STAFF REPORT
VERNON POLICE DEPARTMENT
F
DATE: June 15, 2010 ko
TO: Honorable Mayor and Members of the City Council
FROM: Steve Towles, Chief of Police
RE: Citizens Option for Public Safety (COPS) Program Funds
Summary:
The Police Department will be receiving $100,000.00 through the Citizens Option for
Public Safety (COPS) Program pursuant to Section 30061 of the Government Code.
The Police Department is requesting authorization to use these funds to pay for two
Vernon Service Officers (VSO) in FY 2010-2011. The VSOs are positions that the City
would not have as part of its frontline municipal police services without the grant
funding. Thus, the services provided by these VSOs supplement, and do not supplant,
existing frontline municipal police services.
Background:
State Assembly Bill 1913 was enacted in fiscal year 2000-2001 to continue funding for
the Citizens Option for Public Safety (COPS) Program ("COPS Program"), and has
been modified from time to time by the legislature (e.g., State Senate Bill 823 in 2002).
Annually, the state legislature has continued to provide COPS Program funds. The
COPS Program allows eligible cities to receive a proportionate share of COPS Program
funds. The grant funds are administered and distributed through the Chief Executive
Office of Los Angeles County.
The Police Department will be receiving $100,000.00 through the COPS Program for
fiscal year 2009-2010 (FY09/10). The funds must be deposited into the City's
Supplemental Law Enforcement Services Fund (SLESF) established pursuant to
Section 30061 of the Government Code. The SLESF is a separate interest bearing
fund to record the receipt and expenditures of the monies received. These funds must
be used to supplement, and not supplant, existing "frontline municipal police services"
being provided by the City.
State law authorizes the City Council to use the funds provided by the COPS Program -
both existing and anticipated moneys in accordance with the writte jr.q.0 f t ,"e
. L)
JUN 1 5 2010
Chief of Police (per GovernmentCode § 30061(c)(2)). The City Council must hold a
public hearing before acting upon such a written request. The request must be
considered separate and apart from the process applicable to proposed allocations of
the City's general fund.
The Police Department has received--:$67,678.74 of the allocated COPS Program funds
for FY09/10. The remaining allocated funds for FY09/10 of $32,321.26 will be
distributed by July 2010. To date, none of the funds have been spent.
COPS Program funds received for FY09/10 must be expended or encumbered no later
than June 30, 2011 A local agency that does not meet this requirement must remit
unspent SLESF monies to the state. A public hearing to consider the use of these
funds for frontline municipal police services has been scheduled for June 21, 2010.
The Chief of Police makes the following request for use of the FY09/10 COPS Program
- SLESF funds and any interest in the SLESF account accumulated through June 30,
2011:
• To pay for two Vernon Service Officers (VSO) in FY 2010-2011, and
• To pay for any other unbudgeted expenses for frontline municipal police services.
The VSOs are positions that the City would not have as part of its frontline municipal
police services without the grant funding. Thus, the services provided by these VSOs
supplement, and do not supplant, existing frontline municipal police services.
The Police Department has -participated in the COPS Program grant process for several
years. The following is a list of previous COPS grant programs in which we have
participated:
• COPS FY01, Approved by Minute Order, September 5, 2001
• COPS FY02, Resolution #8092, October 23, 2002
• COPS FY03, Resolution#8193, May 7, 2003
•' COPS FY04', Resolution#8452, June 2, 2004
• COPS FY05; Resolution#8646, January 19, 2005
• COPS FY06 Resolution #9063, June 7, 2006

• COPS FY08, Resolution #9634, June 16, 2008
• COPS FY09; Resolution #9991, June 29, 2009
-Fiscal Impact:
There are no cost -share or match requirements associated with this grant. However,
these funds must be used to supplement, and not supplant, existing "frontline municipal
police services.,,

DATE: June 15, 2010
The attached Staff Report requests. that the City approve the use of COPS funds to cover certain personnel
costs and/or unanticipated front line police equipment/services.
The Police Department has received COPS funds every year since 1996. Generally, the Police
Department has used the funds to purchase equipment and support certain enforcement efforts. One
example of this was the purchase of our motorcycles and related equipment and training.
The Police Department was allotted $100,000 for FY 2009-2010. We anticipate the entire $100,000 to be
received by July 2010. We anticipate using these funds to cover the salary costs for two Vernon Service
Officers (VSO) in FY 2010-2011. Without these funds, we would not be able to retain the personnel to
fill these two positions. Any remaining funds, including interest earned, would be applied towards any
other unanticipated personnel or police equipment costs.
These funds must be encumbered by resolution prior to June 20, 2010.

For your review and use, attached please find an updated staff report for the COPS program
funds. In addition to paying for the two VSOs, we included a catchall authorization for
any other unbudgeted frontline municipal police services expenses. Further, in addition
to the 2009-2010 funds, we included authorization to use the interest accumulated through
June 30, 2011 to pay for the two VSOs and other unbudgeted frontline municipal police
services expenses. If you disagree with any of those additional authorizations, please
let me know and we will modify the resolution accordingly.
Please let me know if you have any questions or if we may be of further assistance in this

RE: Citizen Options for Public Safety Program (COPS) Funds FY10
SUMMARY
The Police Department (PD) will be receiving $100,000.00 through the Citizen Options
for Public Safety Program (COPS) fund provided by Assembly Bill 1913, Chapter 353.
The PD is requesting authorization to use these funds to cover outstanding personnel
costs and/or unanticipated front-line police equipment/services.
BACKGROUND
This program allows eligible cities to receive a proportionate share of COPS funds
appropriated by the State. The program began in fiscal year 1996-97 and continues to
be funded. The Police Department has received $67,678.74 of the allocated COPS
funds for fiscal year 2009-2010 (FY10). The remaining allocated funds of $32,321.26
will be distributed by July 2010. The use of these funds is limited to front-line law
enforcement services. To date, none of the funds received have been spent.
COPS funds received during fiscal year 2009-2010 must be expended or encumbered
no later than June 30, 2010. Liquidation of the encumbered funds must be completed
no later that June 30, 2012. All related purchases under this grant must be liquidated
before the end of the liquidation date.
The PD has participated in''the COPS grant process for several years. Funding through
this grant has allowed the police department to purchase equipment to improve front-
line municipal police services. The following is a list of previous COPS grant programs
in which we have participated:
COPS FY01, Approved by Minute Order, September 5, 2001
COPS FY02, Resolution #8092, October 23, 2002__
JUN 0 2 2010
Y:
• COPS FY03, Resolution #8193, May 7, 2003
• COPS FY04, Resolution #8452, June 2, 2004
• COPS FY05, Resolution #8646, January 19, 2005
• COPS FY06, Resolution #9063, June 7, 2006
• COPS FY07, Resolution #9348, June 25, 2007
• COPS FY08, Resolution #9634, June 16, 2008
• COPS FY09, Resolution #9991, June 29, 2009
FISCAL IMPACT
There are no cost -share or match requirements associated with this grant. However,
before spending these funds, a public hearing is required. According to information
received from the Supplemental Law Enforcement Oversight Committee which
oversees the COPS Program, a public hearing for the purposes of this grant can mean
a staff report to the City Council outlining what the funding will be spent on and then put
on the Council agenda under Public Hearings. It can go as a consent item and then, if
no one pulls it off the agenda, we have complied with the legislative intent.
RECOMMENDATION
I recommend the City Council adopt a resolution authorizing the Chief of Police to use
the COPS FY10 funds to cover outstanding personnel costs and/or unanticipated front-
line police equipment/services in FY 2010-11.
