Resolution No. 2010-091RESOLUTION NO. 2010-91 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON AMENDING RESOLUTION NO. 9639 BY AMENDING SCHEDULE NO. XIII, OF SAID RESOLUTION REGARDING THE COMPENSATION, COSTS AND BENEFITS OF ITS EMPLOYEES (AMENDMENT NO. 17) WHEREAS, on June 16, 2008, the City Council of the City of Vernon adopted Resolution No. 9639 to be effective on July 6, 2008, regarding the compensation, costs and benefits of its employees, which has subsequently been amended by Resolution Nos. 9664; 9672; 9678; 9728; 9815; 9888; 9906; 9942; 10,001; 10,021; 10,029; 10,053; 10,057; 10,075, 2010-06 and 2010-33 (the "Salary Resolution"); and WHEREAS, Schedule No. XIII, Exhibit M, of the Salary Resolution provides for positions and salary scales of positions within the Light & Power Department; and WHEREAS, by memo dated July 15, 2010, the Director of Personnel has recommended the creation of the position of Associate Resource Scheduler I with the appropriate salary scale within the Light & Power Department; and WHEREAS, the City Council of the City of Vernon wishes to amend Schedule No. XIII (Exhibit M) of the Salary Resolution to implement the aforementioned changes. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: Effective July 4, 2010, Schedule No. XIII (Exhibit M) of the Salary Resolution is hereby amended in its,entirety, copies of which are attached hereto as Exhibit A. SECTION 3: The provisions of Resolution Nos. 9639, as amended by Resolution Nos. 9664; 9672; 9678; 9728; 9815; 9888; 9906; 9942; 10,001; 10,021; 10,029; 10,053; 10,057; 10,075, 2010-06 and 2010-33, not consistent with or in conflict with this Resolution are hereby repealed; in all other respects, Resolution Nos. 9664; 9672; 9678; 9728; 9815; 9888; 9906; 9942; 10,001; 10,021; 10,029; 10,053; 10,057; 10,075, 2010-06 and 2010-33 shall remain in full force and effect. SECTION 4: The City Clerk of the City of Vernon shall certify to the passage, approval and adoption of this Resolution, and the City Clerk of the City of Vernon shall cause this Resolution and the City Clerk's certification to be entered in the. Electric Resources Planning & Development Manager SUBJECT: Reclassification — Edwin Ochoa A close review of administrative staffing of the Resource Management Group in the Light & Power Department has been on -going. Since CAISO launched the MRTU, the billing and settlements activities relating to power transactions have increased and added to the work load. To alleviate the problem, at this time I am recommending following change to staffing. Presently, Edwin Ochoa is classified as Administrative Clerk with a current monthly base salary of $1,788. 1 am recommending to create the position of "Associate Resource Scheduler I" a beginning level position that requires knowledge of accounting and computer skills. Mr. Ochoa has displayed fair accounting knowledge and necessary computer skills to assume the responsibilities of Associate Resource Scheduler I. He currently assists with CAISO billing and settlement matters on a daily basis. He downloads CAISO statements and invoices, updates various excel spreadsheets that track CAISO charges, converts and manages CAISO files, tracks invoices, assist in validating charges from the CAISO, prepares various reports and prepares the CAISO invoices for payment. He is diligent in completing tasks and projects as necessary and his work ethics are essential to this group. I recommend Mr. Ochoa to be re-classified as Associate Resource Scheduler I, step 8, effective July 4, 2010, with a new monthly base salary of $3,149.00. DISTINGUISHING CHARACTERISTICS - Work with limited supervision. Demonstrated ability to solve problems. Responsible for accuracy of work. SUPERVISION RECEIVED AND EXERCISED - Reports to the Electric Resources Planning and Development Manager. May receive guidance from Resource Scheduler. EXAMPLES OF DUTIES - Duties may include, but are not limited to, the following: communicates with various entities to confirm bulkpower transactions; maintains various logs; resolves discrepancies between scheduled and actual interchange quantities and prices; reviews and verifies the accuracy of purchased power and sales invoices prior to payment/billing authorization; assimilates and condenses data. into report format; prepares daily, weekly and monthly reports and graphs utilized to track group performance; develops and maintains spreadsheets to accomplish duties; tracks and verifies load data; completes various government utility reports and data request; responds to miscellaneous data request; archives all data; may assist Resource Scheduler in prescheduling activities. Performs other related duties as required. QUALIFICATIONS Knowledge of: Knowledge of methods, practices and techniques of resource accounting and utility economics; programming with macros within a,computer spreadsheet; work planning and organization; scheduling the use of wholesale power and rate schedules. Ability to: Read, write, communicate effectively and comprehend directions in English; make independent judgement and decisions based on standard policies or procedures; make detailed mathematical calculations; operate a computer terminal utilizing spreadsheet and various load management/accounting programs; effectively interact market representatives to account for with purchases, sales, and exchanges and; establish smooth working relationships. Experience and Education: Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Experience in accounting or energy prescheduling or related field is desired. Education: High school diploma, GED or equivalent is required. License or Certificate: Valid California Class C drivers license is required.
