Resolution No. 09980 1 RESOLUTION NO. 8 9 8 0 ~ 2 3 A RESOLUTION OF .THE CITY COUNCIL OF THE CITY OF VERNON APPROVING AND AUTHORIZING THE EXECUTION OF A 4 PURCHASE AGREEMENT FOR GST PUBLIC SAFETY SOFTWARE BY AND BETWEEN THE CITY OF VERNON AND GEOSPATIAL 5 TECHNOLOGIES, INC. 6 7 WHEREAS, the Police Department desires to purchase a 8 CrimeMap Suite of crime analysis software, .maintenance and training 9 (collectively, the "Software").from GeoSpatial Technologies, Inc.. 10 ("GeoSpatial") which will be financed entirely through the use of 11 funds from the Citizen Options for Public Safety Grant for front line 12 policing services and the Justice Assistance Grant for efforts to 13 prevent and control crime; and 14 WHEREAS, the purchase of the Software would enhance the 15 Police Department's operation, thereby enhancing the services provided 16 to citizens, residents and businesses within the Vernon community;. and 17 WHEREAS, by memo dated May 20, 2009, the Chief of Police has 18 recommended the purchase of the Software from GeoSpatial for the sum 19 of $120,938.75; and 20 WHEREAS, the City Council of the City of Vernon has" 21 determined that, pursuant to the. provisions of subsection (a) of 22 Section 2.27 of the Vernon City Code, it is in the. public interest and 23 necessity to enter into an agreement with GeoSpatial for the Software. 24 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 25 CITY OF VERNON AS FOLLOWS: 26 SECTION 1: The City Council of the City of Vernon hereby 27 finds .and determines that the recitals contained hereinabove are true 28 and correct. 1 SECTION 2: The City Council of the City of Vernon hereby 2 approves the Purchase Agreement for GST Public Safety Software with 3 GeoSpatial, in substantially the same form as the copy which is 4 attached hereto as Exhibit A and incorporated by reference. 5 SECTION 3: The City Council of the City of Vernon hereby 6 authorizes the Mayor or Mayor Pro-Tem to execute said Agreement for, 7 and on behalf of, the City of Vernon and the City Clerk, or Deputy 8 City Clerk, is hereby authorized to attest thereto. 9 SECTION 4: The City Council of the City of Vernon hereby 10 authorizes the City Administrator, or his designee, to make whatever 11 nonsubstantive, administrative and/or text changes, upon advice of 12 counsel, to the Agreement. 13 SECTION 5: The City Council of the Vernon hereby directs 14 the City Clerk, or her designee, to transmit one fully executed 15 Agreement to: 16 GeoSpatial Technologies, Inc. "GST", located at 3130 S. Harbor Blvd. Suite 430, Santa Ana, CA 92704, hereinafter referred to as "GST". PURPOSE GST is in the business of providing computer software, and professional services of Public Safety _ _ software implementation, CAD interface and integration, training, and technical support. CITY hereby purchases from GST its latest software products and services according to the term and conditions specified in this AGREEMENT. TERM AND CONDITIONS 1. PURCHASE AND SERVICE ITEMS . GST shall provide, install, configure, and support GST software, and related services, as more particularly described in Exhibit A-1, Scope of Work, Exhibit A-2, End User License Agreement, and Exhibit A-3, Software Annual Maintenance Agreement, in a manner satisfactory to City and consistent with that level of care and skill. ordinarily exercised by members of the profession currently practicing in the same locality under similar conditions, all attached hereto and incorporated herein by this reference. 2. COMPENSATION City agrees to compensate GST in accordance with. EXHIBIT B-1, B-2, and B-3, Quotes for Vernon Police Department" provided by GST dated May 19, 2009, and in accordance with the required specifications set forth in -Item (1 CITY shall pay no other compensation to GST unless an Amendment has been agreed upon in writing and signed by both parties. 3. PAYMENT SCHEDULE CITY shall pay GST according to the payment schedule set forth. in Exhibit B-4, Schedule of Payment. Said Consideration shall constitute all the cost of any software- license, equipment, materials, labor, delivery, tax and installation, as applicable. 4. INDEPENDENT CONTRACTOR GST shall be considered an independent contractor and neither GST, its employees, nor anyone working under GST shall be considered an agent or an employee of CITY. Neither GST, its employees, nor anyone working under GST shall qualify for workers' compensation or other fringe benefits of any kind through CITY, 1 5. WARRANTY GST expressly warrants that the goods/services covered by this agreement are 1) free of liens and encumbrances, 2) merchantable and good for the ordinary purposes for which they are used, and 3) fit for the particular purpose for which they are intended. 