RESOLUTION NO. 9889
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPOINTING DONAL O'CALLAGHAN TO THE POSITION
OF DIRECTOR OF THE UTILITIES & GOVERNMENT
INFRASTRUCTURE DEPARTMENT
WHEREAS, by Ordinance No. 1154 adopted on January 13, 2009
and effective on February 13, 2009, the City Council of the City of
Vernon created the Utilities & Government Infrastructure Department
and the position of Director of the Utilities & Government
Infrastructure Department to administer said department and report
directly to the City Administrator; and
WHEREAS, Ordinance No. 1154 indicated that the City Council
s hall appoint, establish tenure and prescribe the powers and duties of
the Director of Utilities & Government Infrastructure by resolution;
and
WHEREAS, the City Council of the City of Vernon desires to
appoint Donal O'Callaghan ("O'Callaghan") to serve as the Director of
Utilities & Government Infrastructure.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
appoints Donal O'Callaghan to serve as the Director of Utilities &
Government Infrastructure, the Director of Light & Power and the
Director of the Gas Municipal Utility Department and compensation for

said services shall be paid pursuant to the Employment Agreement dated
May 7, 2007, as amended, until such time as the City Council approves
his removal or appoints another person to said positions -and hereby
ratifies all actions taken by O'Callaghan as the Director of Utilities
& Government Infrastructure prior to the adoption of this Resolution.
SECTION 3: The duties of the Director of the Utilities &
Government Infrastructure Department are as follows:
a. The Director of the Utilities & Government
Infrastructure Department shall report directly to the City
Administrator and advise him on all matters that affect the City,
including, but not limited to:
(1) Management and oversight of Business Services &
Purchasing Department, Community Services Department, Gas Municipal
Utility Department, Light & Power Department and Water Department; and
(2) Such other powers and duties as prescribed by
resolutions or ordinances or minute orders adopted by the City
Council.
SECTION 4: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.
