A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 VERNON SETTING FORTH THE DUTIES OF THE CITY
ADMINISTRATOR REGARDING MANAGEMENT OF ALL INSIDE OR
4 OUTSIDE COUNSEL REPRESENTING THE CITY-
5
6 WHEREAS, in accordance with .Section 2.6-6 of the Vernon City
~ Code, the City Administrator shall .perform. such duties as may be
g assigned or delegated to him from time to time by action of the City
g Council; and
10 WHEREAS, on May 11, 2009, the City Council of the City of
11 Vernon adopted Resolution No. 9944. appointing ponal O'Callaghan to the
12 Position of City Administrator and setting forth certain duties of that
13 Position; .and
14 WHEREAS, on January 12, 2009, the City Council of the City of
15 Vernon adopted Resolution No. 9822 which indicated, in part, that all
16 outside counsel employed by the City shall be approved and managed by
l~ the City's Special Counsel,. or his authorized designee; and
18 WHEREAS, by memo dated June 3, 2009, the City Administrator
19 has recommended that he be given the responsibility for. the management
20 of all inside and outside counsel representing the City to enable him
21 to effectively manage the City's budget.
22 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
23 CITY OF VERNON AS FOLLOWS:
24 SECTION 1: The-City Council of the City of Vernon hereby
25 finds and determines that the recitals contained hereinabove are true
26 and correct.
27 SECTION 2: The 'City Council of the City of Vernon hereby
28 empowers the City Administrator with the responsibility of managing all
1 inside and outside counsel representing the City.
2 SECTION 3: All resolut-ions or parts of resolutions not
3 consistent with or in .conflict with this resolution, specifically
4 Resolution No. 9822,. are hereby repealed.
5 SECTION 4: The City Clerk of the City of Vernon sha11
6 certify to the passage of this resolution, and thereupon and thereafter
7 the same shall be in full force and effect.
8 APPROVED AND ADOPTED this 8th day of June, 2009.

Back in January 2009, Resolution No. 9822, assigned the management duties of all..
outside counsel representing the-City to the Special Counsel
In order to accomplish effective fiscal management of the City's. budget, I am
recommending that the management duties of all counsel, both inside and-outside,
representing the City be assigned to the City Administrator.
'This will enable me to effectively manage the budget with respect to all counsel
services.