6. COPYRIGHT INFRINGEMENT GST shall, at its cost, defend or, at its sole option, settle any claim or suit brought against CITY on the issue that any software program provided by GST through this AGREEMENT infringes a United States copyright, provided that CITY (a) notifies GST promptly in writing of any such claim or suit; (b) gives GST full information and assistance in settling and/or defending the suit; and (c) gives GST .full authority and control of the defense and/or settlement of any such action. GST shall not be liable for any costs or expenses incurred (a) by CITY without GST's prior written authorization; (b) for any claim based on the use or combination of the software with any other software not provided by GST; (c) for any claim based on CITY's modification of the software; (d) from use of other than the latest available version of the software; or (e) any. transaction entered into by CITY relating to the software without GST's prior written consent. If a software program becomes subject to a claim of infringement for which GST may become liable, GST may at its option (a) obtain the right to continue using the software program; (b) replace or modify the software program to make itnon-infringing so long as the replacement or modification meets substantially similar specifications; or (c) terminatethe licenses and refund the license fees paid. EXCEPT FOR THESE REMEDIES, GST SHALL HAVE NO LIABILITY TO CITY FOR COPYRIGHT INFRINGEMENT, AND SHALL IN NO INSTANCE HAVE ANY LIABILITY TO CITY FOR DIRECT, INDIRECT OR CONSEQUENTIAL DAMAGES FROM INFRINGEMENT. 7. INSURANCE GST shall procure and maintain at GST'S expense for the duration of this AGREEMENT the following insurance against claims for injuries to persons or damages to property which may arise from or in connection with the performance of the service by the GST, .its agents, employees orsub-contractors: (1) Comprehensive General Liability insurance with limits of not less than the following: General Aggregate: $2,000,000 .Each Occurrence $1,000,000 Auto liability. $1,000,000 (2) Workers' Compensation Each Accident $1,000,000 Disease -policy limit $1,000,000 Disease-each employee $1,000,000 8. COMPLIANCE- WITH LAWS GST represents and warrants that services to be provided under this AGREEMENT shall fully comply, at GST'S expense, with all standards, laws, statutes, restrictions, ordinances, requirements, and regulations (collectively "laws"), including, but not limited to those issued by CITY in its governmental capacity and all other laws applicable to the services are provided to and accepted by CITY. 2 9. CONFIDENTIALITY GST agrees to maintain the confidentiality of all CITY and CITY-related records. and information pursuant to all statutory laws relating to privacy and confidentiality that currently exist or exist at any time during the term of this AGREEMENT. All such records and information shall be considered confidential and kept confidential by GST and GST'S agents and employees. 10. INDEMNIFICATION GST agrees to indemnify, defend and hold harmless CITY, its officers, agents and employees against any and all liability, claims., actions, causes of action or demands, arising frgm or related to the services, products or other performance provided by GST pursuant to this AGREEMENT whether or not caused in part by a party indemnified hereunder, except for CITY's sole active negligence or willful misconduct. 11. CHANGE DF OWNERSHIP GST agrees that if there is a change or transfer in ownership of GST'S business .prior to completion of this AGREEMENT, the new owners shall be required under terms of sale or other transfer to assume GST'S duties and obligations contained in this AGREEMENT and complete them to the satisfaction of CITY. 12. FORCE MAJEURE GST shall not be assessed with liquidated damages or unsatisfactory performance penalties during any delay beyond the time named for the performance of this AGREEMENT caused by any act of God, war, civil disorder, employment strike or other reasonable control, provided GST gives written notice of the cause of the delay to CITY within 36 hours of the start of the delay and GST avails itself of any available remedies. PURCHASE AGREEMENT FOR GST PUBLIC SAFETY SOFTWARE THIS AGREEMENT is made and entered into this 29th day of June, 2.009, by and between the CITY OF VERNON, CALIFORNIA, hereinafter referred to as "CITY", and GeoSpatial Technologies, Inc. "GST", located at 3130 S. Harbor Blvd. Suite 430, Santa