Resolution No. 09808n n� RESOLUTION NO. 9808 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON COMMENDING AND HONORING COUNCILMAN THOMAS A. YBARRA FOR HIS MANY YEARS OF SERVICE TO THE CITY OF VERNON AND CONFERRING THE HONORARYTITLE OF MAYOR PRO TEMPORE EMERITUS UPON THOMAS A. YBARRA WHEREAS, the Honorable Thomas A. Ybarra has served as a Councilman for the City of Vernon since his election to said position pursuant to Resolution No. 2826 adopted by the City Council of the City of Vernon on April 19, 1966; and WHEREAS, Thomas A. Ybarra was born in the City of Vernon and has been a resident of the City of Vernon all of his life; and WHEREAS, Councilman Ybarra has served the City of Vernon faithfully and with great dedication to the welfare of the residents of the City for over 40 years by consistently supporting programs and projects that provide the greatest benefit to the residents and businesses in the City; and WHEREAS, effective January 5, 2009, Councilman Ybarra retired from the service of the City of Vernon, and his loss will be deeply felt by the City; and WHEREAS, Councilman Ybarra is recognized by his colleagues and City staff as a thoughtful, honorable and dedicated individual; and WHEREAS, in special recognition of Councilman Ybarra's distinguished service to the City of Vernon, the City Council wishes to acknowledge Thomas A. Ybarra by bestowing upon him the honorary title of Mayor Pro Tempore Emeritus: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon takes this opportunity to commend and honor Thomas A. Ybarra for his many years of devoted service to the City of Vernon. SECTION 2: The City Council of the City of Vernon wishes to extend to Thomas A. Ybarra its best wishes for continued success in whatever endeavors he may undertake. SECTION 3: In special recognition of Councilman Ybarra's distinguished service, the City Council of the City of Vernon hereby appoints Thomas A. Ybarra as Mayor Pro Tempore Emeritus. SECTION 4: The conferment of the title Mayor Pro Tempore Emeritus on Thomas A. Ybarra is an honorary position entitling Thomas A. Ybarra to attend City Council meetings and other meetings of boards and commissions without privilege of voting or compensation. SECTION 5: The City Council of the City of Vernon shall certify the passage of this resolution and present a copy thereof to Thomas A. Ybarra and that thereupon and thereafter the same shall be in full force and effect. APPROVED AND ADOPTED this 14,h day of January, 2009. Ybarra to Mayor Pro Tempore Emeritus Dear Councilman Ybarra: At the City Council Meeting, this morning of January 5, 2009, I shall request that the City Council approve placing on the agenda, near the close of the meeting, the following item for consideration. A Declaration, by Minute Order of Council, that Thomas A. Ybarra receive the title "Mayor Pro Tempore Emeritus" such that upon your retirement you will be vested with the honor of your former rank and can still use such in your name title. Further, I shall submit to the Council a request that a resolution be placed upon the agenda of the Council Meeting of January 12, 2009, describing your career on the Council and the merits you have earned for this Emeritus designation. Please acknowledge your consent at the close of this letter to these proposed actions I intend to submit to the Council upon this date.
