Resolution No. 97691 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 9769 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING ADDITIONAL FUNDING OF THE SOUTHEAST TECHNOLOGY INITIATIVE OF THE SOUTHEAST TECHNOLOGY COLLABORATIVE FOR THE SOUTHEAST MOBILE TECHNOLOGY LAB AND PUBLIC AWARENESS CAMPAIGN AND AUTHORIZING THE DIRECTOR OF INDUSTRIAL DEVELOPMENT TO TAKE ALL ACTIONS NECESSARY TO IMPLEMENT THE INITIATIVE WHEREAS, on August 4, 2008, the City Council of the City of Vernon approved the funding of a Southeast Mobile Technology Lab and Public Awareness Campaign of the Southeast Technology Initiative (the "Program") proposed by the Southeast Cities Technology Collaborative (the "Collaborative"), under the management of the Southeast Community Development Corporation ("SCDC"), as part of its ongoing community outreach endeavors; and WHEREAS, the Director of Industrial Development was authorized to remit the sum of $301,195.00 to the Collaborative and/or SCDC in support of the Program; and WHEREAS, SCDC has requested additional funding of $147,454.00 for converting the Mobile Computer Lab RV to use compressed natural gas and additional equipment and operating expenses for three (3) year period; and WHEREAS, the first goal of the Program is to transform and improve the quality of life for residents in the Cities of Bell, Bell Gardens, Cudahy, Walnut Park/Florence-Firestone, Huntington Park, Maywood, South Gate and Vernon by expanding community broadband access points, providing computer literacy training and enhancing existing community service programs; and 1 2 3 4 5 6 7 8 9 10 11 OVA 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 WHEREAS, the second goal of the Program is to increase public awareness, conduct public policy advocacy, facilitate learning and generate economic benefit by increasing the accessibility to (technology; and WHEREAS, the Collaborative presented a Proposal dated October 14, 2008 presenting the upgraded option for funding of the Program consisting of a 37 ft. Compressed Natural Gas Mobile Computer Lab RV, fifteen (15) laptops with multimedia software, five (5) digital cameras, five (5) video cameras, satellite internet service, one (1) presentation projector and roll down screen, one (1) multi- function network printer, Vernon sponsorship signage (exterior and interior) and operation expenses for three (3) years for a total cost of $448,649.00; and WHEREAS, the Program will assist in improving the public's awareness and understanding of the City and will enhance the image of the City, which will in turn help as the City continues its development of various projects; and WHEREAS, the support of the Program is necessary to facilitate the further development of the City as well as attracting businesses to the City, thereby benefitting the citizens, residents, and employees in the City and the surrounding communities; and WHEREAS, the Program will assist in improving the City's relationship and the support of surrounding communities for its various projects which are necessary for its further development and will create goodwill for the City. SECTION 2: The City Council of the City of Vernon hereby further finds and determines that the Program is in the best interests of the City of Vernon, is necessary for the further development of the City and constitute a reasonable expenditure of public funds. SECTION 3: The City Council of the City of Vernon hereby approves providing funding of the Program and authorizes the Director of Industrial Development to remit the sum of $301,195.00 plus additional funding of $147,454.00 for a total of $448,649.00 to the Collaborative and/or SCDC in support of the Program and to take such actions as may be necessary or convenient to carry out and implement the Program and transactions authorized herein. SECTION 4: The City Clerk of the City of Vernon shall certify to the passage of this resolution, and thereupon and thereafter the same shall be in full force and effect. The Southeast Cities Technology Collaborative consists of ten agencies from the public, private, and non-profit sector located in the Southeast region. Residents of this region are low-income and largely Spanish-speaking, with educational levels below the LA County median. A recent Community Assessment report by the University of California, Berkeley indicates that these residents remain largely disconnected from the Internet due to the lack of broad public access to computers in public locations, lack of technical assistance, and lack of computer literacy education. As such, the members of these communities are victims of the Digital Divide, and suffer from a lack of access to information and communications technology, as well as a lack of acquisition of the skills necessary to take full advantage of these technologies for the purposes of education, economic development and citizenship. Target Areas & Population: The Southeast Technology Initiative plans to serve low-income youth (ages 5-18) and adults (ages 19-70) residing in the following cities: Bell, Bell Gardens, Cudahy, Walnut Park/Florence-Firestone, Huntington Park, Maywood, South Gate, and Vernon. Project Description: The Southeast Technology Initiative consists of two components that will work in concert to bridge the gap created by the Digital Divide in.these communities: Mobile Technology Lab and a public awareness campaign. The Collaborative will place 15 computer laptops in a mobile vehicle and operate a mobile computer lab within the Southeast region. The Collaborative, with funding from the California Emerging Technology Fund, will provide the following workshops and. classes: • Financial literacy education a Homeownership education • Occupational training • Academic instruction • Adult Educational training • College applications and financial aid info • ESL education • Math and reading tutoring . 2 1 ok Southeast Mobile Technology Center eon., The Southeast Mobile Technology Lab can deliver technology access and education to underserved community of the Southeast area. A Master IT Instructor and two IT Interns will provide basic computer literacy training courses and technical support for the lab. Collaborative partners will integrate their existing after -school programs, youth programs, and adult education programs into the Mobile Technology Lab. The second component of the Southeast Technology Initiative consists of a bilingual public awareness campaign to inform the target population (youth and adults) about the technology resources available in their community, and create excitement about the learning opportunities at the Lab. The campaign will include the distribution and posting of flyers, posters, and banners with information about the locations, service hours, and available computer classes offered at each Mobile Technology Lab. Also, the Collaborative will design a customized website for the computer workstations to help computer users easily navigate and locate local social service programs and educational resources on the Internet. The website will include local employment, health, education; and government resources. Outcomes: The Southeast Mobile Technology Lab anticipates the following outcomes for this project: • A public awareness campaign with a distribution of over 15,000 pieces of collateral material • Minimally 2,500-3,000 residents will be served through the Mobile Technology Lab per year • Provide 1,040 hours of operation per year of classroom instruction and open lab access Community Impact and Benefits: The current lack of public access to the Internet and computer applications in the Southeast region is extreme. For example, in the City of Bell, there are only two publicly accessible computers in the Bell Library for a total city population of 38,982. The local schools do have computers available; however, students must register for a computer class to gain access; or must visit the computer labs before school or after school. These computers are not available during the evenings or weekends for the general population, and this level of access is typical of the other cities in the region, as well. The Southeast Technology Initiative will have a positive impact on the community, resulting in numerous benefits. This project will make substantial progress towards transforming the region into a computer literate community and will improve the residents' quality of life by increasing access to, for example: educational and health related topics available on the Internet; online resources for building literacy and other skill sets; employment search and preparation services; and referrals for low-income housing, health and human services. r �. This project is unique because its efforts are strategic and culturally -sensitive. For example, the Initiative's regional technology plan is based on best practices and a research -based framework. The Collaborative uses a framework researched by Dr. Blanca Gordo from the Center for Latino Policy Research at UC Berkeley designed specifically. to increase the use of broadband technology in low-income, urban communities. This regional technology plan does not "drop" technology into the region in isolation from other efforts. Rather, the Southeast 1 Technology Initiative's plan consists of a unified effort from Collaborative members'to integrate existing resources r 3 r T Southeast Mobile Technology Center easy and expand on current technology initiatives, therefore providing practical, sustainable, regionally -appropriate ' assistance in closing the digital divide.
