars 14 ($125.00) per month for bilingual pay. 15 SECTION 4: The City Council of the City of Vernon hereby 16 adds subsection d to Section 9 of the Salary Resolution to read as 17 follows: 18 d. Haz Mat Pay. 19 In addition to said salaries as set forth in the attached 20 schedules, each Haz Mat team member shall receive an additional One 21 Hundred Twenty -Five Dollars ($125.00) per month. Said payment shall 22 not be considered to be part of the employee's base monthly salary 23 when computing fire science certificate incentives or AA or AS degree 24 incentives. 25 SECTION 5: The provisions of Resolution Nos. 9362, 9373, 26 9389, 9453 and 9469 not consistent with or in conflict with this 27 resolution are hereby repealed; in all other respects, Resolution Nos. 28 9362, 9373, 9389, 9453 and 9469 shall remain in full force and effect. - 3 - 1 SECTION 6: The City Clerk of the City of Vernon shall 2 certify to the passage of this resolution, and thereupon and 3 thereafter the same shall be in full force and effect. 4 APPROVED AND ADOPTED this 3rd day of December, 2007. 5 6 Name: Leonis C. This amendment would entitle all Haz Mat Specialists certificate holders currently receiving $50. per month be increased to $125. per month commensurate to bilingual pay. The resolution states that only 33 personnel qualify to be compensated for this pay and we currently have 40 personnel qualified; I feel this falls in line with equal compensation for equal certification.
