RESOLUTION NO. 10,013
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPOINTING MEMBERS TO REPRESENT THE CITY OF
VERNON ON THE BOARD OF DIRECTORS OF COUNTY
SANITATION DISTRICT NO. 23 AND RESTATING AND
CONFIRMING THE APPOINTMENT OF MEMBERS AND ALTERNATE
MEMBERS TO REPRESENT THE CITY OF VERNON ON THE
BOARD OF DIRECTORS OF COUNTY SANITATION DISTRICT
NOS. 1 AND 2
WHEREAS, the City of Vernon has been a member of Districts
1, 2 and 23 of the County Sanitation District (collectively, the
"Districts") for many years; and
WHEREAS, on April 27, 2009, the City Council of the City of
Vernon adopted Resolution No. 9924 appointing members and alternate
members to represent the City on the Board of Directors of the
Districts; and
WHEREAS, due to a recent reorganization of the City Council,
the City Council of the City of Vernon desires to appoint members to
represent the City of Vernon on the Board of Directors of County
Sanitation District No. 23 and restating and confirming the names of
the members appointed to represent the City on the Board of Directors
of County Sanitation District Nos. 1 and 2.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
confirms the following members of the City Council of the City of

Vernon shall serve on the Board of Directors of County Sanitation
(District No. 23:
Hilario "Larry" Gonzales, Mayor
W. Michael McCormick, Mayor Pro-Tem
William "Bill" Davis, Councilman
Richard J. Maisano, Councilman
Dan Newmire, Councilman
SECTION 3: The City Council of the City of Vernon hereby
confirms Hilario "Larry" Gonzales, Mayor of the City of Vernon, to
serve as its Presiding Member on the Board of Directors of County
Sanitation District No. 1 and hereby appoints William "Bill" Davis, a
member of the City Council, to serve as the City's alternate member on
the Board of Directors of County Sanitation District No. 1. The
alternate member of said District No. 1 Board of Directors shall act
in place of the presiding officer of City Council of the City of
Vernon during his absence, inability or refusal to act as much member
of said District Board. Such appointments shall be effective until
the death, resignation, disqualification or subsequent removal by the
City Council of such representatives.
SECTION 4: The City Council of the City of Vernon hereby
confirms Hilario "Larry" Gonzales, Mayor of the City of Vernon, to
serve as its Member on the Board of Directors of County Sanitation
District No. 2 and hereby appoints W. Michael McCormick, a member of
the City Council, to serve as the City's alternate member on the Board
of Directors of County Sanitation District No. 2. The alternate
member of said District No. 2 Board of Directors shall act in place of
the presiding officer of City Council of the City of Vernon during his
absence, inability or refusal to act as much member of said District
Board. Such appointments shall be effective until the death,

SECTION 5: The City Council of the City of Vernon hereby
directs the City Clerk, or her designee, to send a copy of this
Resolution to:
Kim Compton, Secretary of the County Sanitation District

Whittier, CA 90601
SECTION 6: Any resolution or parts of a resolution or
minute orders in conflict with this Resolution are hereby repealed.
SECTION 7: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

Issue:
On July 6, 2009, the City Council appointed Dan Newmire to fill the vacancy in the City
Council of the City of Vernon and serve the unexpired term of Leonis C. Malburg.
The appointment of a new Council member requires that a change be made to the
appointment of the City's representatives to the Board of Directors of District 23 of the
County Sanitation District which is composed of all the members of the Vernon City
Council who alternate serving as members and alternate members on said Board.
Recommendations:
I recommend that the City Council adopt a resolution confirming the members of the
City Council to serve on the Board of Directors of County Sanitation District No. 23. For
purposes of clarity, the current members of Districts 1 and 2 of the County Sanitation
District will be restated.
Fiscal Impact:
None.
