Resolution No. 09942 1 RESOLUTION NO. 9942 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 3 ~ VERNON AMENDING RESOLUTION N0. 9639 BY AMENDING SCHEDULE NOS. III AND XXIV, OF SAID RESOLUTION 4 REGARDING THE COMPENSATION, COSTS AND BENEFITS OF ITS EMPLOYEES (.AMENDMENT N0. 8) 5 - '6 WHEREAS, on June 16, 2008, the City Council of the City of 7 Vernon adopted Resolution No. 9639 to be effective on July 6, 2008, 8 regarding the compensation,. costs and benefits of its employees (the 9 ~~Salary Resolution"); and 10 WHEREAS, Schedule No. XXIV, Exhibit X, of the Salary 11 Resolution provides for positions and salary scales of positions 12 within the Utilities & Government Infrastructure Department; and 13 WHEREAS, on May 1.1,.2009, the City Council of the City of 14 Vernon introduced Ordinance No. 1156 for first reading concerning the T5 reorganization of City Departments by eliminating the Utilities & 16 Government Infrastructure Department, which Ordinance is scheduled for 17 adoption on June 1, 2009; and 18 WHEREAS, the City Council of the City of Vernon desires to 19 eliminate the salary scales of the Director of Utilities & Government 20 Lnfrastructure and Legal Counsel within the Utilities & Government 21 Infrastructure Department from the Salary Resolution;. and 22 WHEREAS, Schedule No. III, Exhibit C, of the Salary 23 Resolution provides for positions and salary scales of positions within 24 the City Administration Department;- and 25 WHEREAS, the City Council of the City of Vernon desires to 26 create a salary scale for the position of City Administrator and create 27 the. position and salary scale of an Executive Secretary to the City 28 Administrator position within the City Administration Department; and 1 WHEREAS, the City Council of the City of Vernon wishes to 2 amend Schedule Nos. In that time we have proposed to you and you. have adopted various ordinances that reorganized the City's administrative structure. Your Department Heads now have the authority and responsibility to manage their respectivedepartments..Various positions have been created to better manage the City's needs and facilitate efficient communications with other governmental agencies, :capital markets, the, City's lenders, and .Wall Street. The City's credit rating has been increased two levels to the "A-3" category. We have structured the optimal use of our Light & Power resources, culminating in the City receiving nearly $400 million in proceeds from that asset restructuring. The City has paid off all of its nearly $300 million in project debt. And finally, the City has successfully restructured its natural gas supply to low interest long term debt. Ironically, I worked with the team representing the City accomplishing these objectives as an attorney. Today, I am recommending to you to appoint Donal O' Callaghan, .effective May 15th; 2009, as the administrative head of the City's government in the role of City Administrator. He can devote his .entire time~to the duties and interests of the City in this new. role, as well as serving. as the City's Director of Light & Power. I make these recommendations to the City at no. additional economic cost for Donal's services. My own contract hourly rates for legal services also remain the same and as always the amount of hours l work are subject to the City's request and approval Thank you .for the privilege. of serving this City.
