3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON RECITING THE FACT OF THE SPECIAL MUNICIPAL
4 ELECTION HELD ON JUNE 2, 2009, DECLARING THE RESULT
AND SUCH OTHER MATTERS AS PROVIDED BY LAW
5.
6 WHEREAS, a Special Municipal Election was held and .conducted
7 in the-City of Vernon, California, on Tuesday, June 2, 2009, as
g required by law; and
g WHEREAS, pursuant to Resolution No. 9870, as amended, the
10 election was conducted entirely by vote-by-mail ballot pursuant to
11 Section 4000, et seq., of the Elections Code of the. State of
12 California; and
13 WHEREAS, notice of the election was given. in time, form and
14 manner as provided by law; and
15 WH:'REAS, election officers-were appointed, vote-by-mail
16 ballots were properly sent to all registered voters, and in all
17 respects the election was. held and conducted, the votes were cast,
18 received and canvassed, and the returns were made and declared in the
19 time., form and manner required by the City Charter and the Elections
20 Code of the State of California; and
21 WHEREAS, by Ordinance No. 1157 adopted on May 18, 2009, the
22 City Council is to meet on the -first Monday after the .election for the
23 purpose of canvassing returns and performing the functions .and duties
24 specified in 10262 and 10263 of the Elections Code of the State of
25 California; and
26 WHEREAS, the City Clerk canvassed the returns of the
27 election and has certified the results to the City Council, which
28 certification and .results are received, attached and made part hereof
1 as Exhibit A.
2 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
3 CITY OF VERNON AS FOLLOWS:
4 SECTION 1: The City Council of the City of Vernon hereby
5 finds and determines that the recitals contained liereinabove are true
6 and correct.
7 SECTION 2: One (1) voting precinct was established for the
8 purpose of holding said Special Municipal Election, consisting of the
9 regular election precinct in the City as established for the holding
10 of State and County elections.
11 SECTION 3: The whole number of vote-by-mail voter ballots
12 cast in the City was 46, the whole number of provisional ballots cast
13 in the City was 1, making a total of 47 votes cast in the City.
14 SECTION 4: The measure voted upon at the election was as
15 follows:

17 Proposition A
18 Shall the City Charter be amended to provide for Yes
regular municipal Elections each April and for
19 staggered terms of office for members of the City
20 Council, one of whom shall be elected each year to
a five year term; with the current terms of two No
21 council seats to be extended one year, and the
current terms of two council seats to be extended
22 two years, to fully effect the staggered
23 elections?

25 SECTION 5: The number of votes given in the one voting
26 precinct in the City for and against the measure is as listed in
27 Exhibit A attached hereto.
28 SECTION 6: The City Council does declare and determine that

1 as a result of the Special Municipal Election, a two-thirds (2/3)
2 majority of the voters voting on the above Proposition A did vote in
3 favor of it, and the measure was carried, and shall be deemed approved
4 and adopted.
5 SECTION 7: The City Clerk shall enter on the records of the
6 City Council of the City, a statement of the result of the election,
7 showing:
8 (1) The whole number of votes cast in the City;
9 (2) The measure voted upon;
10 (3) The total number of votes given in the City for
11 and against the measure.
12 SECTION 8: The City Clerk of the City of Vernon shall
13 certify to the passage of this resolution, and thereupon and
14 thereafter the same shall be in full force and effect.
15 APPROVED AND ADOPTED this 8th day of June, 2009.

RE: Special Municipal Election Result
The all mail Special Municipal Election of the City was held and conducted on Tuesday, June 2,
2009..
The special Municipal Election was held for the purpose of submitting to the voters of the City
the following measure:
Measure A
Shall the City Charter be amended to provide for
regular municipal Elections each April and for
staggered terms of office for members of the Yes
City Council, one of whom shall be elected each
-:year to a five year term; with the current terms-
of two council seats to be extended one year,
and the current terms of two council seats to be No
extended two years, to fully effect the
staggered elections?
There were 68 ballots mailed out and one Provisional Ballot was issued. Forty six (46) mail
ballots and the one (1) Provisional were received and sent to the County Registrar for signature
verifications.
Four (4) ballots and the one (1) Provisional Ballot were challenged and not counted.
A total of forty-two (42) ballots were processed.
Result of the Special Election held June 2, 2009, for "MEASURE A" is as follows:
40 votes in favor
2 votes against

Attached hereto is the staff report reporting the voting results of
the City's Special Election that was held and conducted on Tuesday,
June 2, 20-09.
A City Resolution certifying the election results will be presented to
the City Council upon approval of the staff report.
