_3 A RESOLUTION OF THE. CITY COUNCIL OF THE-CITY OF
VERNON APPOINTING THE CITY OF VERNON'S
4 REPRESENTATIVES TO THE SOUTHEAST WATER COALITION
5 AND TO VARIOUS WATER MEETINGS TO REPRESENT THE
CITY'S INTERESTS

8 WHEREAS, on February 21, 1995,. the City Council of the City
9 of Vernon adopted Resolution No. 6589 approving a Joint Powers
10 Agreement effective as of July 1, 1991 creating the Southeast Water
11 Coalition ("SEWC"); and
12 WHEREAS, on July 20, 2005, the City Council of the City of
13 Vernon adopted Resolution No. 8814 approving an Amendment and Complete
14 Restatement of the Joint Powers Agreement ("JPA") with SEWC expanding--
- 15 the powers. of the JPA and extending the term to July 30; 2030 with
16 automatic 25 year renewals; and
17 WHEREAS, on October 2, 2007, the City Council of the City of
18 Vernon adopted Resolution No. 9427 approving a Joint Exercise of
19 Powers Agreement between the SEWC and various cities within Los
20 Angeles County creating the Los Angeles Gateway Regional Integrated
21 Regional Water Management Authority (the "Authority") to coordinate
22 Planning activities across jurisdictional boundaries, leverage
23 resources, meet multiple water resource needs at the same time-and
24 Provide funding to integrated regional efforts; and
25 WHEREAS, on February 2, 2009, the City Council of the City
26 of Vernon adopted Resolution No. .9842 appointing the City's
27 representatives to serve on the policy board of the SEWC and to attend
28 board meetings and committee meetings held by 'the Replenishment
1 District of Southern California, board meetings and committee meetings
2 held by the Central Basin .Municipal Water District and the Authority
3_ and various water related boards or committees; and
4 WHEREAS, the City Council of the City of Vernon desires to
5 appoint a new Policy Board Member and Alternate Member to the SEWC,
6 Governing Board Representative and Alternate Member to the Authority
7 and the City's representatives to attend board meetings and committee
8 meetings held by the Replenishment District of Southern California, the
9 Central Basin Municipal Water District, the Authority and other various
10 -water related boards or committees.
11 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
12 CITY OF VERNON AS FOLLOWS:
13 SECTION 1: The City Council of the City of Vernon hereby
14 finds and determines that the recitals contained hereinabove are true
15 and correct.
16 SECTION 2: The City Council of the City of Vernon hereby
17 appoints Hilario "Larry" Gonzales, the Mayor of the City of Vernon, to
18 serve as the City's Representative on the Policy Board of Directors of
19 the SEWC and hereby appoints W. Michael McCormick and Richard J.
20 Maisano, members of the City Council, to serve as the City's Alternate
21 Representatives on the Policy Board of Directors of the SEWC. Said
22 Representatives and Alternates shall also be the City's
23 representatives to attend board and committee meetings held by the
24 Replenishment District of Southern California, Central Basin Municipal
25 -Water District and the Authority and any other water-related meeting
26 which affects the City of Vernon. Such appointments shall be
27 effective until the death, resignation, disqualification or subsequent
28 removal by-the City Council of-such representatives.

1 SECTION 3: The City Council of the City of Vernon hereby
2 directs the City Clerk, or her designee, to send a copy of this
3 Resolution to the Secretary of the Board of Directors of the various
4 water-related boards and committees.
5 SECTION 4: Any resolution or parts of a resolution or
6 minute orders in conflict-with this Resolution are hereby repealed.
7 SECTION 5: The City Clerk of the City of Vernon shall
8 certify to the passage of this resolution, and thereupon.. and
9 thereafter the same shall be in full force and effect.

RE: Staff Report - Reorganization
Issue:
On April 20, 2009, the City .Council reorganized. Due to .the
reorganization, the following issues need to be considered:.
1. REORGANIZATION OF THE POLICE & FIRE COMMISSION MIGHT NEED-
TO BE CHANGED IN ACCORDANCE WITH THE WISHES OF THE CITY
COUNCIL.
By minute order on January 26, 2009, the City Council appointed
Leonis Malburg as Chairman and Hi ario "Larry" Gonzales as
Chairman Pro Tem.
2. THE CITY COUNCIL MIGHT NEED TO CONSIDER THE APPOINTMENT OF
ITS MEMBERS TO THE OUTSIDE AGENCIES AND/OR COMMITTEES AS
MORE PARTICULARLY DESCRIBED ON-THE ATTACHED LIST.
Recommendations:
1. Police and Fire Commission. If the Council desires to
change the officers of said Commission, a motion will need to be
made to specifically appoint a Chairman and Vice Chairman.
2. Outside Boards and/or Committees. If the City Council
desires to change any of the appointments indicated on the
attached list, a motion will need to be made specifically-
appointing the.membexs as delegates or alternate delegates as

well as making a motion to amend the particular appointment
resolution to add in the names of the delegates and alternate
delegates for-the particular agency and/or commission to the
.specific resolutions.