Ana, CA 92704, hereinafter referred to as "GST". PURPOSE GST is in the business of providing computer software, and professional services of Public Safety software implementation, CAD interface and integration, training, and technical support. CITY hereby purchases from GST its latest software products and services according to the term and conditions specified in this AGREEMENT. TERM AND CONDITIONS 1. PURCHASE-AND SERVICE ITEMS GST shall provide, install, configure, and support GST software, and related services, as more particularly described in Exhibit A-1, Scope of Work, Exhibit A-2, End User License Agreement, and Exhibit A-3, Software Annual Maintenance Agreement, in a manner satisfactory to City and consistent with .that level of care and skill ordinarily exercised by members of the profession currently practicing in the-same locality under similar conditions, all attached hereto and incorporated herein by this reference. 2. COMPENSATION City agrees to compensate GST in accordance with. EXHIBIT B-1, B-2, and B-3, Quotes for Vernon Police Department" provided by GST dated May 19, 2009, and in accordance with the required specifications set forth in Item (1). CITY shall pay no other compensation. to GST unless an Amendment has .been agreed upon in writing and signed by both parties. 3. PAYMENT SCHEDULE CITY shall pay GST according to the payment schedule set forth in Exhibit B-4, Schedule of Payment. Said Consideration shall constitute all the cost of any software- license, equipment, materials, labor, delivery, tax and installation, as applicable. 4. INDEPENDENT CONTRACTOR GST shall be considered an independent contractor and. neither GST, its employees, nor anyone working under GST shall be considered an agent or an employee of CITY. Neither GST, its employees, nor anyone working under GST shall qualify for workers' compensation or other fringe benefits of any kind through CITY. 1 5. WARRANTY GST expressly warrants that the goods/services covered by this agreement are 1) free of liens and encumbrances, 2) merchantable and good for the ordinary purposes for which they are used, and 3) fit for the particular purpose for which they are intended. 6. COPYRIGHT INFRINGEMENT GST shall, at its cost, defend or, at its sole option, settle any claim or suit brought against CITY on the issue that any software program provided by GST through this AGREEMENT infringes a United States copyright, provided that CITY (a) notifies GST promptly in writing of any such claim or suit; (b) gives GST full information and assistance in settling and/or defending the suit; and (c) gives GST full authority and control of the defense and/or settlement of any such action. GST shall not be liable for any costs or expenses incurred (a) by CITY without GST's -prior written authorization; (b) for any claim based on the use or combination of the software with any other software not provided by GST; (c) for any claim based on CITY's modification of the software; (d) from use of other than the latest available version of the software; or {e) any transaction entered into by CITY relating to the software without GST's prior written consent. If a software program becomes subject to a claim of infringement for which GST may become liable, GST may at its option (a) obtain the right to continue using the software program; (b) replace or modify the software program to make itnon-infringing so long as the replacement or modification meets substantially similar specifications; or (c) terminate the licenses and refund the license fees paid. EXCEPT FOR THESE REMEDIES, GST SHALL HAVE NO LIABILITY TO CITY FOR COPYRIGHT INFRINGEMENT, AND SHALL IN NO INSTANCE HAVE ANY LIABILITY TO CITY FOR DIRECT., LNDIRECT OR CONSEQUENTIAL DAMAGES FROM INFRINGEMENT. 7. INSURANCE GST shall procure and maintain at GST'S expense for the duration of this AGREEMENT the following insurance against claims for injuries to persons or damages to property which may arise from or in connection with the performance of the service by the GST,. its agents, employees orsub-contractors: (1) Comprehensive General Liability insurance with limits of not less than the following: General Aggregate: $2,000,000 Each Occurrence $1,000,000 Auto liability $1,000,000 (2) Workers' Compensation Each Accident $1.,000,000 Disease -policy limit $1,000,000 Disease -each employee $1,000,000 8. COMPLIANCE WITH LAWS GST represents and warrants that services to be provided under this AGREEMENT shall fully comply, at GST'S expense; with all standards, laws, statutes, restrictions, ordinances, requirements, and regulations (collectively "laws"), including, but not limited to those issued by CITY in its governmental capacity and all other laws applicable to the services are provided to and accepted by CITY. 2 9. CONFIDENTIALITY GST agrees to maintain the confidentiality of all CITY and CITY-related records and information pursuant to all statutory laws relating to privacy and confidentiality that currently exist or exist of any time during the term of this AGREEMENT: All such records and information shall be considered confidential and kept confidential by GST and GST'S agents - and employees. 