3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON MODIFYING .THE DUTIES AND TITLES OF CERTAIN
4 CITY EMPLOYEES

6 WHEREAS, the City of Vernon (the ~~City") currently employs
~ Jeff A. Harrison as the City Attorney, Avigal Horrow as an Assistant
g City Attorney III, and Willard Yamaguchi as a Chief Deputy City
g Attorney; and
10 WHEREAS, the City is in the process of reorganizing the City
11 Attorney's Office and retaining Richards, Watson and Gershon, a
12 Professional Corporation, to discharge the duties of the City Attorney;
13 and
14 WHEREAS, the City Council desires to continue the services of
15 Jeff A, Harrison as an Assistant City Attorney I with modified duties,
16 Avigal Horrow as an Assistant City Attorney III with modified duties
17 and Willard Yamaguchi as a Chief Deputy City Attorney, with modified
18 duties, all of whom shall report directly to the City Administrator.
19 NOW, THEREFORE, BE IT RESOLVEb BY THE CITY COUNCIL OF THE
20 CITY OF VERNON AS FOLLOWS:
21 SECTION 1: The-City Council of the City of Vernon hereby
22 finds and determines that-the recitals contained hereinabove are true
23 and correct.
24 SECTION 2: The City ,Council of the City of Vernon hereby
25 changes the title of Jeff A. Harrison to Assistant City Attorney I and
26 modifies his duties as follows:
27 (a) to provide legal advice in connection with
28 California Environmental Quality Act compliance for the Kern Wind
1 Power Project; and
2 (b) to provide legal services in connection with tasks
3 that may be assigned to Mr. Harrison from time-to-time by the City
4 .Administrator.
5 Mr. Harrison shall work with the newly appointed City
6 Attorney to immediately transfer all other legal matters to the City
7 Attorney.
8 SECTION 3: The City Council of the .City of Vernon hereby
9 modifies the duties of Avigal Horrow, whose title of Assistant City
10 Attorney III remains the same, as follows:
11 (a) to provide legal advice concerning Risk
12 Management; and
13 (b) to provide legal services in connection with tasks
14 that may be assigned to Ms. Horrow. from time-to-time by the City
15 Administrator.
16 Ms. Horrow shall work with the newly appointed City Attorney
17 to immediately transfer all other matters to the City Attorney.
18 SECTION 4: The City Council of the City of Vernon hereby
19 modifies the duties of Willard Yamaguchi, whose title of Chief Deputy
20 City Attorney remains the same, as follows:
21 (a) to provide legal advice to the Light & Power
22 Department on matters that may be assigned to Mr. Yamaguchi from time-
23 to-time by the City Administrator.
24 Mr. Yamaguchi shall work with the newly appointed City
25 Attorney to immediately transfer all other matters to the City
26 Attorney.

1 SECTION 5: Mr. Harrison, Ms. Hprrow and Mr. Yamaguchi shall
2 report directly to the City Administrator. The City Attorney shall
3 not be responsible for, nor have oversight over, the performance of
4 duties by Mr. Harrison, Ms. Horrow and Mr. Yamaguchi.
5 SECTION 6: The City Clerk of the City of Vernon shall
6 certify to the passage of this resolution, and thereupon and
7 thereafter the same shall be in full force and effect.
8 APPROVED AND ADOPTED this 13th day of July, 2009.

Introduction
This resolution modifies the duties of City Attorney Jeff Harrison; Assistant City Attorney
Avigal Horrow, and Chief Deputy City Attorney William Yamaguchi. -This resolution also
changes City Attorney Jeff Harrison`s title to Assistant. City Attorney.

As part of the City's reorganization of -the City Attorney's Office and the retention of
.Richards, Watson and Gershon,.. P.C. as City Attorney, the .City Administrator
recommends that the following .individuals be assigned the duties and titles listed below
as part of that reorganization:

.Recommendation
It is recommended that the- City Council and Redevelopment Agency adopt resolutions
to modify the duties and/or titles of above-listed individuals as part of the reorganization
of the City Attorney's Office.
