RESOLUTION NO. 9-651
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION OF A
LETTER IN SUPPORT OF ASSEMBLY BILL 2702 RELATING TO
EMERGENCY MEDICAL CARE REIMBURSEMENT
WHEREAS, the Emergency Medical Services System and
Prehospital Emergency Medical Care Personnel Act established the
Emergency Medical Services Authority in California to administer the
emergency medical services system to coordinate and integrate effective
and efficient emergency medical services throughout the 58 counties of
the State of California; and
WHEREAS, existing law established the Maddy Emergency Medical
Services ("Maddy EMS") Fund authorizing each county to establish an
emergency medical services fund and providing for the deposit of
certain penalties, forfeitures and fines from the fund; and
WHEREAS, under existing law, physicians in Community and
Mission Hospital of Huntington Park in Los Angeles County are
ineligible to receive reimbursement from Proposition 99 tobacco tax
funds or Maddy EMS Funds because it is not a small and rural hospital,
even though the hospital is providing for an increasing number of
emergency department visits; and
WHEREAS, Assembly Bill 2702 ("AB 2702") introduced by
Assembly Member Nunez allows physicians providing services in a standby
emergency room in a hospital in existence on January 1, 2007 located in
Los Angeles County that provide physician staffing for emergency
services 24 hours per day by physicians experienced in emergency
medical care to receive reimbursement from Proposition 99 and Maddy EMS
28 liFunds; and
l WHEREAS_, Cit_y staff have --re commended that —the C_it_y s_up_po_rtA
2 2702 to preserve the delivery of emergency medical care in Los Angeles
3 County as many hospitals are experiencing the effects of the closures
4 of several emergency room services and to protect the health, safety
5 and welfare of City residents and businesses; and
6 WHEREAS, the City Council of the City of Vernon desires to
7 send a letter in support of AB 2702 to the Chairman and Members of the
8 Senate Health Committee on behalf of the City so that patients and
9 emergency room facilities equally be included in the source of funding
10 administered by the County of Los Angeles.
11 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
12 CITY OF VERNON AS FOLLOWS:
13 SECTION 1: The City Council of the City of Vernon hereby
14 finds and determines that the recitals contained hereinabove are true
15 and correct.
16 SECTION 2: The City Council of the City of Vernon hereby
17 states its support of AB 2702 (Nunez) and directs the Mayor, or his
18 designee, to send a letter of support, in substantially the form
19 attached hereto as Exhibit A and incorporated by reference to Sheila
20 Kuehl, Chair of the Senate Health Committee, and Members of the Senate
21 Health Committee.

Dear Chairman Kuehl:
On behalf of the City of Vernon, I write to you in support of AB
2702 (Nunez) .
Our City as well as many others that surround us benefit a great
deal from the Community and Mission Hospitals in Huntington
Park, more so the residents in our surrounding communities who
are uninsured.
There have been multiple and significant emergency department
closures in the past several years, none more publicized than
Martin Luther King Drew Medical Center. The Community and
Mission Hospitals of Huntington Park have shouldered a
significant load of the patients displaced from that closure.
The emergency services safety net is stretched critically thin
and none of us would be well served by any more restriction in
patient access to critically needed emergency departments.
I respectfully ask for an aye vote on AB 2702.
