3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND ADOPTING A FORM MONTHLY
4 RESOURCE ADEQUACY REPORT-AND SUPPLY PLAN CONSISTENT
5 WITH THE CITY'S ANNUAL DEMAND FORECAST, PLANNING
RESERVE MARGIN AND QUALIFYING CAPACITY CRITERIA

7 WHEREAS, .the City of Vernon {the "City") is a_chartered
8 municipal corporation of the. State of California that .owns and operates
9 a system for the generation, purchase, transmission, distribution .and.
10 sale of electric capacity and energy; and
11 WHEREAS,. on March 13, 2006, the California .Independent System
12 Operator ("CAISO") submitted an amendment to the CAISO Tariff to
13 establish the Interim Reliability Requirements Program (the "IRR
14 Program"), which required Scheduling Coordinators for Load Serving
15 Entities to submit an Annual Resource Plan (the "Annual Plan")
16 consistent with an approved Demand Forecast, Planning Reserve Margin
17 and. Qualifying Capacity Criteria; and
18 WHEREAS, the IRR Program was effective until the
19 implementation of the Market Redesign and Technology Upgrade ("MRTU");
20 and
21 WHEREAS, on November 24, 2008, the City Council. of the City
22 of Vernon adopted Resolution No. 9772 adopting the annual Demand
23 Forecast-for 2009, Planning .Reserve Margin and Qualifying Capacity
24 Criteria, which was submitted to the California Independent System
25 Operator ih November .2008; and
26 WHEREAS, .with the implementation of the MRTU in April of
27 2009, in addition to the Annual Plan, the City is now required to
28 submit,.a monthly Resource Adequacy Plan that identifies resources that
1 will be relied on to meet its monthly peak demand (the "Monthly RA
2 Plan") and to also submit a Supply Plan for the resources that-will be
3 used to supply its resource adequacy capacity (the "Supply Plan"); and
4 WHEREAS, by memo dated May 11, 2009, the Director of Light &
5 Power has recommended that the City adopt a form Monthly RA Plan and a
6 form Supply Plan in compliance-with the CAISO's new requirement and
7 consistent with the Annual Plan, as adjusted for seasonal variations as
8 well as load and resource changes..
9 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
10 CITY OF VERNON AS FOLLOWS:
11 SECTION 1: The City Council of the City of Vernon hereby
12 finds and determines that the recitals contained hereinabove are true.
13 and correct.
14 SECTION 2: The City Council of the City of Vernon hereby
`15 .approves and adopts the form Monthly RA Plan and form Supply -Plan, in
16 substantially the same form as the .copy which is attached hereto as
17 .Exhibit A and incorporated by reference.
18 SECTION 3: .The City Council of the City of Vernon hereby
19 authorizes the City Administrator, or his designee, to make whatever
20 nonsubstantive, administrative and/or text changes, upon advice of
21 counsel,. to-the form Monthly RA Plan and form Supply Plan.
22 SECTION 4: The City Council of the City of Vernon hereby
23 approves acid authorizes the City Administrator, or his designee, to
24 perform such acts and deeds as may be necessary or convenient to effect.
25 the purposes of this Resolution and .the transactions herein approved or

26 authorized and to execute any and all other documents as shall be
27 required to implement the form Monthly RA Plan and form Supply Plan.

1 SECTION 5: The City Clerk of the City of Vernon shall
2 certify to the passage of this resolution, and thereupon and thereafter
3 the same shall be in full force and effect.

On March 13, 2006, the CAISO submitted an amendment to the CAISO Tariff to
establish the Interim Reliability Requirements Program ("IRR Program") which. was
effective until the implementation of the Market .Redesign and Technology Upgrade.
IRR Program required Scheduling Coordinators for Load Serving Entities to submit an
Annual Resource Plan consistent with an approved Demand Forecast, Planning
Reserve Margin and the Qualifying Capacity criteria as approved by the Local
aegulatory Authority. In accordance with this requirement, the City's Annual RA Plan
was approved by City Council and submitted to the CAISO back in November 2008.
With the implementation of MRTU (April 'f, 2009}, in addition to the Annual Pfan
Scheduling Coordinators are now required to submit a monthly RA Plan that identifies
resources that will be relied on to meet its monthly Peak Demand. Along with the RA
plan, SC's must also submit a Supply plan for the Resources that will be used to supply
its resource adequacy capacity.
In order to comply with the ISO's new requirement, the Resource Planning group has
prepared and requests Council's authorization to submit RA and Supply Plans on a
monthl~• basis using the required attached forms. The data to be submitted on the

Recommendation:
