RESOLUTION NO. 9745
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING THE DEVELOPMENT OF AN
ENVIRONMENTAL SU'STAINABILITY PLAN BY THE HEALTH &
ENVIRONMENTAL CONTROL DEPARTMENT
WHEREAS, the State of California has adopted Assembly Bill
32, the Global Warming Solutions Act of 2006, which requires a phase -
in of measurable, targeted and enforceable reductions in the State's
amount.of greenhouse gas emissions; and
WHEREAS, the United Nations International Panel on Climate
Change (IPCC) has found that the average surface temperature of the
Earth has increased significantly over the last 100 years partially
due to mankind's increased emissions of greenhouse gasses into the
atmosphere; and
WHEREAS, the IPCC has projected that, due to mankind's
increased emissions of greenhouse gasses into the atmosphere, the
Earth's average temperature will likely increase even more
significantly over the next 100 years; and
WHEREAS, climate change is the most critical threat to the
sustainability of our planet and the health of millions of people and
future generations is at risk due to perils including increased air
pollution, rising heat, diminishing water resources, increased
disease, more frequent extreme weather.events and rising sea levels;
and
WHEREAS, "environmental sustainability" means development
that meets the needs of the present without compromising the ability
of future generations to meet their own needs; and

WHEREAS, the operations of the City of Vernon and its
businesses and industries contribute to global warming and its
negative impact upon the environment including natural resources, air,
and water; and
WHEREAS, the City of Vernon has a history of leadership in
public policy and municipal governance, and environmental leadership;
and
WHEREAS, the Health & Environmental Control Department is
responsible for preserving and enhancing the quality of life in Vernon
by implementing comprehensive and efficient environmental and public
health services that protect the health and safety of Vernon's
residents, workers, visitors; the neighboring communities; and the
environment; and
WHEREAS, the goal of moving Vernon and its businesses toward
a greater level of environmental sustainability directly coincides
with the mission of the City's Health & Environmental Control
Department; and
WHEREAS, the Health & Environmental Control Department
desires to develop and implement a City of Vernon Environmental
Sustainability Plan for improving the City's sustainable policies and
practices, and their associated environmental, social and economic
impacts, as a means of achieving a greater level of environmental
sustainability.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.

1 SECTION 2: The City Council of the City of Vernon hereby
2 approves the development of a City of Vernon Environmental
3 Sustainability Plan (the "Plan") by the,Health & Environmental Control
4 Department and designates the Health & Environmental Control
5 Department as the lead agency in developing a citywide Plan.
6 SECTION 3: Once the Plan is formally adopted by the City
7 Council of the City of Vernon, the City Council directs the Health &
8 Environmental Control Department to implement sustainability programs
9 that will move the City towards an institutionalized infrastructure
10 that fosters environmental sustainability.
11 SECTION 4: The City Council of the City of Vernon hereby
12 adopts Guidelines for the development of the Plan, a copy of which is
13 attached hereto and incorporated by reference as Exhibit A.
14 SECTION 5: The City Council of the City of Vernon intends
15 to provide the leadership, resources and commitment in support of the
16 establishment of the policies, plans and programs that will achieve an
17` environmentally sustainable infrastructure for the City and its
18 businesses and industries.
19 SECTION 6: The City Council of the City of Vernon elects to
20 be an environmental sustainability advocate and a leader in the
21 exemplary practice of environmental sustainability.

1 SECTION 7: The City Clerk of the City of Vernon shall
2 certify to the passage of this resolution, and thereupon and
3 thereafter the same shall be in full force and effect.
4 APPROVED AND ADOPTED this 20th day of October, 2008.

GUIDELINES FOR DEVELOPMENT OF CITY OF VERNON
ENVIRONMENTAL SUSTAINABILITY PLAN
City Departments shall implement appropriate elements of the
Environmental Sustainability Plan (the "Plan"), when adopted, that
demonstrate environmental "leadership by example" to City
residents and businesses.
The Health & Environmental Control Department will work with the
City Departments to create specific departmental sustainability
plans, conduct training, research benchmarks and best management
practices, develop quantitative environmental metrics and
protocols for program evaluation, and assist in the implementation
of the plans and programs once the Plan is adopted.
3. The City shall incorporate, as appropriate, concepts of
sustainability into its planning and governing processes and, to
the maximum extent possible, combine the goals and objectives of
the Environmental Sustainability Plan, when adopted, into the
General Plan, and incorporate awareness and terminology of
sustainability into the City municipal code, budget decisions,
program administration and project development to achieve
sustainable governance.
4. The Health & Environmental Control Department will provide
technical assistance to the businesses and industries located in
the City of Vernon to increase sustainable practices and

operations.
The Health & Environmental Control Department shall monitor and
evaluate the progress of implemented policies and programs, and

1 will prepare an annual report to the City Council on the progress
2 made by the City and its businesses/industries towards achieving
3 environmentally sustainable operations.