10. INDEMNIFICATION GST agrees to indemnify, defend and hold harmless CITY, its officers, agents and employees against .any and all liability, claims, actions, causes of action or demands, arising from or related to the services, products or other performance provided by GST pursuant to this AGREEMENT whether or not caused in part by a party indemnified hereunder, except for CITY's sole active negligence or willful misconduct. ~ 11. CHANGE OF OWNERSHIP GST agrees that if there is a change or transfer in ownership of GST'S business prior to completion of this AGREEMENT, the new owners shall be required under terms of sale or other transfer to assume GST'S duties and obligations contained in this AGREEMENT and complete them to the satisfaction of CITY. 12. FORCE MAJEURE GST shall not be assessed with liquidated damages or unsatisfactory performance penalties during any delay beyond the time named for the performance of this AGREEMENT caused by any act of God, war, civil disorder, employment strike or other reasonable control, provided GST gives written notice of the cause of the delay to CITY within 36 hours of the start of the delay and GST avails itself of any available remedies. In a recent survey, the vast majority of police departments stated that crime mapping was a valuable tool. The potential of GIS criminal analysis is twofold. First, it is probably the best automation - tool to assimilate ever increasing volumes of information. Second, if applied correctly, GIS allows the beat officer to work ahead of the crime and criminal cycle. It is a tool for true prevention. However, neither of these two potentialities will be reached unless GIS- is integrated. It is the broader purpose of these strategies and effective practices to assist law enforcement managers in the intelligent and practical proliferation of GIS. The police department is requesting the purchase of crime analytical and mapping software developed by GeoSpacial Technologies, Incorporated. ,The cost of this project is $120,938.75. This project will bs funded through the-use of grants funds. BODY While researching information on geographical information systems (GIS), it became clear that GIS has become an integral part of criminal intelligence analysis. Two main. objectives for the use of crime analysis software are to reduce major crime and to enhance officer awareness of crime. Another objective of crime analysis is to control crime (and the quality-of-life) more effectively by identifying crime trends through the .use of GIS software. The goal is to identify crimes trends and sharing information and crime intelligence, communicating management's values and objectives, and ensuring accountability. Reducing major crime is achieved by identifying crime patterns and trends and disseminating the information to the patrol staff. Once a pattern or trend is identified, it is then up to department administrators to allocate their. resources accordingly to meet the need in the community for extra patrol in specific areas. Enhancing Officer awareness of crime trends is an essential objective of GST's crime analysis and mapping software. One way of enhancing Patrol's awareness of crime in their areas is to use GIS mapping. Visual displays are often greatly appreciated by the management and the line level Officers. These types of crime maps help to identify problems throughout the area. Discussing hot spots found via GIS maps; gives the sworn staff an idea of current crime trends. Clusters of crime can then be targeted fora .more rapid tactical approach to eliminate the problems. GST's CrimeMap software combines analysis features and crime mapping to compile. crime data and produce maps with hot spots, and makes it easier to see crime patterns and trends. Crime forecasting is also a feature with their software. The software extracts crime data from our Visionair RMS (records management system) and is used to map crime data on a regular basis. The data used is a current breakdown of reported crimes that occur throughout