Resolution No. 09920 1 RESOLUTION NO. 9920 2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING AND RATIFYING (i) THE CITY'S 4 APPLICATION TO INCLUDE THE FUNDING OF A HIGH PRIORITY PROJECT TO REHABILITATE AND RECONSTRUCT ~ SEGMENTS OF WASHINGTON BOULEVARD, DOWNEY ROAD, 6 SLAUSON AVENUE, BOYLE AVENUE AND.FRUITLAND AVENUE IN THE CITY OF VERNON IN A SURFACE TRANSPORTATION '7 REAUTHORIZATION BILL AND (ii) THE EXECUTION OF A~ LETTER REQUESTING FUNDING FOR SAID HIGH PRIORITY 8 PROJECT 9 10 WHEREAS, Congresswoman Lucille Roybal-Allard (Congressional 11 District 34) has requested the City of Vernon (the "City") and other 12 cities within her District to submit a questionnaire/application by 13 April 17, 2009, for projects that would qualify for funding in the 14 Surface Transportation Reauthorization Bill (the "Bill") that is 15 currently being considered in the U.S. Congress; and 16 WHEREAS,-the City has a Federal-Aid Highway Project that may 17 qualify for funding under the Bill for the rehabilitation and 18 reconstruction of segments of Washington Boulevard,- Downey Road, 19 Slauson Avenue, Boyle Avenue and Fruitland Avenue (the "Project") 20 which consist of the rehabilitation of roadways, sidewalks,- curbs, 21 gutters, center medians and .traffic signals on these arterials/ 22 collectors; and 23 WHEREAS, the City is a hub for. industrial facilities in the 24 Southern California area that produces significant amounts of varied 25 products that are distributed statewide, nationwide and 26 internationally, and the Project will facilitate the transport of 27 goods and services to and from the City making the transportation. 28 infrastructure in the City critical to providing regional benefits; 1 and 2 WHEREAS, the Project will enhance the visual and aesthetic 3 appearance of the City, improve transportation safety, facilitate the 4 efficient movement of vehicles and heavy freight vehicles, thus 5 improving economic productivity and reducing congestion and the 6 discharge of pollutants, and promote industry in the City; and 7 WHEREAS, the estimated cost of the Project is $5 million of 8 which the City would be responsible for twenty percent (200) or $1 9 million of the costs if the Project is approved as a High Priority 10 Project in the Bill; and 11 WHEREAS, in order to meet the deadline for submittal of the 12 City's application, the Mayor Pro-Tem executed a letter request for 13 funding dated April 16,2009, and the Director of Community Services & 14 Water submitted the required questionnaire/application to the Office of 15 Congresswoman Lucille Roybal-Allard, subject to ratification by the 16 City Council; Describe the safety, the economic development, the mobility, and the environmental benefits associated with completion of the project. 3 ¦ Safety Benefits ¦ The improvement of the arterials and collectors insures the safe movement of goods and services into and through the City of Vernon. Rehabilitated streets and facilities ensures the rapid and safe movement of the trucks and heavy freight vehicles that form a much higher percentage of vehicles in the City of Vernon 'than in other cities. ¦ Economic Development Benefits ¦ The efficient movement of vehicles and heavy. freight vehicles into and through the City of Vernon allows the industry in the City of Vernon to produce more products that can be quickly distributed. Effective infrastructure attracts industries to the City and promotes development of the industrial sites in the City which in turn creates employment and the production of goods and services that impact the region, state and nation. ¦ Mobility Benefits ¦ The infrastructure improvements facilitate the movement of the goods and services into and through the City and eliminate the congestion that comes with poor condition of infrastructure.. The project will facilitate the transport of goods and services to and from the City of Vernon to the adjacent cities and beyond to other states and countries. Since the City of Vernon is a hub of the industrial facilities in the Southern California area and produces significant amounts of varied products that are distributed statewide, nationwide and internationally, the transportation infrastructure in the City of Vernon is critical to providing regional benefits. The project will provide safety improvements for the commercial and industrial vehicle traffic and improve the mobility of this traffic by reducing the congestion on these arterials and collectors. The efficient movement of vehicles and heavy freight vehicles attracts industries and promotes the development in the City of Vernon as well as in the communities that receive the products distributed from the City. The reduction in congestion will reduce the discharge of pollutants and the landscaping and median improvements enhance the visual and aesthetic experience of motorists and the inter-modal transportation users. i The project cost is estimated at 5 million dollars and the requested amount is 4 million dollars which would require the City of Vernon to provide 20% or 1 million dollars of the costs. If funds are provided, the funds would be Federal funds and additional Federal requirements will have to be implemented, such as the environmental clearances and Disadvantaged Business Enterprises participation program. The project is scheduled for construction in the 2010-2011 fiscal year but, if funding is provided, can be expedited or delayed. The project has had many of the elements designed by City Staff and is in the final stages of design. Depending on the funding availability, the project has the flexibility to be reduced by deleting or altering the work or areas of work to fit the funds allocated under this application. It is recommended that the City Council ratify the submittal of the attached application and cover letter for funding of the above project under the Surface Transportation Reauthorization Bill as requested by Congresswoman Lucille Roybal-Allard.
