RESOLUTION NO. 9691
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING -AND AUTHORIZING NOTICE INVITING
SEALED PROPOSALS OR BIDS FOR THE PURCHASE OF ONE
2009 CHEVROLET SUBURBAN FOR THE FIRE DEPARTMENT
WHEREAS, the Fire Department has determined that it needs to
replace their current Command Vehicle, a 2003 Ford Excursion vehicle,
which will be retained in the Fire Department's fleet and used as a'
reserve unit; and
WHEREAS, the Fire Department has determined that a 2009
Chevrolet Suburban 2WD 4dr 2500 Commercial SUV (the "2009 Chevrolet
Suburban") is the best vehicle to meet its needs; and
WHEREAS, the Fire Chief has recommended that authority be
granted for the Purchasing Agent, or her designee, to seek formal bids
for the purchase of the 2009 Chevrolet Suburban; and
WHEREAS, a bid specification for the purchase of the 2009
Chevrolet Suburban has been presented to the City Council of the City
of Vernon; and
WHEREAS, the City Council of the City of Vernon has
determined that it is in the,best interests of the City of Vernon that
bids be solicited in accordance with the Vernon City Code.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The bid specification, which is attached hereto
as Exhibit A and incorporated by reference, is hereby approved by the
I City Council of the City of Vernon.
2 SECTION 3: The City Clerk of the City of Vernon is hereby
3 directed to give notice, in writing, inviting sealed proposals or bids
4 for the purchase of the 2009 Chevrolet Suburban, in accordance with
5 the bid specification, and in accordance with this resolution.
6 SECTION 4: There being no newspaper of general circulation
7 printed, published or circulated in the City of Vernon, the City Clerk
8 is hereby directed to post said notice, or cause the same to be
9 posted, in three of the most public places in the City of Vernon, to
10 wit: the northwest corner of 38th Street and Santa Fe Avenue, the
11 northeast corner of Leonis Boulevard and Pacific Boulevard, and on the
12 bulletin board located outside on the wall near the second floor
13 entrance to the City Hall of said City, located at 4305 Santa Fe
14 Avenue, all in the.City of Vernon, County of Los Angeles, State of
15 California.
16 SECTION 5: The City Clerk of the City of Vernon is hereby
17 directed to post said notice forthwith and the first posting of said
18 notice shall be at least 'ten (10) days before the opening of the bids
19 for the proposed contract. Said notice shall provide that sealed
20 proposals or bids will be received by the City of Vernon at the office
21 of the City Clerk, or her designee, at the City Hall, 4305 Santa Fe
22 Avenue, Vernon, CA 90058-0805.

SECTION 6: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

Command Vehicle Specifications
2009 Chevrolet Suburban 2WD 4dr 2500 Commercial
General
The vehicle covered by this specification is for the purchase of a 2009 Chevrolet
Suburban 2W1) 4dr 2500 Commercial and shall be supplied as specified from the
manufacturer's new, unused and latest model complete with all necessary equipment and
accessories.
The vehicle shall be delivered completely assembled and ready to operate. All equipment
normally furnished, as a standard shall be included. All separate units or components
shall be new, unused, installed connected and delivered in good operating order.
The subject vehicle shall conform in all respects and be equipped to operate legally on
California State Highways as specified in the California Motor Vehicle Code. The
vehicle shall meet all California State and Federal safety and emissions standards when
delivered to the City of Vcrnon.
The successful bidder shall submitindetail a final draft of all specifications for final
approval by the City of Vernon and the Vernon Fire Department prior to purchase.
All bids submitted shall include sufficient associated literature, as required to fully
describe and detail the items under consideration. This may include photographs,
perfonllance charts, components list, dimensional drawings, etc. The bidder shall clearly
state any changes, exceptions or substitutions of equivalent equipnaenthnaterials to these
specifications.
Whenever materials or equipment are specified or described in the specifications by using
the name of proprietary ilcin or the name of a particular manufacturer, fabricator, supplier
or distributor, the nanling of the item intended to establish the type, function, and quality
required. Unless the name is followed, words indicating no substitution is permitted,
materials or equipment ofother manufacturers, fabricators, suppliers or distributors may
be accepted by tilt; City of Vernon if sufficient infornlatlon is submitted by the contractor
to allow the City of Vernon to determine that the material or equipment proposed is
equivalent to the named. The teen "equivalent" as used in this specif cation means
"tauthorized equivalent" and acceptance of the "equivalent" is subject to the approval of
thy: City of Vernon.
Warranties_
The manufacturer's warranties on the vehicle and any added equipment shall t)c delivered 6 j (j

Inspection
The bidder shall arrange for a pre -delivery inspection by the City of' Vernon Fire
Department.
Delivery Date
All bidders shall provide a date to deliver the vehicle. It is of utmost concern to the City
of'Vernon that the quoted delivery date be met. Any delay in delivery shall be
immediately reported in writing to the purchasing went with a copy to the Fire
Department representative. Any change in the original quoted delivery date is subject to
approval by the City of Vernon.
The City of Vernon reserves the right to cancel the purchase order for non-performance
of -delivery by the quoted date at no cost or obligation to the City of Vernon.
Delivery
The vehicle shall be delivered to 4305 Santa Fe Ave, Vernon, Ca. 90058. The vehicle
shall be ready for immediate and safe:- operation, having had a complete pre -delivery
service and inspection. The invoice, any necessary vehicle registration documentation,
warranty information and manuals must accompany delivery.
Description
This vehicle will be used as a Command Vehicle.

NOTICE INVITING SEALED PROPOSALS (BIDS)
NOTICE IS HEREBY GIVEN that the City of Vernon,
(hereinafter "City") invites and will receive sealed proposals (bids) up to
the hour of two o'clock p.m., on September 16 2008 for the purchase of
(1) 2009 Chevrolet Suburban, 2WD, 4-DR as listed on bid #1457 from
the City of Vernon.
At said time, proposals will be publicly opened and
announced at the offices of the City Clerk (Finance). Said bids shall
conform to and be responsive to the bid specifications as called for.
The City Council of the City reserves the right to reject any
and all bids.
Copies of the bid documents are on file and may be