Vernon and is based on type: of crime. Once the data is gathered, it is imported into GIS map for geocoding. The geocoding process is simple. The CrimeMap software takes the user through the process systematically. . Once the data is geocoded, it is then mapped with varying pins for the crimes being analyzed. The CrimeMaps program includes the. use of statistics of crimes from the RMS and CAD databases, to determine the impact of our officers in the areas of saturation. The advantages of introducing a system like GST's CrimeMap are clear. The crime reduction results are worth the effort alone. It also helps to have the police commanders. actively involved in the current and ongoing crime trends. Without a program like this to decipher the vast amount of crime data that is entered into the RMS database, our officers would have difficulty identifying developing crime trends across Vernon.- We currently use CrimeView developed by the Omega Group as our crime analysis software. CrimeView offers crime analysts a simple interface that allows for crime analyses such as Hot Spot mapping and Repeat Calls reporting. Unfortunately, the CrimeView product does not have-the advanced features that GST's software offers. Product Overview GST developed astate-of-art crime .mapping suite for everyone, in law-enforcement. GST's CrimeMap (CM) 4.0 is and advanced piece of software specifically for the trained Crime Analysts who -have advanced knowledge of Geographic Information System (GIS). With GST CM, the Crime Analyst will be able to have advanced tools for crime- mapping and analysis. 2 The advanced crime analysis tools in GST CrimeMap 4.0 include: Cross-Reference Analysis`. Cross reference among incidents, subjects, Megan, parolees, and gang records. .Our current CrimeView-product does not have this feature. Hot Spot Analysis: Analysis of Hot Spots with various methodologies such as Grid Analysis, Intensity Analysis, Density Analysis, Percent Rings, Outer Boundary, and Analysis of Duplicate Locations. Our current CrimeView product has a limited number of hot spot analysis features. Temporal Analysis:. Analysis of temporal patterns based on Grid Analysis or Density Analysis. Our current CrimeView. product has a limited number of hot spot analytical. features. Time Series Analysis: Analysis of incident patterns with time series based on year, month, or date.. Threshold Analysis: Analysis of change in spatial pattern of incidents. over time and space. Series. Analysis: Constructing spatial pattern of incidents with a connection based on a user-specified field. GST CrimMap Lite (CML) is for everyday officers and detectives who do not have the GIS training and would like to print out charts, maps, and reports of crime incidents. With GST CML, an officer or detective with a few clicks of the mouse will be able to do the following: • Identify incidents within a specified distance from an address or cross-street • Select incidentsfrom date,. time, beat, district, incident category, or create a custom search • .Select incidents from any. set of point-of-interest locations such as schools, banks, shopping centers, parks, etc. • Generate tables, reports, maps, and charts of selected records and export data , to TXT, MDB, XLS, or DBF formats • Select incidents based on any combination of criteria i.e.-year, date, time, beat, reporting district, crime category or incident type, address or cross street, point- of-interest or landmarks, query statements and spatial selection. The selection criteria may be saved to a file for future use. Our CrimeView product does not have a "lite" version of their software. This is a weakness of their product. You must have an experienced crime analyst extract. crime 3 data using the CrimeView. product. Querying data using the CrimeView software is very labor intensive and could not be accomplished by a layperson. i .GST CrimeMap Mobile (CMM) is for the field officer who is in a unit with a Mobile Data Computer (MDC). An officer in his/her unit will be able to do the following: • Incident Selection: The. officer may select any type of incidents from the crime database, and GST CMM will show the selected incidents on the map along with their key attribute information. The officer may specify the type of incidents. to be identified, and search for incidents that occurred on the current day, in the past week,. in the past month, or within any specified time/date range. The selected incidents will be retrieved from the crime database and displayed on the map in the MDC. • Search from Vehicle: The officer may search crime incidents based on