A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING RESOLUTION NO. 9639 BY AMENDING
SCHEDULE NO. VIII, OF SAID RESOLUTION REGARDING THE
COMPENSATION, COSTS AND BENEFITS OF ITS EMPLOYEES
"(AMENDMENT NO. 18)
WHEREAS, on June 16, 2008, the City Council of the City of
Vernon adopted Resolution No. 9639 to be effective on. July 6, 2008,
regarding the compensation, costs and benefits of its employees, which
has subsequently been amended by Resolution Nos. 9664;-9672;-9678;
9728; 9815; 9888; 9906; 9942; 10,001; 10,021; 10,029; 10,053 10,057;
10,075, 2010-06 and 2010-33 (the "Salary Resolution"); and
WHEREAS, Schedule No. VIII; Exhibit H, of the Salary
Resolution provides for positions and salary scales of positions
within the Fire Department; and
WHEREAS, the City Council of the City of Vernon desires to
amend the salary scale of the Fire Marshal within the Fire Department;
and
WHEREAS, the City Council of the City of Vernon wishes to
amend Schedule No. VIII (Exhibit H) of the Salary Resolution to
implement the aforementioned change.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City, Council of the City of Vernon
hereby finds and determines that the recitals contained hereinabove
are true and correct:
SECTION 2 Effective retroactive to July 4, 2010, Schedule
No. VIII (Exhibit H) of the Salary Resolution is hereby amended in its
entirety, a copy of which is attached hereto as Exhibit A.
SECTION 3: The provisions of Resolution Nos. 9639, as
amended by Resolution Nos. 9664; 9672; 9678; 9728; 9815; 9888; 9906;
9942; 10,001; 10,021; 10,029 10,053; 10,057; 10,075, 2010-06 and
2010-33, not consistent with or in conflict with this Resolution are
hereby superseded by this Resolution; in all other respects, Resolution
Nos. 9664; 9672; 9678; 9728 9815; 9888; 9906; 9942; 10,001; 10,021;
10,029; 10,053; 10,057; 10,075, 2010-06 and 2010-33 shall remain in
full force and effect. -
SECTION 4: The City Clerk of the City of Vernon shall
certify to the passage,.approval and adoption of this Resolution, and
the City Clerk of the City of Vernon shall cause this Resolution and
the City Clerk's certification to be entered in the File of
Resolutions of the Council of this City.

RE: Fire Marshal - New Pay Scale
The Fire Marshal, under the direction of the Fire Chief, is responsible to design and
implement comprehensive and effective fire prevention, fire inspection, public education
and community outreach programs; to direct activities and provide oversight of the Fire
Prevention Bureau; and to do related work or additional assignments, including
management of related programs or projects as deemed necessary by the Fire Chief.
The Fire Marshal must a have the ability to conduct thorough and comprehensive
investigations of suspicious fires and hazardous materials incidents; effectively
supervise and direct the activities of subordinate personnel; read and interpret plans,
proposals, system design and calculations; write clear, concise code and permit
requirements; prepare and administer budgets; maintain evidence, prepare crime
reports and court documents; relate effectively to those contacted in the course of work;
set priorities; communicate effectively , 'both orally and in writing; read and interpret
laws, regulations and make recommendations for implementation and or compliance;
utilize computers and computer software to perform word processing, spreadsheets and
specialized functions.
Because the Fire Marshal menages personnel and complex programs as part of his job
description, it is prudent to adjust a salary to reflect an upper management position in
comparison with a Battalion Chiefs wages and benefits.
After speaking to the Vernon Labor Attorney, it was recommended that the position of
Fire Marshal be compatible with that of a Chief Officer, therefore, for the upcoming year
we need to reflect in the Salary Resolution the change of Fire Marshal to the Battalion
Chief s salary scale.
