RESOLUTION NO. 101056
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPOINTING RORY BURNETT TO THE POSITION OF
CITY TREASURER AND SHARON BARRETT TO THE POSITION
OF BUDGET AUDITOR AND REPEALING ALL RESOLUTIONS OR
PARTS OF RESOLUTIONS IN CONFLICT THEREWITH
WHEREAS, pursuant to Chapter 7.2 of the Charter of the City
of Vernon, the City Council shall provide by ordinance for the method
of selection of the City Treasurer; and
WHEREAS, pursuant to Section 2.7-1 of the Vernon City Code,
the City Treasurer shall be appointed and the tenure established by
resolution; and
WHEREAS, on July 19, 2006, the City Council of the City of
Vernon adopted Resolution No. 9096 appointing Sharon Barrett (formerly
Sharon Duckworth) as the City Treasurer until such time as the City
Council approves her removal or appoints another person to said
1position; and
WHEREAS, the City Council of the City of Vernon desires to
appoint Rory Burnett, who is currently the Finance Director, to also
serve as the City Treasurer of the City of Vernon effective August 31,
12009; and
WHEREAS, on January 26, 2009, the City Council of the City of
Vernon adopted Resolution No. 9832 appointing Sharon Barrett (formerly
Sharon Duckworth), to the position of Acting Deputy City Clerk until
such time as the City Council appoints her the Deputy City Clerk,
approves her removal or appoints another person to said position; and
WHEREAS, the City Council of the City of Vernon has
Iconsidered the reorganization of the City Administration Department and

(desires to appoint Sharon Barrett to serve as the Budget Auditor of thel
City of Vernon and to approve her removal from the position of Acting
Deputy City Clerk.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
Ifinds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
appoints Rory Burnett to serve as the City Treasurer of the City of
Vernon effective August 31, 2009, until such time as the City Council
approves his removal or appoints another person to said position.
Such appointment is made with no additional compensation.
SECTION 3: The City Council of the City of Vernon hereby
appoints Sharon Barrett to serve as the Budget Auditor of the City of
Vernon effective August 31, 2009, at the rate of pay set forth in the
City's Salary Resolution for the position of Budget Auditor.
SECTION 4: The City Council of the City of Vernon hereby
removes Sharon Barrett from the position of Acting Deputy City Clerk.
SECTION 5: All resolutions, or parts of resolutions, not
consistent with or in conflict with this Resolution, including
specifically the part of Resolution No. 9832 appointing Sharon Barrett
as Acting Deputy City Clerk and the part of Resolution No. 9096
appointing Sharon Barrett as City Treasurer, are hereby repealed and
superceded by this Resolution.

SECTION 6: The City Clerk of the City of Vernon shall
certify to the passage, approval and adoption of this resolution, and
the City Clerk of the City of.Vernon shall cause this resolution and
her certification to be entered in the Book of Resolutions of the
Council of this City.
APPROVED AND ADOPTED this 31st day of August, 2009.

RE: Budget Auditor Appointment
As we move through the following fiscal year, we are putting tools into place in order
that our Heads of departments may manage their fiscal responsibilities in line with the
approved budget. In order to achieve this, we will be using monthly management
reports. We will need to monitor these reports against the approved budget. In order to
do this, we will require a budget auditor. Mrs. Sharon Barrett, having spent a number of
years working with budget and the financial system of the City, has the necessary
experience needed for this subject task.
It is the recommendation of the City Administrator that Mrs. Barrett be transferred from
the Treasurer's Department and City Clerk's office to the Administration Department to
undertake these duties. Such appointment is made with no additional compensation.
