RESOLUTION NO. 10,077
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AUTHORIZING THE PURCHASING AGENT TO ENTER
INTO EXCLUSIVE NEGOTIATIONS WITH PETRELLI ELECTRIC,
INC. FOR THE PURCHASE OF A 2008 FORD E350 SUPER D
VAN CONVERSION FOR THE LIGHT & POWER DEPARTMENT
WHEREAS, the Light & Power Department has determined that it
needs a fully equipped maintenance vehicle with emergency lights,
radio equipment and furnished with the necessary tools, parts and
storage bins to meet all substation maintenance needs; and
WHEREAS, the Light & Power Department has determined that a
12008 Ford E350 Super D Van conversion (the "Vehicle") owned by Petrelli
Electric, Inc. ("Petrelli") and currently leased to the City by
Petrelli, is the best vehicle to meet its needs; and
WHEREAS, by memo dated October 5; 2009, the City
Administrator recommended that the Purchasing Agent, or his designee,
enter into exclusive negotiations with Petrelli for the purchase of the
Vehicle.
WHEREAS, the City Council of the City of Vernon has
determined that, pursuant to the provisions of subsection (a) of
Section 2.29-3 of the Vernon City Code, it is in the public interest
and necessity to enter into exclusive negotiations with Petrelli for
the purchase of the Vehicle because Petrelli has already demonstrated
it has the qualifications and experience to provide such a vehicle as
it currently leases the Vehicle to the City for use by the Light &
jPower Department.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
ICITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
I finds and determines that the recitals contained hereinabove
2 are true and correct.
3 SECTION 2: The City Council of the City of Vernon hereby
4 authorizes the Purchasing Agent to enter into exclusive negotiations
5 with Petrelli for the purchase of the Vehicle.
6 SECTION 3: The City Clerk of the City of Vernon shall
7 certify to the passage, approval and adoption of this resolution, and
8 the City Clerk of the City of Vernon shall cause this resolution and
9 her certification to be entered in the Book of Resolutions of the
10 Council of this City.
11 APPROVED AND ADOPTED this 5th day of October, 2009.

The elimination of the Petrelli Electric substation maintenance group and resulting
additional responsibilities, a fully equipped substation maintenance vehicle is needed to
meet our needs.
Petrelli Electric's substation maintenance vehicle, a -2008 E350 Super D van
conversation (mileage 6,394) VIN#1 FDSE35P28DA40047 and fully equipped with
emergency lights, radio equipment, and furnished with all the necessary tools, parts,
and storage bins to meet all substation maintenance needs. Currently, the City pays
$1,940 per month for the lease of this vehicle. The estimated payback period, if
purchased by the City, is two years.
RECQMM.ENDATION:
It is recommended the City of Vernon's Purchasing Agent enter into negotiations. with
Petrelli for the purchase of the Petrelli substation maintenance vehicle, a 2008 Ford
E350 Super D van conversion (mileage 6,394) VIN#1 FDSE35P28DA40047, fully
equipped with 'emergency lights, radio equipment, and furnished with all the necessary
tools, parts, and storage bins to meet all substation maintenance needs.
