RESOLUTION NO. 9741
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING NOTICE INVITING
SEALED PROPOSALS OR BIDS FOR THE PURCHASE OF TWO
2009 FORD ESCAPE VEHICLES FOR THE FIRE DEPARTMENT
WHEREAS, the Fire Department has determined that it needs
two (2) new vehicles to be used by two (2) new positions, the Fire
Marshall and the Regional Training Officer; and
WHEREAS, the Fire Department has determined that the 2009
Ford Escape XLT 2WD is the best vehicle to meet its needs; and
WHEREAS, the Fire Chief has recommended that authority be
granted for the Purchasing Agent, or her designee, to seek formal bids
for the purchase of two (2) 2009 Ford Escape XLT 2WD Vehicles; and
WHEREAS, a bid specification for the purchase of the two (2)
2009 Ford Escape vehicles have been presented to the City Council of
the City of Vernon; and
WHEREAS, the City Council of the City of Vernon has
determined that it is in the best interests of the City of Vernon that
bids be solicited in accordance with the Vernon City Code.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The bid specification, which is attached hereto
as Exhibit A and incorporated by reference, is hereby approved by the
City Council of the City of Vernon.
SECTION 3: The City Clerk of the City of Vernon is hereby

directed to give notice, in writing, inviting sealed proposals or bids
for the purchase of two (2) 2009 Ford Escapes in accordance with the
bid specification, and in accordance with this resolution.
SECTION 4: There being no newspaper of general circulation
printed, published or circulated in the City of°Vernon, the City Clerk
is hereby directed to post said notice, or cause the same to be
posted, in three of the most public places in the City of Vernon, to
wit: the northwest corner of 38th Street and Santa Fe Avenue, the
northeast corner of Leonis Boulevard and Pacific Boulevard, and on the
bulletin board located outside on the wall near the second floor
entrance to the City Hall of said City, located at 4305 Santa Fe
Avenue, all in the City of Vernon, County of Los Angeles, State of
California.
SECTION 5: The City Clerk of the City of Vernon is hereby
directed to post said notice forthwith and the first posting of said
notice shall be at least ten (10) days before the opening of the bids
for the proposed contract. Said notice shall provide that sealed
proposals or bids will be received by the City of Vernon at the office
of the City Clerk, or her designee, at the City Hall, 4305 Santa Fe
Avenue, Vernon, CA 90058-0805.

SECTION 6: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

Staff Vehicle Specifications
Two (2) 2009 Ford Escapes XLT 2WD
General
The vehicles covered by this specification is for the purchase of two (2) 2009 Ford
Escapes XLT 2WD and shall be supplied as specified from the manufacturer's new,
unused and latest model complete with all necessary equipment and accessories.
The vehicles shall be delivered completely assembled and ready to operate. All
equipment normally furnished, as a standard shall be included. All separate units or
components shall be new, unused, installed connected and delivered in good operating
order.
The subject vehicles shall conform in all respects and be equipped to operate legally on
California State Highways as specified in the California Motor Vehicle Code. The
vehicles shall meet all California State and Federal safety and emissions standards when
delivered to the City of Vernon Fire Department.
The successful bidder shall submit in detail a final draft of all specifications for final
approval by the City of Vernon and the City of Vernon Fire Department prior to
purchase.
All bids submitted shall include sufficient associated literature, as required to fully
describe and detail the items under consideration. This may include photographs,
performance charts, components list, dimensional drawings, etc. The bidder shall clearly
state any changes, exceptions or substitutions of equivalent equipment/materials to these
specifications.
Whenever materials or equipment are specified or described in the specifications by using
the name of proprietary item or the name of a particular manufacturer, fabricator, supplier
or distributor, the naming of the item intended to establish the type, function, and quality
required. Unless the name is followed, words indicating no substitution is permitted,
materials or equipment of other manufacturers, fabricators, suppliers or distributors may
be accepted by the City of Vernon if sufficient information is submitted by the contractor
to allow the City of Vernon to determine that the material or equipment proposed is
equivalent to the named. The term "equivalent" as used in this specification means
"authorized equivalent" and acceptance of the "equivalent" is subject to the approval of
the City of Vernon.
Warranties
The manufacturer's warranties on the vehicles and any added equipment shall be
delivered to the City of Vernon without waiver by the city of any recourse under
California law.
TWO (2) 2009 FORD ESCAPES XLT 2WD
Inspection
The bidder shall arrange for a pre -delivery inspection by the City of Vernon Fire
Department.
Delivery Date
All bidders shall provide a date to deliver the vehicles. It is of utmost concern to the City
of Vernon that the quoted delivery date be met. Any delay in delivery shall be
immediately reported in writing to the purchasing agent with a copy to the Fire
Department representative. Any change in the original quoted delivery date is subject to
approval by the City of Vernon.
The City of Vernon reserves the right to cancel the purchase order for non-performance
of delivery by the quoted date at no -cost or obligation to the City of Vernon.
Delivery
The vehicles shall be delivered to 4305 Santa Fe Ave, Vernon, CA 90058. The vehicles
shall be ready for immediate and safe operation, having had a complete pre -delivery
service and inspection. The invoice, any necessary vehicle registration documentation,
warranty information and manuals must accompany delivery.
Description
The vehicles will be used as Staff Vehicles.
Manuals
Service, Emissions, Electrical and Mechanical Manuals are to be provided. Please
provide hardcover manuals.

NOTICE IS HEREBY GIVEN that the City of Vernon,
(hereinafter "City") invites and will receive sealed proposals (bids) up to
the hour of two o'clock p.m., on November 12, 2008 for the purchase of
(2) 2009 Ford Escape, XLT, 2-WD vehicles, as listed on Bid No. 1458
from the City of Vernon.
At said time, proposals will be publicly opened and
announced at the offices of the City Clerk (Finance). Said bids shall
conform to and be responsive to the bid specifications as called for.
The City Council of the City reserves the right to reject any

Attached for your approval is requisition #0003165. The Fire Department is
requesting to purchase (2) 2009 FORD ESCAPE SLT, 2-WD vehicles, which will
be used by the Fire Marshall and the Regional Training Officer, These are
two new positions, within the department. The requested vehicles are not
replacing current vehicles within the Fire department fleet.
The department has provided vehicle specifications for the requested vehicles for
review. The requisition submitted indicates the vendor Sopp Ford Truck Center,
as the suggested vendor. This should be disregarded. Battalion Chief Dave
Kimes advised that this vendor assisted the department in the formulation of their
specifications, and would like to be included as one of the vendors to receive a bid
package.
Purchasing questioned BC Kimes to inquire if any other emergency equipment
would be installed on the requested vehicles. BC Kimes advised that at a later time,
the vehicles would receive radio communication equipment, and department decals.
No other equipment is necessary for the vehicles.
The Purchasing Section requests authorization to seek formal bids for the requested
vehicle. The estimated cost for both vehicles is $54,633.78. Funds for this
purchase have been specifically budgeted and are available.
