3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
4 VERNON APPOINTING A REPRESENTATIVE AND ALTERNATE
REPRESENTATIVE ON THE BOARD OF DIRECTORS. OF THE I-
5 710 EIR/EIS PROJECT COMMITTEE
6
7 WHEREAS, the City of Vernon ("City") is a member of the
8 Gateway Cities Council of Governments (the."Gateway COG"), a joint
9 powers authority established .to address issues, including
10
transportation issues, which affect cities within the Gateway COG
11
region; and
12
13 WHEREAS, on August 8, 2000, the City Council of the City of
14 Vernon adopted Resolution. No. 7596 approving an Implementation..
15 Agreement with the Gateway COG regarding preparation of an I-710 Major
16 Corridor Study ("I-710 MCS") that evaluated the freeway corridor,
17 parallel"arter_ials and other elements of the system's infrastructure,
18 including goods movement and an analysis of qualify of life impacts on
19 local communities,- including public health; and
20 WHEREAS, the Gateway COG entered into a Memorandum of
21 Understanding (the "MOU").with the California Department of
'22 Transportation ("CALTRANS"), the Los Angeles County Metropolitan
23 Transportation Authority ("MTA"), and the Southern California
24 Association of Governments ("SCAG") to establish a multi-
25 Jurisdictional structure to fund and govern the implementation of an
26 Environmental Impact Report/Environmental Impact Statement ("EIR/EIS")
27 to study the Locally Preferred Strategy developed by the I-710 MCS; and
28 WHEREAS, the MOU establishes an I-710 EIR/EIS Project
1 Committee and an I-710 Executive Committee, each of which provides for
2 and depends upon the participation of local elected and appointed
3 officials; and
4 WHEREAS, on February 2, 2009, the City Council of the. City of
5 Vernon adopted Resolution No. 9847 appointing representatives to
6 represent the City on the I-710 EIR/EIS Project Committee; and
7 WHEREAS, the City Council of the City of Vernon desires to
8 appoint new representatives to represent the City on the I-710 EIR/EIS
9 Project Committee.
10 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
11 CITY OF VERNON AS FOLLOWS:
12 SECTION 1: The City Council of the City of Vernon .hereby
13 finds and determines that the recitals contained hereinabove are true
14 and correct.
15 SECTION 2: The City Council of the City of Vernon hereby
16 appoints William "Bill" Davis, a member of the-City Council, to serve
17 as its representative on the I-710 EIR/EIS Project Committee and
18 hereby appoints W. Michael McCormick, a member of the City~,Council, to
19 serve as-the City's alternate representative on the I-710 EIR/EIS
20 Project Committee. Such appointments shall be effective until the
21 death, resignation, disqualification or subsequent removal by the City
22 Council of such representatives.
23 SECTION 3: The City Council of the City of Vernon hereby
24 directs the City Clerk, or her designee,. to send a copy of this
25 Resolution to:

1 SECTION 4: Any resolution or parts of a resolution or
2 minute orders in conflict with this Resolution are hereby repealed.
_3_ _ SECTION 5: The City Clerk of the. City of Vernon shall
4 certify to the passage of this resolution, and thereupon and
5 thereafter the same shall be in full force and effect.

Issue•
On April 20, 2009, the City Council reorganized. Due to .the
reorganization, the following issue s, need. to be considered:
1. REORGANIZATION OF THE POLICE & FIRE COMMISSION MIGHT NEED
TO BE CHANGED IN ACCORDANCE WITH-THE WISHES OF THE CITY
COUNCIL.
By minute order on January 26, 2009, the City Council appointed
Leonis Malburg as Chairman and Hilario "Larry" Gonzales as
Chairman Pro Tem.
2. THE CITY COUNCIL MIGHT NEED TO CONSIDER THE APPOINTMENT OF
ITS MEMBERS TO THE OUTSIDE AGENCIES AND/OR COMMITTEES AS
MORE PARTICULARLY DESCRIBED ON THE ATTACHED LIST.
Recommendations:
1. Police and. Fire Commission. If the Council desires to
change the officers of said Commission, a motion will need to be
made to specifically appoint a Chairman and Vice. Chairman.
2. Outside Boards and/or Committees. If the City Council
desires to change any of the appointments indicated on the
attached lira, a motion will need to be made specifically
appointing the_.members as delegates or alternate delegates as

well as making a motion to amend the particular appointment
resolution to add in the-names of the delegates and alternate
delegates for the particular agency and/or commission to the
