3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPOINTING JOAQUIN LEON TO THE POSITION OF
4 DEPUTY CITY TREASURER
5
6 WHEREAS, on .September 25, 2007,- the City Council of the city
7 of Vernon adopted Resolution No. 9418 which, in part, created the
8 position of Deputy City Treasurer and appointed Rory Burnett as the
9 Deputy City Treasurer; and
10 WHEREAS, on April 7, 2008, the City Council of the City of
11 Vernon adopted Resolution No. 9581 which, in part, eliminated the
12 position of Deputy-City Treasurer in the Office of the City Treasurer;
13 and
14 WHEREAS, the City Council of he City of Vernon has
15 considered the organization of the Office of the Treasurer; and
16 WHEREAS, the City Council of the City of Vernon has re-
17 established the position of Deputy .City Treasurer within the Office of
18 the Treasurer and desires to appoint Joaquin Leon to ,serve as the
T9 Deputy City.Treasurer with no additional compensation; and
20 WHEREAS, on November 6, 2007, the City Council of the City of
21 Vernon adopted .Resolution No. 9455 establishing .that employees holding
22 the position of deputy in the City, including but not limited to, the
23 position of Deputy City Treasurer shall, in the absence of their
24 director, have all the .same powers, duties and responsibilities of
25 their respective director.

RESOLVED BY-THE CITY-COUNCIL OF THE

27 CITY OF VERNON AS FOLLOWS:

1 SECTION 1: The City Council of the City of Vernon. hereby
2 finds and determines that the recitals contained hereinabove are true
3 and correct.
4 SECTION 2: The City Council of the City of Vernon hereby
5 .appoints Joaquin Leon to. serve as the .Deputy City Treasurer in the
6 Office of the Treasurer effective March 30, 2009, until such time as
7 the City Council approves his- removal or appoints another person to
8 said position. In the absence of the City Treasurer, the City Council
9 hereby authorizes the Deputy-City Treasurer. to take such actions as
10 may be necessary to implement the policies of the City.
11 SECTION 3: The. City Council of the City of Vernon hereby
12 authorizes the Deputy~City Treasurer, in the absence of -the City
13 Treasurer, to report directly to the City Council,. subject to the
14 provisions of the Charter of the City of Vernon, or the Code of the
15 City of Vernon, or as prescribed by the City Council and to assume
16 such other powers,. duties and responsibilities of the City Treasurer
17 as necessary concerning investment transactions or any other
18 transaction provided for under the laws of the State of California,
19 the Government Code of the State of California. and such other powers
20 and duties as prescribed by resolutions or ordinances adopted by the
21 City Council.
22 SECTION 4: All resolutions, or parts of resolutions, not
23 consistent with or in conflict with this resolution are hereby
24 repealed.

1 SECTION 5: The City Clerk of the City of Vernon shall
2 certify to the passage of this resolution,tand thereupon and
3 thereafter the same shall be in full force and effect.
