RESOLUTION NO. 10,014
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPOINTING REPRESENTATIVES TO SERVE ON THE
HEARING PANEL FOR THE LOCAL ENFORCEMENT AGENCY FOR
SOLID WASTE FACILITIES
WHEREAS, on March 3, 1992, the City Council of the City of
Vernon adopted Resolution No. 6055 designating the City of Vernon
Health Department as the Local Enforcement Agency for Solid Waste
Facilities pursuant to Public Resources Code Section 43203; and
WHEREAS, on April 27, 2009, the City Council of the City of
Vernon adopted Resolution No. 9926 appointing members of the City
Council as the Hearing Panel for the Local Enforcement Agency; and
WHEREAS, due to its recent reorganization, the City Council
of the City of Vernon desires to appoint anew Hearing Panel for the
Local Enforcement Agency in accordance with 14 CCR § 18060 and Section
44308(a)(1) of the Public Resources Code.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
Ifinds and determines that the recitals contained hereinabove are true
land correct.
SECTION 2: The City Council of the City of Vernon hereby
appoints the following members of the City Council of the City of
Vernon to serve as the Hearing Panel for the Local Enforcement Agency
Ifor solid waste facilities in accordance with 14 CCR § 18060 and
Section 44308(a)(1) of the Public Resources Code:

SECTION 4: The City Council of the City of Vernon hereby
directs the City Clerk, or her designee, to send a copy of this
Resolution to the California Integrated Waste Management Board.
SECTION 5: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

Issue:
On July 6, 2009, the City Council appointed Dan Newmire to fill the vacancy in the City
Council of the City of Vernon and serve the unexpired term of Leonis C. Malburg.
The Hearing Panel for the Local Enforcement Agency for solid waste facilities is
composed of all of the members of the Vernon City Council
The appointment of a new Council member requires that a change be made to the
members serving on the Hearing Panel of the Local Enforcement Agency for solid
waste facilities in accordance.
Recommendations:
I recommend that the City Council adopt a resolution appointing the members of the
City Council to serve on the Hearing Panel for the Local Enforcement Agency for solid
waste facilities.
Fiscal Impact:
None.
