A RESOLUTION OF:THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION OF
THANK YOU LETTERS TO MEMBERS OF CONGRESS FOR THEIR
LEADERSHIP AND COMMITMENT TO SPONSOR THE HOOVER
ALLOCATION ACT OF 2009
WHEREAS, the City of .Vernon (the "City") is a municipal
corporation and a chartered city of the State of California organized
and existing under its Charter and the Constitution of the State of
California; and
WHEREAS, the Hoover Power Plant Act of 1984, which currently
governs the allocation of Hoover Dam hydropower for water and power
users across the Southern California region, expires in 2017 at which
time the existing participants' right to power from the plant will be
in jeopardy; and
WHEREAS, in 1987, the City entered into a 30-year contract
for energy from Hoover Dam; and
WHEREAS, on January 11, 2010, the City Council of the City
of Vernon discussed supporting the legislative efforts underway to -
amend the existing Hoover Power Plant Act of 1984 to preserve the low-
cost, emission -free Hoover Dam hydropower for the Southern California
region; and
WHEREAS, the proposed amendment, known as the Hoover
Allocation Act of 2009 (the "Act"), will retain Hoover Dam power for
beneficiaries in Southern California and the City for an additional
50-year period at slightly reduced allocations in order to provide an
opportunity for new participants to also receive power from the Dam;
and
WHEREAS, Hoover Dam power is a critical component in
meeting state -mandated emission reduction and renewable energy goals
while keeping rates affordable for ratepayers; and
WHEREAS, by memo dated January 13, 2010, the Director of
Light & Power recommended that the City thank members of Congress for
their leadership and commitment in sponsoring the proposed Act.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
states its continuing support of legislative efforts regarding the Act
and directs the Mayor, or his designee, to send thank you letters to
Senators Diane Feinstein and Barbara Boxer and Congresswomen Lucille
Royball-Allard and Grace Napolitano, copies of which are attached
hereto as Exhibit A and incorporated by reference.
SECTION 3: The City Clerk of the City of Vernon shall
certify to the passage, approval and adoption of this resolution, and
the City Clerk of the City of Vernon shall cause this resolution and
the City Clerk's certification to be entered in the File of
Resolutions of the Council of this City.
