A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION OF A
MEMORANDUM OF AGREEMENT AMONG THE INFORMATION
TECHNOLOGY AGENCY AND LOS ANGELES/LONG BEACH URBAN
AREA PARTNER REGARDING THE CITY'S PARTICIPATION IN
A WEB -BASED EMERGENCY OPERATIONS CENTER PROGRAM
WHEREAS, the City of Vernon (the "'City") is a municipality
I
duly organized and existing under the Constitution and laws of the
State of California and under the Charter of the City; and
WHEREAS, the City of Los Angeles, through the Urban Areas
Security Initiative Grant Program (the "UASI Grant"), has developed a
web -based emergency operations center management system (the "WebEOC-
lProgram"); and
WHEREAS, the WebEOC Program is a web -enabled crisis
information management system that provides secure real-time
information sharing to provide managers with the information necessary
to make decisions during critical incidents; and
WHEREAS, the City is a participant in the UASI Grant and now
has the opportunity to participate with all participating UASI cities
in the Los Angeles/Long Beach region in the WebEOC Program utilizing
funding through the UASI Grant until June 2010; and
WHEREAS, after June 2010 a maintenance cost will be assessed,
the amount of which is unknown at this time, unless the City elects to
lopt out of the WebEOC Program; and
WHEREAS, the WebEOC Program is hosted by the City of Los
Angeles, and the City of Los Angeles I I nformation Technology Agency will
provide the necessary support to allow partner cities the ability to

ilaccess the WebEOC Program applications and will provide partner cities
with basic configuration requirements and settings required for
workstation access to the Los Angeles/Long Beach Urban Area Emergency
Operations Center Incident Management System; and
WHEREAS, the City's participation in the'WebEOC Program will
substantially benefit the residents and businesses in the City; and
WHEREAS, the Chief of Police has recommended the approval of
a Memorandum of Agreement ("MOAl") between the City of Vernon - Los
Angeles/Long Beach Urban Area Core City Partner, City of Los Angeles
Emergency Management Department and the Information Technology Agency,
acting as the operational and technical support leads for the Emergency
Operations Organization and Emergency Operations Center, to formalize
and clarify the level of support services that the agencies' will
provide to the City regarding workstation access, application and data
file servers and other emergency operations applications and/or
services; and
WHEREAS, the City Council of the City of Vernon has
determined that, pursuant to the provisions of subsection (a) of
Section 2.27 of the Vernon City Code, it is in the public interest and
necessity to enter into the MOA with various participating agencies to
enhance services provided to the Vernon community.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE:
11CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
1 finds and determines that the recitals contained hereinabove are true
and correct.
I SECTION 2: The City Council of the City of Vernon hereby
approves the Memorandum of Agreement between the Information

Technology Agency and Los Angeles / Long Beach Urban Area Partner, in
substantially the same form as the copy which is attached hereto as
Exhibit A and incorporated by reference.
SECTION 3: The City Council of the City of Vernon hereby
authorizes the Mayor or Mayor Pro-Tem to execute said MOA for, and on
behalf of, the City of Vernon and the City Clerk or Deputy City Clerk
is hereby authorized to attest thereto.
SECTION 4: The City Council of the City of Vernon hereby
directs the City Clerk, or her designee, to send one fully executed
MOA to the Information Technology Agency.
SECTION 5: The City Council of the City of Vernon hereby
authorizes the City Administrator, or her designee, to make wha tever
nonsubstantive, administrative and/or text changes, upon advice of
counsel, to the MOA.
SECTION 6: The City Council of the City of Vernon hereby
authorizes the City Administrator, or his designee, to execute any and
all documents as shall be required to implement and carry out the
purposes specified in the MOA on behalf of the City of Vernon and to
perform such other acts and deeds as may be deemed necessary or
advisable to effect the purposes of the MOA and the transactions
herein authorized.

SECTION 7: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

Los Angeles / Long Beach Urban Area Partner
Overview
The purpose of this Memorandum of Agreement between.the City of Vernon - Los
Angeles / Long Beach Urban Area (LALBUA) Core City Partner, City of Los
Angeles Emergency Management Department (EMD) and the Information
Technology Agency (ITA), acting as the operational and technical support leads for
the Emergency Operations Organization (EOO) and Emergency Operations
Center (EOC), is to formalize and clarify the level of support services that the City
(EMD and ITA) will provide to the City of Vernon, as a subscribing LALBUA
Partner agency, 'regarding workstation access, application and data file servers,
and other emergency operations applications and/or services hosted by the City of
Los Angeles, that may be contracted for use.
Normal support hours are 8:00 a.m. to 5:00 p.m., Monday through Friday, except
holidays, All calls for support should' be routed through the EMD General
Information number, 213.978.2222. Calls will be routed to the appropriate EMD or
ITA support person.
The ITA will offer on -call technical support for after hour and/or holiday EOC
activations for critical emergencies only, through the Enterprise Network
Operations Center (ENOC) telephone number, 213.978.6744.
It is anticipated that some system modification(s) to the EOC Incident
Management System (IMS — WebEOC) may be needed during initial
implementation with an LALBUA Partner agency. However, it is the City=s intent
to provide a core IMS that will provide all partners with a functional system, in a
cost effective and efficient way, It is outside of the. City=s resources to provide
individual, customized IMS applications for each LALBUA partner. It is also
important that any IMS installation hosted by the City maintain NIMS/SEMS/ICS
compliance.
As part of the partnership program, the following process(es) and procedure(s) will
guide the administration of the LALBUA EOC Incident Management System (IMS):
Participation in the EOO Information Technology (IT) Subcommittee meeting B
the EOO IT Subcommittee'normally. meets at 11:00 a.m. in the Los Angeles
City Emergency Operations Board Room., every fourth (4 th) Wednesday of
every month. The EOO IT Subcommittee meeting is the forum where all, City
and LALBUA partners, can discuss the system, User requested system
alterations and/or enhancements are proposed and discussed, and where all
technical upgrades, patches, or other system changes will be announced.
After a User request system alteration and/or enhancement has been approved

