A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 VERNON SETTING. THE DATE, TIME- AND PLACE FOR REGULAR
MEETINGS OF COMMITTEES AND COMMISSIONS OF THE CITY
4 OF VERNON`AND REPEALING ALL RESOLUTIONS OR PARTS OF
RESOLUTIONS IN CONFLICT THEREWITH

7 WHEREAS, in accordance with Section 2.3(d) and 2.5-5 of the
g Code of the City of Vernon, California, 1959, the time and place of
g regular meetings of committees or commissions of the City of Vernon
10 shall be established by resolution; and
11 WHEREAS, pursuant to Ordinance No. 1158 scheduled to be
12 adopted on June 1, 2009, the City Council of the ..City of Vernon has
13 amended the Vernon City Code to change the times for the regular City
14 Council meetings-from the 10:00 a.m. to 9:00 a.m.; and
15 WHEREAS, pursuant to Ordinance No. 1159 introduced for first
16 reading on June 1, 2009 and scheduled to be adopted on June 15, 2009,
17 the City Council of the City of Vernon will be amending Section 2.37 of
18 the Vernon City Code to change the monthly meetings of the Board of
19 Library Trustees to yearly meetings at such time and place as
20 established by resolution; and
21 WHEREAS, the City Council wishes to establish the time and
22 place of regular meetings of committees and commissions of the City of
23 Vernon to coincide with the newly established regular meeting dates,
24 times and place.
25 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
26 CITY OF VERNON AS FOLLOWS:
27 SECTION 1: The City Council of the City of Vernon hereby
28 finds and determines that the recitals contained hereinabove are true
1 and correct.
2 SECTION 2: Sections 3 and 4 will take effect on July 1,
3 2009 and Section 5 below will take effect on July 15,.2009.
4 SECTION 3: Police and Fire Commission. The regular
5 meetings of the Police and Fire Commission of the City of Vernon shall
6 be held in the City Council Chamber at 4305 Santa Fe Avenue, Vernon,
7 California on every Monday of each month at-the hour of 8:45 a.m. If
8 said regular meetings are scheduled on a recognized holiday, said
9 meetings shall be cancelled for that week and take place on the next
10 regularly scheduled Monday, at the same time and place. If a regularly
11 scheduled meeting of the City Council is adjourned due to lack of
12 quorum, regular meetings of the Police. and Fire Commission shall be
13 cancelled for that week and take place on the next regularly. scheduled
14 Monday, at the same time and place.
15 SECTION 4: Public Benefits Resource Committee.. The regular
16 meetings of the Public Benefits Resource Committee of the City of
17 Vernon shall be .held in the City Council Chamber at 4305 Santa Fe
18 Avenue, Vernon, California on the first (1St) Monday of June of each
19 year at the hour of 9:00 a.m., or as soon thereafter as the City
20 Council .adjourns the City of Vernon regular Redevelopment Agency
21 meeting. If said regular meetings are scheduled on a. recognized
22 holiday, said meetings shall be cancelled for. that week and take place
23 on the following Monday, at the same time and place.. If a regularly
24 scheduled meeting of the City Council is adjourned due to lack of
25 quorum, the meeting of the Public Benefits Resource Committee shall be
26 cancelled for that week and take place on the following Monday, at the
27 same time and place.

1 SECTION 5: Board of Library Trustees.. The regular meetings
2 of the Board of Library Trustees of the .City of Vernon shall be held in
3 the City Council Chamber on the first (1St) Monday of June of each. year
4 at the hour of 9:00 a.m., or as soon thereafter as the City Council-
5 adjourns the City of Vernon regular Public Benefits Resource Committee
6 meeting. If said regular meetings are scheduled on a recognized
7 holiday, said meetings shall be cancelled for that week and take place
8 on the following Monday, at the same time and place. If a regularly-
9 scheduled meeting of the City Council is adjourned due to lack of
10 quorum, the meeting of .the Board of Library Trustees shall be cancelled
11 for that .week and take place on the following Monday, at the same time
12 .and place.
13 SECTION 6: All resolutions or parts of resolutions not
14 consistent with or in conflict with this resolution are hereby
15 repealed.
16 SECTION 7: The City Clerk of the City of Vernon shall
17 certify to the passage of this resolution, and thereupon and thereafter
18 the same shall be in full force and effect.
19 APPROVED AND ADOPTED this 1St day of June, 2009.

Enclosed please find for your review and approval a Staff Report
relating to meeting changes as a result of the anticipated adoption
of Ordinance No. 1158 on June 1, 2009, which changes the time of
regular meetings of the City Council to 9:00 a.m.
Since the meetings of the other committees, commissions and related
agencies take place at approximately the same time as the Council
meeting, or as soon thereafter as the Council meeting is adjourned,
it is necessary to adopt resolutions changing the meeting times oC
the other committees, conunissions and. related agencies.
Upon review of the functions of the Board of Library Trustees and
Public Benefits 'Resources Committee, the frequency of these two
conunittces could be changed to once a year. Due to the fact that
Vernon City Code Section 2.37 governs the frequency of meetings of
the Board of Library Trustees, it is necessary to adopt an ordinance
modifying the section to accomplish the change.

RE: Modifying the Date and Time of Regular Meetings of
Committees, Commissions and Related Agencies
Issue:
Ordinance No. 1158 revising the time and place of regular
meetings of the City Council to 9:00 a.m. on every Monday of
each month is scheduled to be approved and adopted on June 1,
2009. The Ordinance will be effective July 1, 2009,
Due to the adoption of Ordinance No. 1158, the meetings of the
Redevelopment Agency ("RDA"), Industrial Development Authority
("TDA"), Vernon Historic Preservation Society ("VHPS"), Vernon
Natural Gas Financing huthority ("VNGFA"}, Vernon Economic
Development Authority ("VEDA"), Police and Fire Commission,
Board of Library Trustees and Public Benefits Resources
Committee ("PBRC") need to be modified.
In addition, the meetings of the PBRC and Board of Library
Trustees currently take place every month; however, there are
very few items of business to conduct every month, and a change
i_n the frequency of the meetings would be beneficial.
Recommendations:
I recommend that the City Council (1) adapt an ordinance
changing meetings of the Board of Library Trustees to once a
year on the first Monday of June; (2) adopt a resolution
changing meetings of the PBRC to once a year on the first Monday
of June; and (3) adopt resolutions changing the meetings of the
RDA, IDA, VHPS, VNGFA, VEDA, Police and Fire Commission, Board
- of Library Trustees and PBRC,
