A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF �C
VERNON APPROVING AND AUTHORIZING THE EXECUTION OF
AN ENGAGEMENT LETTER AGREEMENT BY AND BETWEEN THE
CITY OF VERNON AND U.S. HEALTH WORKS MEDICAL GROUP
REGARDING.EMPLOYEE WORK -RELATED EXAMINATIONS AND
TREATMENT.
WHEREAS, the City of Vernon ("City") currently uses
Technimed Industrial Medical Center for the majority of its medical
services from initial employee testing to workers compensation
lexaminations; and
WHEREAS, due to administrative delays and a need for timely,
Jaccurate service and documentation, the Risk Manager desires to
utilize more local resources for employee work -related injury
examinations and treatment (the "Medical Services") as needed by the
City; and
WHEREAS, by memo dated May 26, 2009, the Risk Manager has
recommended the retention of U.S. Health Works Medical Group ("U.S.
Health"), to provide the Medical Services; and
WHEREAS, U.S. Health is a long-standing member of the Vernon
community, currently works with the City's third party administrator,
Southern California Risk Management Association ("SCRMA"), and has
facilities located throughout Southern California; and
WHEREAS, the City Council of the City of Vernon has
determined that, pursuant to the provisions of subsection (a) of
Section 2.27 of the Vernon City Code, it is in the public interest and
necessity to enter into a contract with U.S. Health to provide the
Medical Services and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE

CITY OF VERNON AS FOLLOWS:
SECTION 1 The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct
SECTION 2: The City Council of the City of Vernon hereby
approves the Engagement Letter Agreement with U.S. Health Works Medical
Group, a copy of which is attached hereto as Exhibit A and incorporated
by reference.
SECTION 3: The City Council of the City of Vernon hereby
authorizes the Mayor or Mayor Pro-Tem to execute the Engagement Letter
Agreement with U.S. Health Works Medical Group for, and on behalf of,
the City of Vernon and the City Clerk, or Deputy City Clerk, is hereby
authorized to attest thereto.
SECTION 4 The City Council of the Vernon hereby directs
the City Clerk, or her designee, to send a fully executed Agreement
to.

conveniently located right near you at 3851 Soto St., Vernon, CA 90058
U.S HealthWorks is dedicated to providing quality care and services to you and your
employees; and we are committed to:
• getting your employees back to work quickly
• consulting with you on work restrictions and modified duty programs
• providing constant communications regarding your employees status
Some of the employer services that we provide include
• work related injury care
• On -site x-ray
• Physical therapy
• Same -day physician call regarding injury treatment plan
• Same -day electronic submission of work status report
We can also come out to your worksites to conduct ergonomics programs, health fairs,
and other educational services.
Attached, please find the pricing schedule for employer services. These prices are
discounted from our normal and customary fees, per our discussions.
Fees for services regarding medical treatment of injured workers are established by the
State of California workers' compensation fee schedule.
As agreed upon, the City of Vernon will receive a 10% discount on medical treatment
services on first aid cases that are paid directly to U.S. HealthWorks without bill review.
(Since our billing system does not allow us to generate invoices with a discounted
amount, we will bill the City of Vernon the full amount. The City can then apply a 10%
discount at the time of payment and identify that discount on the "remit to" stub in order
to avoid AR collection issues.)

The City of Vernon uses Technimed Industrial Medical Center for the majority of its medical services from
initial employee testing to worker compensation examinations. Due to administrative delays coupled with a
need for more timely follow up, Risk Management desires to utilize more local resources, namely, U.S.
HealthWorks MedicaWroup, for employee work -related examinations, injuries and treatment.
U.S. HealthWorks
U.S. HealthWorks is long standing member of the Vernon community and currently works with our third
parry administrator, Southern California Risk Management Association ("SCRMA"), for other clients. The
Department of Risk Management has toured the U.S. HealthWorks facility, have conducted lengthy
conversations with the staff, examined their protocols, and feel that they have the ability and resources to
address the City's need for timely, accurate service and documentation. Moreover, U.S. HealthWorks has
facilities located throughout Southern California so that employees can access facilities closer to home for
follow up treatment.
As for fees, the costs related to workers compensation is set by statute (which is lower than "regular"
medical costs), so the costs would be nearly comparable. The long-term plan is for Vernon to become a
member of the WellComp medical provider network ("MPN"). When that day comes, we anticipate that
Vernon will receive an additional 7-8% discount for U.S. HealthWorks services, a benefit other members of
the MPN enjoy, as well.
Recommendation
The Department of Risk Management recommends that the City Council approve the U.S. HealthWorks
letter of engagement to use them as an approved vendor for employee work related injury exams and
treatment.

Attached is a Staff Report to the City Council regarding the utilization of services by U.S.
HealthWorks for workers comp claims and other medical exams as needed by the City. U.S.
HealthWorks is a long standing member of the Vernon business community with a large network
of facilities throughout Southern California.
This is an item that requires Council approval for engagement of services by way of resolution.
This recommendation is based on the network, and need for up to date reporting documentation
and reporting, along with a set, statutory pricing structure that is similar to what is currently
being charged by Technimed.