all non -communication and/or application specific systems issues. However, the
ITA reserves the right to request the LALBUA partner disconnect any PC using
non-standard software that may be causing conflicts with the operation of the EOC
IMS.
Training
After initial implementation LALBUA Partner training, the LALBLIA Partner will be
responsible for on -going training of clients on the use of specific functions within
the EOCIMS software.
The EMID will be responsible for initial training of LALBUA Partners on the use of
subscribed services; basic functions include launching the application, basic
operations, and exiting the application. Ongoing training of LAUA personnel shall
be the responsibility of the LAUA Partner. The City will not provide on -going
training support on use of subscribed services.
Other D6sktop Support Issues
Files stored in the LALBUA EOCIMS network will be backed up by ITA after each
exercise and/or activation. The ITA has in place several levels of redundancy and
replication which will be included as a service when subscription is arranged for
access to the LALBUA EOCAMS system. Every effort to preserve documents, and
archives will be performed.
The EMD must be notified, in advance, of all exercises and/or activations. Any
special retention periods required for data generated during exercises and/or
activations, should be also be specially noted by the LALBUA partner to EMD, and
EMID will make the proper notifications internal to the City.'
Desktop Software Licensing and Hardware Replacement
The LALBUA Partner will be responsible for purchasing the following:
Microsoft Operating System
AntkVirus maintenance.
Google Earth Plus and/or Google Earth Pro, if desired.
Annual Microsoft Office Suite/Corel Office Suite maintenance, if desired.
Replacement for each PC no later than once in every four (4) years.
Any software and hardware required by the LALBUA Partner or recommended by
ITA for the operation and functionality of the LALBIJA EOCIMS or any other
subscribed service.
The City will provide, through the LALBUA Partner subscription fees, all software

in concept, the ITA EOO support staff will research the technical parameters,
specifications and implications of the alteration and/or enhancement. Staff will
return to the IT Subcommittee members with a written recommendation on how
the alteration and/or enhancement can or cannot be handled, and how the
enhancement may effect the functional user requirement of the entire user
population. The IT Subcommittee will decide, based upon the User request,
cost and need, and the IT Recommendation, what action, if any, to take.
After the IT Subcommittee has come to a recommendation on the appropriate
action to be taken, EPD will formalize the recommendation into a report to the
Emergency Management Committee (EMC). The report will go forward to the
EMC, and then, subject to EMC approval, to the Emergency Operations Board
(EOB) for notification.
The LALBUA Partner will receive a monthly report detailing requests and the
status of the requests.
The LALBUA Partner and ITA/EMD will hold a quarterly meeting to review
service delivery and system offerings provided by the City.
Desktop Support
Workstation Configuration
The ITA, as the LALBUA EOCIMS technical support, will provide the LALBUA
Partner with the basic configuration requirements and settings required for
workstation access to the Los Angeles / Long Beach Urban Area Emergency
Operations Center Incident Management System (LALBUA EOCIMS), or any other
subscribed system. Responsibility for ensuring individual workstations are
configured and maintained to basic required settings will be the responsibility of
the LALBUA Partner.
Each LALBUA Partner is required to purchase and maintain sufficient hardware
and software for Internet access from the secured EOC location of their choice.
Desktop Software Support
Functional support is limited to EOCIMS software. The ITA will provide instructions
for setup/access of the EOCIMS software and application of service packs that
may be required for the correct operation of the EOCIMS software. ITA will also
insure that all general functions of the EOCIMS software work correctly, or
investigate why a particular function is not working, as it should. ITA will not
provide support on use of the EOCIMS software beyond the general functions.

Remote/Alternate Access
Alternate Access Method
Limited functional support and training is provided for alternate access to the
EOCIMS. The ITA will provide support for initial instal lation/setup of the EOCIMS
via the City=s alternate access method, Secure Remote Access. LALBUA
partners can also work with the ITA to install a redundant T1 connectivity point to
and from the LALBUA/City=s network at a different network point.
Remote Access Method
Access to the City of Los Angeles= (City) network is provided through the Internet.
Remote access depends on many components. Because access is through the
Internet, there is a part of the remote solution that is not under the City=s control.
Do to this fact, accessibility via remote access is not guaranteed.
Support for remote access is available during normal business hours 8:00 a.m. to
5:00 p.m., Monday through Friday, except holidays. The ITA will offer on -call
technical support for after hour and/or holiday EOC activations for critical
emergencies through the Enterprise Network Operations Center (ENOC)
telephone number, 213.978.6744. Any problems encountered with Remote
access during off hours or weekends, not under an EOC activation condition, will
be handled the next business day.
Non -City Websites
The ITA provides facilities for client access to the Internet to a limited number of
websites, as a part of the EOC IMS. The ITA maintains security to the City network
through a firewall and firewall rules. Any websites, not already linked with the EOC
IMS application, should be accessed through the LALBUA Partner=s network.
Other Applications and Hardware
It is assumed that applications and servers not identified in this agreement are not
covered by this agreement.
The parties acknowledge they have read this Agreement and agree that it is the
complete and exclusive statement of the agreement between the parties, and
that it replaces and supersedes all prior addenda, proposals and
understandings, oral and written, relating to the subject matter of this Agreement.
This Agreement shall not be modified or rescinded except in writing signed by
both parties.
