3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPOINTING THE CITY'S DELEGATE AND ALTERNATE
4 DELEGATE ON THE BOARD OF DIRECTORS. OF THE
5 INDEPENDENT CITIES ASSOCIATION OF LOS ANGELES
COUNTY, FORMERLY KNOWN AS THE INDEPENDENT CITIES OF
6 LOS ANGELES COUNTY

8 WHEREAS, the City of Vernon has been a member of the
9 Independent Cities .Association of Los Angeles County, formerly known
10 as the Independent Cities of Los Angeles County ("Independent Cities")
11 for .many years; and
12 WHEREAS, on February 2, 2009, the City Counci'1 of the City of
13 Vernon adopted Resolution No. 9836 appointing delegates to represent •
14 the .City. on the Board of Directors of the, Independent Cities; and
15 WHEREAS, the City Council of the City of Vernon desires to
16 appoint new. delegates to represent the City on the Board of Directors
17 of the Independent Cities.
18 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
19 CITY OF VERNON AS FOLLOWS:
20 SECTION 1: The City Council of the City of Vernon hereby
21 finds and determines that the recitals contained hereinabove are true
22 and correct.
23 SECTION 2: The City.Council`of the City of Vernon hereby
24 appoints W. Michael McCormick, a member of the City Council, to serve
25 as its delegate on the Board of Directors of the Independent Cities
26 and hereby appoints Richard J. Maisano, a member of the City Council,.
27 to serve as the City's alternate delegate on the Board of Directors of
28 the Independent• Cities. Such appointments shall be effective until
1 the death, resignation, disqualification or subsequent removal by the
2 City Council of such representatives.
3 SECTION 3: The City Council of the City of Vernon hereby
4 directs the City Clerk, or her designee, to send a copy of this
5 Resolution to the. Secretary of the Independent Cities.
6 SECTION 4: Any resolution or parts of a resolution or
7 minute orders, specifically Resolution No. 983.6, in conflict with this
$ Resolution are hereby repealed.
9 SECTION 5: The City Clerk of the City of Vernon shall
10 certify to the passage of this resolution, and thereupon and
11 thereafter the same shall be in full force and effect.
12 APPROVED AND ADOPTED this 27th day of April, 2009.

RE: Staff Report - Reorganization
Issue:
On April 20, 2009, the ,City Council reorganized. Due to,-the
reorganization, the following issues need to be considered:
1. REORGANIZATION OF THE POLICE & FIRE COMMISSION MIGHT NEED
TO BE CHANGED IN ACCORDANCE WITH THE WISHES OF THE CITY
COUNCIL.
By minute order on January 26, 2009, the City Council appointed
Leonis Malburg as Chairman and Hilario ".Larry" Gonzales as
Chairman Pro Tem.
2. THE CITY COUNCIL MIGHT NEED TO CONSIDER THE APPOINTMENT OF
ITS MEMBERS TO THE OUTSIDE AGENCIES AND/OR COMMITTEES AS
MORE PARTICULARLY DESCRIBED ON THE ATTACHED LIST.
Recommendations:
1. Police and Fire Commission. If the Council desires to
change the officers of said Commission,.a motion will need to be
made to specifically appoint a Chairman and Vice Chairman.
2. Outside Boards and/or Committees. If the City Council
desires to change any of the appointments indicated on the
attached list, a motion-will need to be made specifically
appointing the.membexs as delegates or alternate delegates as

well as making a motion to amend the particular appointment
resolution to add in the names of the delegates and alternate
delegates for the particular agency and/or commission to the
specific resolutions.
