RESOLUTION NO. 9581
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING RESOLUTION NO. 9362 BY ADDING
SCHEDULES XXII and XXIII, EXHIBIT V AND W, TO SAID
RESOLUTION AND AMENDING SALARY SCHEDULE NOS. VI, X,
XI, XII, AND XIII REGARDING THE COMPENSATION, COSTS
AND BENEFITS OF ITS EMPLOYEES
WHEREAS, on July 16, 2007, Resolution No. 9362 was adopted
by the City Council of the City of Vernon amending and restating
Salary Resolution No. 9342 to be effective on July 8, 2007 (the
"Salary Resolution"); and
WHEREAS, Schedule X, Exhibit J, of the Salary Resolution
provides for the positions and salary scales of positions within the
Light & Power Department; and
WHEREAS, the City Council of the City of Vernon desires to
create the position of Business and Account Clerk with an appropriate
salary scale for said position in the Light & Power Department; and
WHEREAS, Schedule XI, Exhibit K, of the Salary Resolution
provides for the positions and salary scales of positions within the
Office of the City Attorney/Public Prosecutor Department; and
WHEREAS, the City Council of the City of Vernon desires to
create the position of Assistant City Attorney III with an appropriate
salary scale for said position in the City Attorney Department; and
WHEREAS, Ordinance No. 1146, which is expected to receive
second and final reading on April 21, 2008 and to be effective on
May 21, 2008, provides for the creation of a Human Resources
Department to be administered by the Director of Human Resources and a
Business Services & Purchasing Department to be administered by the

WHEREAS, the City Council of the City of Vernon desires to
create the positions of Director of Human Resources in the Human
Resources Department and Director of Business Services & Purchasing in
the Business Services & Purchasing Department with the appropriate
salary scales effective May 21, 2008; and
WHEREAS, the City Council of the City of Vernon wishes to add
Schedules XXII and XXIII, Exhibits V and W, respectively, to the Salary
Resolution effective May 21, 2008, to implement the aforementioned
changes; and
WHEREAS, Schedule VI, Exhibit F, of the Salary Resolution
provides for the positions and salary scales of positions within the
Finance Department; and
WHEREAS, the City Council of the City of Vernon desires to
make adjustments to the positions of Internal Control Manager and
Controller positions in the Finance Department; and
WHEREAS, Schedule XII, Exhibit L, of the Salary Resolution
provides for the positions and salary scales of positions within the
Office of the Treasurer; and
WHEREAS, the City Council of the City of Vernon desires to
delete the position of Deputy City Treasurer in the Office of the
Treasurer; and
WHEREAS, Schedule XIII, Exhibit M, of the Salary Resolution
provides for the positions and salary scales of positions within the
Personnel Department; and
WHEREAS, the City Council of the City of Vernon desires to
adjust the compensation of the Director of Personnel effective May 21,
2008.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon
hereby finds and determines that the recitals contained hereinabove
fare true and correct.
SECTION 2: Effective April 7, 2008, Schedule X, Exhibit J,
of the Salary Resolution is hereby amended as indicated on Exhibit A
which is attached hereto and made a part hereof by this reference to
implement the establishment of a Business and Account Clerk position
within the Light & Power Department with an appropriate salary scale.
SECTION 3: Effective April 7, 2008, Schedule XI, Exhibit K,
of the Salary Resolution is hereby amended as indicated on Exhibit B
which is attached hereto and made a part hereof by this reference to
implement the establishment of an Assistant City Attorney III position
within the Office of the City Attorney/Public Prosecutor Department
with an appropriate salary scale.
SECTION 4: Effective May 21, 2008, Schedules XXII and
XXIII, Exhibits V and W, respectively, are hereby added to the Salary
Resolution to create the positions of Director of Human Resources in
the Human Resources Department and Director of Business Services &
Purchasing in the Business Services & Purchasing Department with the
appropriate salary scales as indicated in Exhibit C which is attached
hereto and made a part hereof by this reference.
SECTION 5: Effective April 7, 2008, Schedule VI, Exhibit F,
of the Salary Resolution is hereby amended as indicated on Exhibit D
which is attached hereto and made a part hereof by this reference to
implement the salary adjustments for the positions of Internal Control
Manager and Controller in the Finance Department.

SECTION 6: Effective April 7, 2008, Schedule XII, Exhibit
L, of the Salary Resolution is hereby amended as indicated on Exhibit E
which is attached hereto and made a part hereof by this reference to
implement the deletion of the Deputy City Treasurer position in the
Office of the Treasurer.
SECTION 7: Effective May 21, 2008, Schedule XIII, Exhibit
M, of the Salary Resolution is hereby amended as indicated on Exhibit F
which is attached hereto and made a part hereof by this reference to
implement the salary adjustment for the position of Director of
Personnel in the Personnel Department.
SECTION 8: The provisions of Resolution Nos. 9362, 9373,
9389, 9453, 9469, 9491, 9526, 9549 and 9568, not consistent with or in
conflict with this resolution are hereby repealed; in all other
respects, Resolution Nos. 9362, 9373, 9389, 9453, 9469, 9491, 9526,
9549 and 9568, shall remain in full force and effect.
SECTION 9: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.
