RESOLUTION NO. 9573
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND ADOPTING AN UPDATED AND
REVISED VERNON MASTER PLAN OF CITY STREETS, MAKING
FINDINGS AND ADOPTING A NEGATIVE DECLARATION FOR THE
REVISED VERNON MASTER PLAN OF CITY STREETS
WHEREAS, the City Council of the City of Vernon adopted a
Master Plan of Streets for the City of Vernon (the "Master Plan") on
September 1, 1964, as amended on April 1, 1986; and
WHEREAS, on November 17, 2004, the City Council of the City
of Vernon adopted Resolution No. 8571 approving and adopting a revised
Master Plan; and
WHEREAS, on December 3, 2007, the City Council of the City of
Vernon adopted a City of Vernon General Plan; and
WHEREAS, the Director of Community Services & Water is
1proposing four revisions to the Master Plan as set forth in the map
which is attached hereto as Exhibit A and incorporated by reference and
as shown in a more detailed diagram on Exhibit B which is attached
hereto and incorporated by reference. The revisions are as follows:
a) Widening Seville Avenue from 45th Street to Fruitland
jAvenue;
b) Decreasing the right-of-way width of District Boulevard
from the angle point in the street approximately 750 feet east of
Atlantic Boulevard to the south City boundary line;
c) Changing the designation of Pacific Boulevard from Santa
Fe Avenue to the south City boundary line to an arterial;
d) Deleting 50th Street from Seville Avenue to Soto Street;

WHEREAS, the revisions to the Master Plan is consistent with
the City of Vernon General Plan; and
WHEREAS, the revisions to the Master Plan are subject to the
California Environmental Quality Act ("CEQA") because it requires
discretionary approval; and
WHEREAS, the Director of Community Services & Water has
performed an Initial Study dated February 2008, to determine whether the
Vernon Master Plan of City Streets Update (the "Project") will have
adverse impacts on the environment and has determined that the proposed
Project could not have a significant effect on the environment, and the
Director of Community Services & Water has recommended that a Negative
Declaration be adopted in compliance with CEQA; and
WHEREAS, the City of Vernon has provided notice of its intent
to adopt a Negative Declaration for amendments to the Master Plan and
has provided a public review period of not less than 20 days, as
required by the State CEQA Guidelines; and
WHEREAS, notice of a public hearing was published on
February 21, 2008, posted on three official bulletin boards of the City
of Vernon on February 21, 2008, and on February 21, 2008, was mailed to
interested parties and agencies, as required by the State CEQA
Guidelines; and
WHEREAS, by letter dated March 5, 2008, the Director of
Community Services & Water has recommended that -the amendments to the
Master Plan be approved; and
WHEREAS, the City Council of the City of Vernon held a public
hearing on revising the Master Plan and the adoption of a Negative
Declaration on March 17, 2008; and
WHEREAS, the City Council has heard and considered all

levidence, both written and oral, presented in consideration of the
Project and the adoption of a Negative Declaration; and
WHEREAS, in accordance with Section 711.4(c) of the Fish and
Game Code, no evidence has been found that the Project will have the
1potential for adverse effects on wildlife resources.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
�OF VERNON AS FOLLOWS:
SECTION l: The City Council of the City of Vernon hereby
Ifinds and determines that the recitals contained hereinabove are. true
hand correct.
SECTION 2: The City Council of the City of Vernon hereby
finds that the Project is consistent with the City of Vernon General
Plan.
SECTION 3: The City Council of the City of Vernon hereby
finds on the basis of the whole record before it (including any comments
received) that there is no substantial evidence that the Project will
have a significant effect on the environment individually or
cumulatively, and that the Negative Declaration reflects the City of
Vernon's independent judgment and analysis, and on the basis of said
findings the City Council hereby approves and adopts the Negative
Declaration for the Project.
SECTION 4: Pursuant to Section 711.4(c) of the Fish and Game
Code, the City has found no evidence that the Project will have the
potential for adverse effects on wildlife resources.
SECTION 5: The City Council of the City of Vernon hereby
approves the Initial Study Checklist Form and Initial Study and Negative
Declaration dated on or about February 2008, together with any
attachments thereto. Copies of said documents have been submitted to

the City Council concurrently herewith, and the City Clerk is directed
to receive and file them. Such documents and other materials which
constitute the record of proceedings in this matter shall be maintained
in the office of the City Clerk, who is and shall be the custodian
thereof.
SECTION 6: The City Council of the City of Vernon hereby
directs the City Clerk, or her designee, to file a Notice of
Determination with the County Clerk in regard to the environmental
impact of the Project and to pay the appropriate fees.
SECTION 7: The City Council of the City of Vernon hereby
approves and adopts the revised Master Plan of Streets, City of Vernon,
California as set forth in Exhibit A (map) and Exhibit B (detail of
updates).
SECTION 8: The City Clerk of the City of Vernon shall
certify to the passage of this resolution and thereupon and thereafter
the same shall be in full force and effect.
APPROVED AND ADOPTED this 17th day of March, 2008.
