A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPOINTING THE CITY CLERK AND DEPUTY CITY
CLERK FOR THE CITY OF VERNON
WHEREAS, Section 2.7 of the Vernon City Code provides that
the appointment of a City Clerk shall be by resolution; and
WHEREAS, on May 7, 2007, the City Council of the City of
Vernon adopted Resolution No. 9312 appointing Manuela Giron as City
Clerk for the City of Vernon; and
WHEREAS, the City Council of the City of Vernon desires to
reduce expenses by consolidating the duties of the City Clerk for the
City of Vernon with the duties of other positions; and
WHEREAS, the City Council of the City of Vernon desires to
appoint Willard Yamaguchi as City Clerk of the City of Vernon, while
retaining.his title and duties as Risk Manager and Chief Deputy City
Attorney, at no additional compensation; and
WHEREAS, on November 6, 2007, the City Council of the City
of Vernon adopted Resolution No. 9455 establishing that employees
holding the position of deputy in the City, including but not limited
to, the position of Deputy City Clerk shall, in the absence of their
director, have all the same powers, duties and responsibilities of
their respective director; and
WHEREAS, the City Council of the City of Vernon desires to
appoint Kristen Enomoto as Deputy City Clerk, while retaining her
title and duties as Council Department Manager, at no additional
compensation.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon does
hereby find and determine that the recitals contained hereinabove
are true and correct.
SECTION 2: The City Council of the City of Vernon hereby
appoints Willard Yamaguchi to serve as the City Clerk of the City of
Vernon effective upon adoption of this Resolution, and he shall serve
until such time as the City Council approves his removal or appoints
another person to the position of City Clerk. Such appointment is made
with no additional compensation and is in addition to his title and
duties as Risk Manager and Chief Deputy City Attorney. As a
consequence of this appointment, Manuela Giron shall no longer serve
as City Clerk of the City of Vernon effective upon adoption of this
Resolution.
SECTION 3: The City Council of the City of Vernon hereby
appoints Kristen Enomoto to serve as the Deputy City Clerk of the City
of Vernon effective upon adoption of this Resolution, and she shall
serve until such time as the City Council approves her removal or
appoints another person to the position of Deputy City Clerk. Such
appointment is made with no additional compensation and is'in addition
to her title and duties as Council Department Manager.
SECTION 4: All resolutions, or parts of resolutions, not
consistent with or in conflict with this Resolution are superceded by
this Resolution.

SECTION 5: The City Clerk of the City of Vernon shall
certify to the passage, approval and adoption of this Resolution, and
the City Clerk of the City of Vernon shall cause this Resolution and
the City Clerk's certification to be entered in the File of Resolutions
of the Council of this City.

RE: Personnel Appointments
Further to the recent staff changes by the City of Vernon, and in the interest of reducing
expenses by re -aligning and sharing the duties of the City Clerk with the duties of other
positions, it is hereby recommended that the City Council appoint Willard Yamaguchi as
the City Clerk, while retaining his title and duties as Risk Manager and Chief Deputy
City Attorney, at no additional compensation.
It is also recommended that the City Council appoint Kristen Enomoto as Deputy City
Clerk, while retaining her title and duties as Council Department Manager, at no
additional compensation.
