3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING THE SUPPORT OF THE EASTERN GROUP
4 FOUNDATION JOURNALISM INTERNSHIPS PROGRAM AND
5 "LETTERS TO SANTA" TOY GIVE -A -WAY PROGRAM AND
AUTHORIZING THE DIRECTOR OF INDUSTRIAL DEVELOPMENT
6 TO TAKE ALL ACTIONS NECESSARY TO IMPLEMENT THE
PROGRAMS -

g WHEREAS, the Director of Industrial Development has
9 recommended that the City of Vernon (the "City") financially support
10 the Eastern Group Foundation (the "Foundation") in its educational and
11 literacy programs for the residents of Los Angeles, specifically the
12 Journalism Internships Program and the "Letters to Santa" Toy Give-a-
13 Way Program (collectively, the "Programs"), as'part of its ongoing
14 community outreach endeavors; and
15 WHEREAS, the Foundation is requesting funding in the sum of
16 $25,600.00 for the Programs in its efforts to increase literacy
17 skills, promote volunteerism and develop a generation of journalists
18 by increasing the number of journalism interns trained each year and
19 increasing the funding of a toys give -a -way program to meet the
20 increased demand due to the dramatic downturn in the California
21 economy; and
22 WHEREAS, the Programs will assist in improving the public's
23 awareness and understanding of the City and will enhance the image of
24 the City, which will in turn help as the City continues its
25 development of various projects; and
26 WHEREAS, the support of the Programs are necessary to
27 facilitate the further development of the City of Vernon as well as
28 attracting businesses to the City, thereby benefitting the citizens,

residents, and employees in the City and the surrounding communities;
and
WHEREAS, the Programs will assist in improving the City's
relationship and the support of surrounding communities for its
various projects which are necessary for its further development and
will create goodwill for the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
further finds and determines that the Programs are in the best
interests of the City of Vernon, are necessary for the further
development of the City and constitute a reasonable expenditure of
public funds.
SECTION 3: The City Council of the City of Vernon hereby
approves financially supporting the Programs and authorizes the
Director of Industrial Development to remit the sum of $25,000.00 to
the Foundation in support of the Programs and to take such actions as
may be necessary or convenient to carry out and implement the Programs
and transactions authorized herein.

1 SECTION 4: The City Clerk of the City of Vernon shall
2 certify to the passage of this resolution, and thereupon and
3 thereafter the same shall be in full force and effect.
4 APPROVED AND ADOPTED this 4th day of August, 2008.

certify that the foregoing Resolution, being Resolution No. 9684, was
duly adopted by the City Council of the City of Vernon at a regular