the current location of the vehicle if a GPS device is installed. -For instance, the user -may search robberies that occurred within 1 mile from the vehicle's current location. • .Search from Address: The officer may enter an address or cross streets, and request the data of incidents within auser-specified distance from the entered location, e.g., all the robberies that occurred within 1 mile from a given address. • Search from Known Locations: The officer may select any one from a list of known locations to show all the incidents that occurred within the specified distance from that location. • .Search Limitation: The officer may set a limitation on search distance-and the maximum number of records to be transmitted from the server. This is to prevent the .officer from attempting to retrieve a huge amount of data from the server and slow down the wireless communication. The key feature in GST CrimeMap Suite (GST CM, GST. CML, and GST CMM) is that every officer, captain, commander, dispatcher, crime analysts, and even the chief can- . use one of GST CM Suite's programs. The CrimeView application does not have. a mobile option. Again, field officers would have to obtain crime trend data from the crime analyst. If a weekend officer, however, wanted to get "on the spot" crime data, fie or she would have no way of retrieving this information.. All.three programs interface with Visionair's CAD and RMS SQL database. . Live Video Streaming GST CML and GST CMM with high-speed Internet connection will be able to-view live streaming videos from fixed IP cameras and dynamic in-vehicle IP cameras: The fixed camera locations can be geocoded to the map in GST CML and GST CMM. The user will only need #o click on the camera location icon on the map to view the live streaming video. With in-vehicle IP cameras, the user will only need to click on the moving .unit .icon on the map and view the live streaming video from the moving unit. 4 This is a feature that is not offered in the CrimeView product. GST Schedule Optimizer GST Schedule Optimizer provides police departments with tools to optimize officer scheduling. to match. calls for service. This program provides recommendations for optimized staffing, and it allows the user to manually create schedules for patrol officer and supervisor to match the current schedule. GST Schedule Optimizer can analyze calls as a Priority 1 calls or calls requiring multiple units. These incidents can then be used to create a schedule that best matches patrol officer staffing with the expected call rates. Schedules that have been produced by the program can be exported to .Microsoft Office products, and the user can customize printing from Microsoft Excel. The key functionalities of GST Schedule Optimizer are the following: • Schedule The program provides recommendations for optimized staffing. .Patrol officer and supervisor schedules can also be created manually to match current schedules • Analysis Calls can be analyzed by such criteria as Priority 1 calls or calls requiring multiple. units. These incidents can then be used to create a schedule that best- matches patrol officer staffing with the expected call rates • .Reports For ease of use with standard Microsoft Office products, schedules can be exported for viewing and customized printing from Microsoft Excel • Beats Beats can be redesigned to optimize patrol coverage • File, Tools, and Help Functions are provided for printing charts and tables.. Administrative tools manage user accounts. CAD-AVL Interface is a module that will allow automatic vehicle locating capability. Units can be tracked on any of GST's CrimeMap applications. This feature would be used for such things as tracking pursuits, locating missing units, and resource allocation and .deployment at critical incidents. The GST products have significantly more features than the CrimeView product. With these additional features we will be able to provide our officers with timely crime trend information at any computer workstation, as well as on their MDTs. References .There are a number. of police agencies that are using this software. One is California State University Long Beach Police Department. The IT person I spoke to is Gregg Pascal. He has done extensive research-and found that this product is far superior to any other mapping product he has .investigated. I also spoke to Teresa Roach, who is the CAD supervisor for Orange County Sheriff's Office. Like Gregg Pascal, she too endorses this. product. She stated that the 5 extensive mapping features available on GSTs products are the reason OCSD purchased