Resolution No. 100511 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27, 28 RESOLUTION NO. 10,051 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING A BUDGET FOR THE FISCAL YEAR 2009- 2010 WHEREAS, on June 16, 2008, the City Council of the City of Vernon adopted Resolution No. 9638 approving a budget for the fiscal year 2008-2009; and WHEREAS, Resolution No. 9638 was amended by Resolution Nos. 9677, 9727, 9810, 9885 and 9941 adopted on August 4, 2008, October 6, 2008, January 12, 2009, March 16, 2009 and May 11, 2009, respectively, to reflect increased requirements and changes for the 2008-2009 fiscal year for certain expenditures; and WHEREAS, the City Council of the. City of Vernon wishes to establish anew budget to anticipate the requirements for the fiscal year 2009-2010 for the different departments of the City of Vernon. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby approves the budget as set forth in Exhibit A attached hereto and incorporated herein by reference to anticipate the requirements for the fiscal year 2009-2010 for the different departments of the City of Vernon. SECTION 2: The anticipated revenues for the fiscal year 2009-2010 are set forth in Exhibit B attached hereto and incorporated herein by reference. SECTION 3: The City Council of the City of Vernon hereby finds and determines that certain items provided for in individual department budgets are in the nature of community promotion and 1 education, and the City Council of the City of Vernon further finds and 2 determines that the same are in the best interests of the City of 3 Vernon, are necessary for the further development of the City and 4 constitute a reasonable expenditure of public funds. 5 SECTION 4: The City Clerk of the City of Vernon is hereby 6 directed to file this Resolution (along with each exhibit) with the 7 County Auditor of Los Angeles. Redevelopment Agency of the City of Vernon Budget for Fiscal Year 2009/10 Proposed Expenditures The Attached 4-page spread sheet provides a summary of the budgeted expenditures for the Redevelopment Agency of the City of Vernon for Fiscal Year 2009/10. The first two pages detail budgeted expenditures by account category (Column "2010") with a comparison to last fiscal year's budget (Columns 2009 and Variance). The budgeted expenditures for Fiscal year 2009/10 for the Agency total $3,487,456.00 with the bulk of the expenditures ($3,416,456.00) going for principle and interest payments on the Agency's Series 2005 Bond indebtedness. Proposed Indebtedness to be incurred The Redevelopment Agency for the City of Vernon is not planning to incur any additional indebtedness during Fiscal Year 2009/10. Anticipated Revenues - The attached 1-page document (Exhibit B) provides the budgeted income to the Redevelopment Agency for the City of Vernon for Fiscal Year 2009/10. Work Programs for Fiscal Year The Redevelopment Agency for the City of Vernon has no major projects planned for the 2009/10 fiscal year. The. only significant budgeted Agency expenditures are principle and interest payments on the,Agency's Series 2005 Bond indebtedness. In September of 2007, the Agency entered into a Joint Development Agreement with the City of Vernon regarding he redevelopment of the 27-acre property at 3200 Fruitland Ave. (Pechiney / Alcan Property). Under that agreement, the Agency provided the initial funding for the land purchase and anticipates providing the balance of the land purchase funding in the future, although not in 2009/10. Previous Year's Accomplishments While several infrastructure projects, funded by the Redevelopment Agency of the City of Vernon were completed in the 2008/09 timeframe, they were actually 2007/08 projects. The Agency's only significant 2008/09 activity was the redevelopment of the . 27-acre property at 3200 Fruitland Ave. (Pechiney / Alcan Property). That property is still in escrow, due to delayed environmental clean-up by the Seller that, per the purchase . agreement, must be accomplished prior to the Agency / City of Vernon taking title to the property. While the goal had been to close escrow before June 30, 2009, the Seller has experienced significant delays in accomplishing the required.cleati-up under the oversight of the California DTSC.'
