Dear Mr. O'Callaghan;
Division I My apologies to you and the City for any misunderstanding and discomfort
Edward C. Vasquez that may have been caused by statements made during the recent series
Division 11 of Southeast Water Reliability Project meetings. The former agreement
Robert Apodaca between the City and Central Basin was brought up several times by
Division III various people for various reasons and I continually responded that no
Arturo Chacon such agreement existed, that we were in discussions with the city on the
Division Iv matter and, because of that, I would make no comment. However, during
Rudy C. Montalvo the last meeting, a member of my staff did answer another query related
Division to the City paying a portion of the pipeline cost. I stopped the discussion
Phillip D. Hawkins by once again saying that I would not discuss any potential customer
agreements or negotiations in open meetings or with anyone who was not
directly involved with the City of Vernon or Central Basin.

ArtAgull; My staff has once again been instructed (and, in the case of the person
who spoke up during the meeting, admonished) to not comment to anyone
about either the past agreement, current negotiations or anything related
