A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING THE CITY'S PARTICIPATION IN THE
STEERING COMMITTEE FOR THE PACIFIC ELECTRIC RIGHT-
OF-WAY (PE ROW)/WEST SANTA ANA BRANCH CORRIDOR
ALTERNATIVES ANALYSIS AND APPOINTING THE CITY'S
REPRESENTATIVES
WHEREAS, the City.of Vernon (the "City") is a municipal
corporation and a chartered city of the State of California organized
and existing under its Charter and the Constitution of the State of
California; and
WHEREAS, the Southern California Association of Governments
("SCAG"), in coordination with the Los Angeles County Metropolitan
Transportation Authority ("LACMTA") and the Orange County
Transportation Authority ("OCTA"), is initiating a transit
Alternatives Analysis ("AA") study to explore opportunities for
connecting Los Angeles and Orange Counties through the reuse of the
Pacific Electric Right -of -Way (PE ROW)/West Santa Ana Branch Corridor;
and
WHEREAS; the AA will examine potential transit service along
the corridor that can provide additional travel options between Los
Angeles and Orange Counties, reduce congestion on nearby streets and
freeways, and provide adjacent communities with access to the regional
transit network; and -
WHEREAS, the City of Vernon has been invited by SCAG to
become a member of the Steering Committee for the Pacific Electric
Right -of Way (PE ROW)/West Santa Ana Branch Corridor Alternatives
Analysis (the "Steering Committee"); and
WHEREAS, the City's participation in the Steering Committee
will substantially benefit the residents and businesses in the City
and will provide benefits to the Southern California Region; and
WHEREAS, the City Council does not by this resolution
relinquish any of its duly constituted powers to regulate and govern
its own territory, to require franchises from any railroad which may
cross its territory, or to regulate the streets and highways within
Vernon.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
appoints Mayor Pro Tempore Michael McCormick, to serve as its
representative on the Steering Committee for the Pacific Electric
Right -of -Way (PE ROW)/West Santa Ana Branch Corridor Alternative
Analysis.
SECTION 3: The City Council of the City of Vernon hereby
appoints the Director of Community Services and Water, or his
designee, to serve on the Technical Advisory Committee for the Pacific
Electric Right -of -Way (PE ROW)/West Santa Ana Branch Corridor
Alternative Analysis.
SECTION 4: The City Council of the City of Vernon hereby
authorizes the City Administrator, or his designee, to take whatever
actions are deemed necessary or desirable for the purpose of
implementing and carrying out the purposes of this Resolution and the
actions herein approved or authorized.

SECTION 5: The City Clerk of the City of Vernon shall
certify to the passage, approval and adoption of this resolution, and
the City Clerk of the City of Vernon shall cause this resolution and
the City Clerk's certification to -be entered in the File of
Resolutions of the Council of this City.

The City has been invited to serve on the Steering Committee for the Pacific Electric Right -of -Way (PE
ROW)/ West Santa Ana Branch Corridor Alternatives Analysis (see attached). A study is being conducted to
determine how this right of way can be used to connect Los Angeles and Orange Counties. It is at the discretion
of the City Council if they would like to have a member serve on the committee.
The PE ROW/West Santa Ana Branch Corridor runs between the City of Santa Ana and the City of
Paramount and more or less is parallel and south of Interstate 5. The Alternative Analysis will examine options
for connecting the Metro Blue, Line, Green Line, and Union Station on the north end. Alternatives will include
bus lanes, light rail transit, commuter trains and high speed rail. At the conclusion of the analysis staff will
recommend a course of action with an option to proceed into the environmental and engineering phases.
The Executive Director of the Orange Line Development Authority, Michael Kodama has advised. that
the west Santa Ana branch is the proposed alignment for the Orange Line and this study will serve as the
Alternative Analysis for the project. Even though the west San Pedro branch is several miles south of Vernon
the ultimate goal is for the corridor to connect to downtown Los Angeles. If the City has interest in playing a
role in how this route will be connected to downtown Los Angeles, either through or around Vernon, then the
City should be a member on the Steering Committee. The current Orange Line alignment proposes to utilize the
Union Pacific San Pedro Branch line which parallels Downey Road through Vernon.
A presentation on this matter was made at the May l 0, 2010 City Council meeting. At that meeting the
City Council provided direction that the City should participate in the Steering Committee and that a
representative of the Community Services Department serve on the Technical Advisory Committee for this
project. It is recommended that a resolution be approved appointing a Councilmember to the Steering .
