A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND ADOPTING A MATCHING FUND DRIVE
PROGRAM FOR KINDERGARTEN OUTDOOR PLAY EQUIPMENT AT
THE VERNON CITY ELEMENTARY SCHOOL AND AUTHORIZING
THE DIRECTOR OF INDUSTRIAL DEVELOPMENT TO TAKE ALL
ACTIONS NECESSARY TO IMPLEMENT THE PROGRAM
WHEREAS, the Kindergarten play area of the Vernon City
Elementary School (the "School") has 1950's vintage equipment that
small children are not allowed to play on and Principal Sandoval has
estimated the cost of new play equipment at Twenty -Five Thousand
Dollars ($25,000); and
WHEREAS, the Director of Industrial Development has
recommended that the City of Vernon (the "City") adopt a matching fund
drive program to provide Kindergarten outdoor play equipment at the
School (the "Program"); and
WHEREAS, the Program consists of the City matching every
dollar donated by individuals or companies towards the purchase of the
Kindergarten outdoor play equipment for the School until the goal is
achieved; however, in the event that the School receives grant funds
from other sources, the City reserves the option of providing matching
funds before the grant funds are applied; and
WHEREAS, the City's Program will assist in improving the
public's awareness and understanding of the City and will enhance the
image of the City, which will in turn help as the City continues its
development of various projects; and
WHEREAS, the support of the Program is necessary.to
facilitate the further development of the City as well as attracting

businesses to the City, thereby benefitting the citizens, residents,
and employees in the City and the surrounding communities; and
WHEREAS, the Program will assist in improving the City's
relationship and the support of surrounding communities for its
various projects which are necessary for its further development and
will create goodwill for the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
further finds and determines that the Program is in the best interests
of the City of Vernon, is necessary for the further development of the
City and constitutes a reasonable expenditure of public funds.
SECTION 3: The City Council of the City of Vernon hereby
approves and adopts the Program and authorizes the Director of
Industrial Development to conduct the Program and to take such actions
as may be necessary or convenient to carry out and implement the
Program and transactions authorized herein.
The City intends to match every dollar donated by
individuals or companies towards the purchase of the Kindergarten
outdoor play equipment for the School until the goal is achieved;
however, in the event that -the School receives grant funds from other
sources, the City reserves the option of providing matching funds
before the grant funds are applied.

SECTION 4: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

Dear Principal Sandoval:
I wanted to let you know that the City Council of the City of
Vernon is undertaking a fundraiser program to raise funds for
the Kindergarten Play Area Project for the Vernon City
Elementary School. City of Vernon Resolution No. 9753, adopted
on November 3, 2008, specifies that the City of Vernon will
match, dollar for dollar, the donations from businesses and
individuals until the goal of $25,000 is achieved. We are
targeting to achieve the $25,000 goal by January 31, 2009.
The City will be working with the Vernon Chamber of Commerce to
notify the Vernon business community about the program and
making direct overtures to the more philanthropic in the City.
As you can see from the attached flyer, we are requesting that
the donation checks be made payable to Vernon City Donation
Account. We will be accumulating them at City Hall and then
delivering them to the Vernon Elementary School with a matching
check from the City.

Since the City will match donations from individuals (and
community organizations), please let the school's parents and
supporting organizations know about the Fund Drive, and the fact
that every dollar they donate will be matched by a dollar from
the City of Vernon.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING RESOLUTION NO. 9753 REGARDING
MATCHING FUND DRIVE PROGRAM FOR KINDERGARTEN
OUTDOOR PLAY EQUIPMENT AT THE VERNON CITY
ELEMENTARY SCHOOL
WHEREAS, on November 3, 2008, the City Council of the City
of Vernon adopted Resolution No. 9753 approved and adopted a matching
fund drive program (the "Program") for kindergarten outdoor play
equipment at the Vernon City Elementary School (the "School") and
authorized the Director of Industrial Development to conduct the
Program; and
WHEREAS, under the Program, the City would match every
dollar donated by individuals or companies toward the purchase of the
equipment until the estimated goal of Twenty -Five Thousand Dollars
($25,000) was achieved unless grant funds from other sources were
obtained by the School in which case the City reserved the option of
providing matching funds before the grant funds were applied; and
WHEREAS, the total actual and anticipated donations received
or to be received under the matching fund drive is Fifteen Thousand
Ninety Dollars and No Cents ($15,090.00), which exceeds the original
approved matching fund commitment of Twelve Thousand Five Hundred
Dollars and No Cents ($12,500.00); and
WHEREAS, the City Council of the City of Vernon desires to
amend Resolution No. 9753 to increase the City's commitment of by Two
Thousand Five Hundred Ninety Dollars and No Cents ($2,590.00) for a
(total commitment of Fifteen Thousand Ninety Dollars and No Cents

($15,090.00) in order to match the actual and anticipated donations
