BEAR, LLC TO SUBDIVIDE 10.7'ACRES LOCATED AT 3200 WASHINGTON BOULEVARD WHEREAS, Dynamic Builders has applied for a tentative parcel map, on _behalf of the property owner of 3200 Washington Boulevard, L.A. Bear, LLC (collectively the "Applicant"); and WHEREAS, Applicant has submitted Tentative Parcel Map No. 68243 ("Parcel Map") consisting of three Parcels located at 3200 Washington Boulevard (the "Project"); and WHEREAS, Parcel No. 1 contains approximately 285,145 square feet or 6.61 acres of land and has approximately 751.66 feet frontage on Washington Boulevard, Parcel No. 2 contains approximately 131,819 square feet or 3.03 acres of land and has approximately 315.50 feet frontage on Washington Boulevard and Parcel No. 3 contains approximately 45,997 square feet or 1.06 acres of land and has approximately 264.58 feet frontage on Washington Boulevard; and WHEREAS, combined Parcels 1, 2 and 3 are approximately 10.7 acres; and WHEREAS, Washington Boulevard is of adequate size to handle the traffic generated from the proposed Project; and WHEREAS, the domestic and industrial waste from the proposed Project will be discharged into the City of Vernon sewer system in accordance with the County Sanitation District's ordinance and will not result in violation of existing requirements as described by the Los Angeles Water Quality Control Board; and WHEREAS, the project site is located in the Industrial I- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Zone, General Industrial; and WHEREAS, the project is categorically exempt from the California Environmental Quality Act ("CEQA") pursuant to Section 15315 of the California Code of Regulations Title 14, Chapter 3 because it is a minor land division located in an urbanized area that is zoned for industrial uses, and is in conformance with both the City of Vernon General Plan, and the City of Vernon Zoning Code; and WHEREAS, the City Council has received a Staff Report, dated September 29, 2009, upon which it has relied on making the foregoing_ recitals; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained herein above are true and correct. SECTION 2: The City Council of the City of Vernon hereby finds that the Project is categorically exempt from the California Environmental Quality Act pursuant to Guideline 15315 as it is a minor land division of property into three parcels located in an urbanized area that is zoned for industrial uses and is in conformance with the zoning code and general plan. The Project was not involved in a division within the previous 2 years, and does not have an average slope greater than 20 percent. Therefore, the Project is exempt from CEQA. SECTION 3: Subject to the conditions set forth below, the Tentative Parcel Map No. 68243 is hereby granted to the Applicant to subdivide 10.7 acres located at 3200 Washington Boulevard. SECTION 4: In order to adequately protect the public health - 2 - 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 and general welfare, the following conditions are required: a. Applicant is required to regrade the Project site to ensure that drainage from all three proposed parcels drains independently into the storm drain on Washington Boulevard. Surface drainage shall not cross property lines or onto the railroad right -of way. Applicant shall ensure that all drainage is treated in accordance with NPDES Standards before entering the public right-of-way. Prior to grading, Applicant will be required to implement a Storm Water Pollution Prevention Plan. During grading, Applicant shall ensure frequent watering of the soil on the Project site, to the satisfaction of the Building Director, and in accordance with South Coast Air Quality Management District standards. b. Applicant shall independently serve each parcel on the Project site with utilities, unless utility easements are provided. c. Applicant is required to completely remove any abandoned utilities and utility vaults within the area of Washington Boulevard that adjoins the Project site. d. Applicant is required to re -stripe Washington Boulevard to provide a two-way left turn center median along the Project site frontage as required by the City Engineer. e. Applicant is required to provide an electrical easement for all future -electrical lines and facilities that will be dedicated to serve power to any proposed buildings to be located on the project site. f. Bear, LLC (collectively the "Applicant"). Applicant has submitted Tentative Parcel Map No. 68243 consisting of three Parcels located at 3200 Washington Boulevard (the "Project"). Parcel "1" contains approximately 285,145 square feet or 6.61 acres of land and has approximately 751 feet frontage on Washington Boulevard. Parcel "2" contains approximately 131,819 square feet or 3.03 acres of land and has approximately 315.50 feet frontage on Washington Boulevard. Parcel "3" contains approximately 45,997 square feet or 1.06 acres of land and has approximately 264.58 feet frontage on Washington Boulevard. Parcels "1", "2", and "3" combined are approximately 10.7 acres. Washington Boulevard currently varies from 80 to 90 feet along the frontage of the subject site. As:a condition of approval, Applicant will be required to widen Washington Boulevard 90-feet in accordance with the City of Vernon Master Plan of City Streets. Washington Boulevard is of adequate size to handle the traffic generated from the proposed Project. It contains a 10-inch City sewer main, 6- inch City of Vernon gas line, 8-inch City water main, 4-inch Pac-Bell Duct, and a 4-inch Sol -Cal gas line. The domestic and industrial waste from the proposed Project will be discharged into the City of Vernon sewer system. The discharge will be in accordance with County Sanitation District's ordinance and will not result in violation of existing requirements as described by the Los Angeles Water Quality Control Board (Sec. 66474.6). ZONING AND GENERAL PLAN CONSISTENCY The proposed Project site is located in the Industrial I -Zone of the City, and is designated as "Industrial" by the City of Vernon General Plan. The proposed Project would be in conformance with the applicable regulations of the City of Vernon Zoning Code. Additionally, the proposed Project would also be in conformance with the City of Vernon Subdivision Ordinance applicable to all parcel map applications.