their software. Riverside Police Department and Santa Ana Police Department are other users of the CrimeMap product. FUNDING This is a sole source request. Since Visionair has partnered up with a limited number of outside vendors they recommend using one of these vendors to interface with their product. GeoSpacial Technologies is one of the vendors that are a Visionair partner.. If we used a vendor that was not a partner with Visionair it would cost us an additional $50,000 for Visionair to create an interface that is accessible to their data. The following is a cost breakdown for each component of the GST project: • GST Schedule Optimizer (see. attached quote for itemized cost breakdown): $25,265.00 • CAD-AVL Interface (see attached quote for itemized cost breakdown): $10,340.00 • GST CrimeMap 4.0, CrimeMap Lite, CrimeMap Mobile, and video module interface (see attached. quote for itemized cost breakdown): $85,333.75 The total cost for this project is $120,938.75 (including tax). This cost includes installation and training. There will be no cost to the City of Vernon for the purchase of this software suite. We will be using. a combination of two funding sources to fund this project: 1. Citizen Options for Public Safety (COPS) The City of Vernon will be receiving $100,000.00 (the City has received $75,000 to date) through the Citizen Options for Public Safety Program (COPS) fund provided by Assembly Bill 1913, Chapter 353. This program allows eligible cities, to receive a proportionate share of COPS funds appropriated by the State. The program began in fiscal year 1996-97 and continues to be funded. The use of these funds is only for front- . line municipal police services and should supplement, not supplant current front-line law enforcement services. Funds received during fiscal year 2008-09 must be expended or encumbered no later .than June 30, 2009. Liquidation of the encumbered funds must be completed no later than June 30, 2011. All related purchases under this g-rant must be liquidated before the end of-the liquidation date. 6 There are no cost-share or match requirements associated. with this grant. However, before spending these funds, a public hearing is required. According to information received from the Supplemental Law Enforcement Oversight Committee which- oversees the-COPS Program, a public hearing for the purposes of this grant can mean a staff report to the City Council outlining what the funding will be spent on and then put. on the Council agenda under Public Hearings. It can go as a consent item and then if no one pulls it off the agenda, vve have complied with the legislative intent. The City has participated in-the COPS grant process for a number of years. Participation in this grant has. allowed the police department to purchase equipment to improve front-line municipal police services. The following is a list of previous participation in the COPS grant program; COPS FY01; Approved by Minute Order, September 5, 2001. Participation and the use of this grant have been approved by the Vernon City Council under Resolution #9949 on May 11, 2009. r° ~ G~~~G~ ~ s VERNON POLICE DEPARTMENT OFFICE MEMORANDUM MAY 2 ~ 2009 CITY CLERK°s aFFacE TO: Donal O'Callaghan, City Administrator FROM: Steve Towles, Chief of Police .SUBJECT: Staff Report -Recommendation to Purchase Crime Analysis Software Attached is a Staff Report that recommends that the City Council approve the Police Department request - to purchase GST's CrimeMap Suite of crime analysis software, in the amount of $120,938.75. The GST CrimeMap Suite of products will provide us with enhanced crime analysis capabilities that we do not currently possess and it will be infinitely more accessible to our personnel than our current product. Other functions include a schedule development module, CAD-AVL interface and IP camera interface (for in-car viewing of IP cameras that can be placed at different locations within the City). Agencies that have transitioned from our current crime analysis software to GST report that the GST product is far superior. GSTs products have already been designed to interface with our existing RMS and CAD systems. Funding for this purchase will come from two grant sources and will not require the expenditure of any City funds. The Citizen Options for Public Safety (COPS 08-09) grant provides $100,00 for front line policing services and may be used for this purpose. The balance of the funding will come from a Justice Assistance Grant (JAG). This grant; in the amount of $20,967, is intended to be used in efforts that prevent and control crime.
