A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION OF A
LETTER TO THE CITY'S CONGRESSIONAL REPRESENTATIVES
SUPPORTING THE GATEWAY CITIES COUNCIL OF
GOVERNMENTS' STORMWATER CLEAN-UP PROJECT
WHEREAS, the Mayor of the City of Long Beach has requested
that the City of Vernon (the "City") support the Gateway Cities
Council of Governments' ("Gateway COG") effort to secure funding for
the installation of devices in storm drain systems to meet the
requirements of the Los Angeles Regional Water Quality Control Board
under the National Pollutant Discharge Elimination System's mandate of
the Federal Government; and
WHEREAS, the Gateway COG proposes to apply to the U.S.
Congress for funds for a four-year effort to install devices that will
remove trash, oils and bacteria from the storm drains that discharge
into the Los Angeles River, which effort would include 27 cities in
the Gateway COG and encompass the Los Angeles River and San Gabriel
River Watersheds (the "Stormwater Clean -Up Project"); and
WHEREAS, the funding request would require a 45% cost share
that would be provided by the Integrated Regional Water Management
Plan dollars through Proposition 84; and
WHEREAS, the City has benefitted from American Recovery and
Reinvestment Act Funds through the State Department of Water
Resources, which Funds have provided a forgivable loan to the Los
Angeles Gateway Integrated Regional Water Management Joint Powers
Authority to install full capture devices in catch basins to meet the
Trash Total Maximum Daily Load requirements; and
WHEREAS, the planned Stormwater Clean -Up Project would
provide a means for most Gateway COG cities to comply with the Total
Maximum Daily Loads for various potential pollutants that are to be
established in the Gateway COG region by the State and by the U.S.
Environmental Protection Authority by 2012; and
WHEREAS, the Stormwater Clean -Up Project is important for
the health and safety of our region and by securing federal funds, the
City can proactively take steps to clean our regional stormwater; and
WHEREAS, the Stormwater Clean -Up Project is not only an
important step towards improving water quality but also will generate
hundreds of short-term jobs region -wide that will assist in
revitalizing the economy; and
WHEREAS, by Staff Report dated February 10, 2010, the
Director of Community Services & Water recommended that the Mayor be
authorized to sign a letter to the City's Congresswoman, Lucille
Royball-Allard and other Congresspersons supporting the Stormwater
Clean -Up Project of the Gateway COG.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
authorizes the Mayor to send a letter to Congresswoman Lucille
Royball-Allard and other Congresspersons, who, in the Mayor's opinion
should be sent a letter, in support of the Gateway Cogs' Stormwater
Clean -Up Project, in substantially the form attached hereto as Exhibit
A.

SECTION 3: The City Clerk of the City of Vernon shall
certify to the passage, approval and adoption of this resolution, and
the City Clerk of the City of Vernon shall cause this resolution and
the City Clerk's certification to be entered in the File of
Resolutions of the Council of this City.

Project. The objective of this project is to proactively capture trash and pollutants before they
enter the Los Angeles and San Gabriel rivers. Together, we can accomplish this goal by
installing stormwater capture devices in every single stormwater catch basin in the 27 cities of
the Gateway Council of Governments.
Over the past several years, cities bordering the Los AngelesRiver have worked to eliminate
debris in the watershed, which subsequently flow into recreational waters. Federal Stimulus
funds in 2009 will install full -capture trash devices in all catch -basins along the Los Angeles
River. Although these full -capture trash devices will significantly reduce debris from the Los
Angeles River, treatment for other stormwater pollutants such as bacteria, and oils, has not
begun. In the San Gabriel River, trash, bacteria and oils, still flow freely into storm drains and
subsequently into recreational waters.

your support in expanding the Gateway Cities Stormwater Clean-up Project to include the
elimination of additional pollutants and the inclusion of the San Gabriel River watershed, and
other minor watersheds. This expansion will enable all cities to be fully funded to install devices
to capture trash and begin to address bacteria, oils and metals. Federal funding is needed, as this
is a cost no city can afford alone. Nevertheless, this stormwater clean up project is important for
the health and safety of our region. We respectfully request your support in securing federal
funds so we can proactively take steps to clean our regional stormwater.

Long Beach, working together with all 27 cities in the Gateway COG, proposes over four years
to expand current stonnwater clean-up efforts to finish work on the Los Angeles River and
include the San Gabriel River and other .minor watersheds. Though State stormwater regulations
have not yet been. established for the San Gabriel. River, they will likely come soon. The
stormwater clean-up plan proposed allows us to be proactive in mitigating stormwater pollutants
before costly state and federal mandates are enacted.
With your support, we plan to make a regional request for federal appropriation funds to install
stonnwater treatment devices in both. the Los Angeles, and San. Gabriel Rivers. A 4.5 percent
cost -share is required for appropriation funding, and we plan to meet this requirement using
Integrated Regional Water Management Plan (.IRWMP) dollars through Proposition 84. Every
city in. the COG will have the funds available to install all three portions of the stormwater
treatment trails, and every city will benefit each year under the proposed plan.. As with the
Stimulus funds for the Los Angeles River, each city will .have the option to participate.
