RESOLUTION NO. 9561
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AUTHORIZING THE APPOINTMENT OF AN I-710
EIR/EIS VERNON LOCAL ADVISORY COMMITTEE COMPRISED
OF MEMBERS APPOINTED BY THE VERNON CHAMBER OF
COMMERCE
WHEREAS, the City of Vernon ("City") is a member of the
Gateway Cities Council of Governments (the "Gateway COG"), a joint
powers authority established to address issues, including
transportation issues, which affect cities within the Gateway COG
region; and
WHEREAS, on August 8, 2000, the City Council of the City of
Vernon adopted Resolution No. 7596 approving an Implementation
Agreement with the Gateway COG regarding preparation of an I-710 Major
Corridor Study ("I-710 MCS") that evaluated the freeway corridor,
parallel arterials and other elements of the system's infrastructure,
including goods movement and an analysis of qualify of life impacts on
local communities, including public health; and
WHEREAS, the Gateway COG entered into a Memorandum of
Understanding (the "MOU") with the California Department of
Transportation ("'CALTRANS"), the Los Angeles County Metropolitan
Transportation Authority ("MTA"), and the Southern California
Association of Governments ("SCAG") to establish a multi -jurisdictional
structure to fund and govern the implementation of an Environmental
Impact Report/Environmental Impact Statement ("EIR/EIS")
to study the Locally Preferred Strategy developed by the I-710 MCS;
and
WHEREAS, the MOU establishes an I-710 EIR/EIS Project

Committee and an I-710 Executive Committee, each of which provides for
and depends upon the participation of local elected and appointed
officials; and
WHEREAS, on October 18, 2006, the City Council of the City
of Vernon adopted Resolution No. 9151 approving an Implementation
Agreement with Gateway COG to insure 'that Vernon's concerns with the
operation of the I-710 Freeway are considered, and that Vernon has the
opportunity to contribute input on improvements that may take place in
the Vernon area; and
WHEREAS, the Gateway COG is encouraging each corridor city
to appoint a Local Advisory Committee ("LAC") to represent the issues
of each city relating to the I-710 Corridor, its current and future
impact on their communities and mitigation plans to reduce those
impacts; and
WHEREAS, the LAC's will provide input to the Corridor
Advisory Committee and other committees so that information is shared
among the different committees to insure full community participation
in the I-710 EIR/EIS Study and process; and
WHEREAS, the City is interested in authorizing the
appointment of a Vernon LAC comprised by members appointed by the
Vernon Chamber of Commerce; and
WHEREAS, the City Council does not by this resolution
relinquish any of its duly constituted powers to regulate and govern
its own territory or to regulate the streets and highways within the
City of Vernon.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
ICITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of .Vernon hereby

finds and determines that the recitals contained hereinabove
are true and correct.
SECTION 2: The City Council of the City of Vernon hereby
authorizes the appointment of a Vernon Local Advisory Committee for the
EIR/EIS Phase of the I-710 Corridor Project comprised of members
appointed by the Vernon Chamber of Commerce.
SECTION 3: The City Attorney, or his designee, is hereby
authorized within ten (10) days of the adoption of this Resolution to
send a letter to the Gateway COG advising of the names, addresses and
telephone numbers of the committee members appointed by the Vernon
Chamber of Commerce.
SECTION 4: The City Council of the City of Vernon hereby
directs the City Clerk, or her designee, to send a copy of this
Resolution to:

SECTION 5: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and thereafter
the same shall be in full force and effect.
