RESOLUTION NO. 9883-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPOINTING THE CITY'S REPRESENTATIVE TO THE
LA-RICS AUTHORITY, A JOINT POWERS AUTHORITY
WHEREAS, on February 9, 2009, the City Council of the City
of Vernon adopted Resolution No. 9856 authorizing the execution of the
Los Angeles Regional Interoperable Communications System (LA-RICS)
Authority Joint Powers Agreement and approving the City's membership
in the LA-RICS Authority; and
WHEREAS, the 45-day window for cities to join the LA-RICS
Authority without the necessity of gaining approval by the soon -to -be
constituted LA-RICS Governing Board ends on March 21, 2009; and
WHEREAS, all cities approving the Joint Powers Agreement
prior to March 21, 2009, become automatic member Cities; and
WHEREAS, pursuant to Section 2.02(f) of the Joint Powers
Agreement, Member Cities are required to meet within 15 days following
lKarch 21, 2009; and
WEHREAS, a meeting has been tentatively scheduled for
April 2, 2009, to ensure that each� Member City has an opportunity to
vote as many times as necessary on the selection of the At -Large
IDirectors and Alternate Directors, the selection procedure rules or
guidelines, and to nominate and be nominated as a member of the Board;
and
WHEREAS, the Authority is requesting that City
managers/Administrators attend the one-time meeting, or designate a
proxy delegate that is an employee of the agency being represented,
with the authority to vote on behalf of the Member City; and

WHEREAS, the City Council'of the City of Vernon desires to
authorize Eric Fresch, or his designee, to have the power to vote on
behalf of the City of Vernon as many times as necessary on the
selection of the At -Large Directors and Alternate Directors, the
selection procedure rules or guidelines, and to nominate and be
nominated as a member of the Board.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE:
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
appoints Eric Fresch or his designee as its representative to vote on
behalf of the City as many times as necessary on the selection of the
At -Large Directors and Alternate Directors, the selection procedure
rules or guidelines, and to nominate and be nominated as a member of
the Board of the LA-RICS Authority, each with the power to vote in all
actions and to report to the City Council therein. Said appointment
shall be effective until the death, resignation, disqualification or
subsequent removal by the City Council of such representative.

SECTION 3: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.
