1 1..~\V~ RESOLUTION NO. 9991 ~ 2 A RESOLUTION OF THE CITY COUNpIL OF THE CITY pF 3 VERNON PROVIDING FOR THE IMPLEMENTATION OF THE CITIZENS OPTION FOR PUBLIC SAFETY (COPS) PROGRAM 4 FOR 2008-2009 5 6 WHEREAS, Assembly Bill 1913 (AB 1913) (Cardenas) was 7 chaptered into law on September 7,2000, for supplemental local law 8 enforcement funding pursuant to the bill; and 9 WHEREAS, AB 1913 provides $100,000,000 statewide for the 10 Citizens for Public Safety (COPS) Program; and. 11 WHEREAS, the County of Los Angeles has established a 12 Supplemental Law Enforcement Service Fund (SLESF) in accordance with 13 Section 30061 of the Government Code to receive AB 1913 funds which 14 have .been allocated for use in~Los Angeles County; and 15 WHEREAS, the City has established its own Supplemental. TO: Mayor and City Council FROM: Steve. Towles, Chief of Police RE: Citizen Options for Public Safety Program (COPS) Funds FY09 SUMMARY- . The Police Department will be receiving $100,000.00 through the Citizen Options for Public Safety Program (COPS) fund provided by Assembly Bill. 1913, Chapter 353. This program allows eligible cities, to receive a proportionate share of COPS funds appropriated by the State. The program began in fiscal year 1996-97 and continues to be funded. The Police department has received $75,000.00, of the allocated funds. The remaining allocated funds of $25,000.00 will be distributed by July 2009. The use of these funds is only for front-line municipal police services and should supplement, not supplant current front-line law enforcement services: COPS funds received during fiscal year 2008-09 must be expended or encumbered no later than June 30, 2009. Liquidation of the encumbered funds must be completed no later than June 30,.2011. All related purchases under this grant must be liquidated before the end of the liquidation date. There are no cost-share or match requirements associated with this grant. However, before spending these funds, a public hearing is required. According to information received fr=om the Supplemental Law Enforcement Oversight Committee which oversees the COPS Program, a public hearing for-the purposes of this grant can mean a staff report to,the City Council outlining what the funding will be spent on and then put on the Council. agenda under Public Hearings.- It can go as a consent item and then if no one pulls it off the agenda; we have complied with the legislative intent. ANALYSIS The Police department is requesting to utilize the available COPS funding towards the purchase of a crime analysis and mapping software developed by GeoSpacial Technologies, Incorporated (GST). The cost of this project is $120, 938.75. This i project will be funded through the use of COPS FY09 funds as wells as grant funding provided by the Department of Justice Assistance Grant program (JAG). Through the JAG program, the Police department has been allocated $20,967.00, to prevent and controlcrime and to improve the. criminal justice system. Participation and use of these funds have been approved by the Vernon City Council under resolution #9949, on May 11, 2009. Captain Rodino has conducted extensive research for this project and has provided a detailed justification for the purchase of new crime analytical and mapping software. Refer to the enclosed staff report. CONCLUSIONS The purchase of the GST crime analysis and mapping software will enhance and provide timely, pertinent information about crime patterns and crime trend correlations. As technology increases, there is a growing need to provide staff with the tools necessary for them to perform their jobs and serve the community effectively and efficiently. The Police department has participated in the COPS grant process for several years. 'The public hearing requirement can be satisfied by having the public hearing placed on the agenda as a consent item and if it is not removed from the agenda, then we have met the legislative intent. Since 2001, the Police Department has received COPS grant funding from the State, as a result of legislative action that appropriates these funds to local. agencies. These funds, which must. be used to supplement rather than supplant agency budgets, have been used to purchase a variety of equipment that .support front-line police services.
