3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
,4 VERNON APPOINTING MEMBERS. AND ALTERNATE MEMBERS TO
REPRESENT-THE CITY OF VERNON ON THE BOARD OF
5 DIRECTORS. OF COUNTY SANITATION DISTRICT NOS. 1, 2
AND 23

7 .WHEREAS, the City of Vernon has been a member of Districts
8 1, 2 and 23 of the County Sanitation District (collective, the
9 "Districts") for many years; and
10 WHEREAS, on February 2, 2009, the City Council of the City of
11 Vernon adopted Resolution No..9835 appointing members and alternate
12 members to represent the City on the Board of Directors of the
13 Districts; and,
14 WHEREAS, the City Council of the City of Vernon desires to
15 appoint new members to represent .the City on the Board of Directors of
16 the Districts.
17 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
18 -CITY OF VERNON AS FOLLOWS:
19 SECTION 1: The City Council of the City of Vernon hereby
20 finds and determines that the recitals contained hereinabove are true
21 and correct.
22 SECTION 2: The City Council of the City of Vernon hereby
23 confirms the following. members of the City Council of the City of
24 Vernon to serve on the Board of Directors of County Sanitation
25 District No. 23:
,26 Hilario "Larry" Gonzales, Mayor
W. Michael McCormick, Mayor Pro-Tem
27 Leonis C. Malburg, Councilman
William "Bill" Davis, Councilman
28 Richard J. Maisano, Councilman
1 SECTION 3; The City Council of the City bf Vernon hereby..
2 confirms Hilario "Larry" Gonzales, Mayor of the City of Vernon, to
3 serve as its Presiding Member on the Board_of Directors of County
4 Sanitation District No. 1 and hereby appoints William "Bill" Davis, a
5 member of the City Council, to serve as the City's alternate member on
6 the Board of Directors of County Sanitation District No. 1. The
7 alternate member of said District No. 1 Board of Directors shall act
8 in place of the presiding officer of City Council of the City of
9 Vernon during his absence, inability or refusal to act as much member
10 of said District Board. Such appointments shall be effective-until
11 the death, resignation, disqualification or subsequent removal by the
12 City Council of such representatives.
13 SECTION 4: The City Council of the City of Vernon hereby
14 confirms Hilario "Larry" Gonzales, Mayor of the City of Vernon, to
15 serve as its Member on the Board of Directors of County Sanitation
16 District No. 2 and hereby appoints W. Michael McCormick, a member of
17 the City Council, to serve as the City's alternate member on the Board
18 of Directors of County Sanitation District No. 2. The alternate
19 member of said District No. 2 Board of Directors shall act in place of
20 .the presiding .officer of City Council of the City of. Vernon during his
21 absence, inability or refusal to act as much member of said District
22 Board. Such appointments shall be effective-until the death,
23 resignation, disqualification or subsequent removal by-the City
24. Council of such- representatives.
25 SECTION 5: The City Council of the City of Vernon hereby
26 directs the City Clerk, or her designee, to send a copy of this

4 SECTION 6: Any resolution or parts of a resolution or

Issue:
On April 20, 2009, the City Council reorganized. Due to .the
reorganization, the following issues need to be considered:.
1. REORGANIZATION OF THE POLICE & FIRE COMMISSION MIGHT. NEED
TO BE CHANGED IN ACCORDANCE WITH THE WISHES OF THE CITY
COUNCIL.
By minute order on January 26, 2009, the City Council appointed
Leonis Malburg as Chairman and Hilario "Larry" Gonzales as
Chairman Pro Tem.
2. THE CITY COUNCIL MIGHT NEED TO CONSIDER THE APPOINTMENT OF
ITS MEMBERS TO THE OUTSIDE AGENCIES AND/OR COMMITTEES AS
MORE. PARTICULARLY DESCRIBED ON THE ATTACHED LIST.
Recommendations:
1. Police and Fire Commission. If the Council desires to
change the officers of said Commission, a motion will need to be
made to specifically appoint a Chairman and Vice Chairman..
2. Outside Boards and/or Committees. If the City Council
desires to change any of the appointments indicated on the
attached list, a motion will need to be made specifically-
appointing the.. members as delegates or alternate delegates as

well as making a motion to amend the particular appointment
resolution to add in the names of the delegates and alternate
delegates for the particular agency and/or commission to the
specific resolutions.

We have received your letters to Directors Gonzales and Davis regarding the fact that you have
not yet received the ethics training certificates for them. I'm guessing the same letter was also
sent to Director McCormick. I presume the certificatefor Director Malburg made it to you as I
know he files his papeitivork in person each year. However, just to be on the safe side, I have
enclosed copies of the ethics training certificates for all four Directors: Hilario Gonzales,
William J, Davis, William Michael McCormick, and Leonis C. Malburg.
I apologize for not having included these certificates with the annual Foi-~n 700s back in March
of this year.
Director 1Vlaisano:has nqt yet had a chance to complete the required ethics training. We will
forward a copy of his certifcate as soon as he completes the training.
