Resolution No. 2010-111RESOLUTION NO. 2010-111 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPOINTING THE CITY ADMINISTRATOR AS PURCHASING AGENT FOR THE CITY PURSUANT TO SECTION 2.19 OF THE VERNON CITY CODE WHEREAS, Section 2.19 of the Vernon City Code provides that the City Council of the City of Vernon shall appoint the Purchasing Agent of the City by resolution; and WHEREAS, the Purchasing Agent has general supervision of the purchasing system; and WHEREAS, Section 2.6-6(i) provides that among the other powers and duties of the City Administrator, the City Administrator acts as agent for the City Council of the City of Vernon to exercise the power of approval or rejection of expenditures for all departments, divisions, services and officers of the City government in accordance with the municipal budget adopted by the City Council; and WHEREAS, on August 17, 2009, the City Council of the City of Vernon adopted Resolution No. 10,042, appointing Donal O'Callaghan as Purchasing Agent; and WHEREAS, the City Council of the City of Vernon desires to consolidate the duties of Purchasing Agent with the duties performed by the City Administrator pursuant to Section 2.6-6(i), and appoint the City Administrator, by title, as the Purchasing Agent. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: The City Council of the City of Vernon hereby appoints the CityAdministrator as Purchasing Agent, effective immediately, with no additional compensation. SECTION 3: Resolution No. 10,042 appointing Donal O'Callaghan as Purchasing Agent is hereby superseded by this resolution. SECTION 4: The City Clerk of the City of Vernon shall certify to the passage, approval and adoption of this resolution, and the City Clerk of the City of Vernon shall cause this resolution and the City Clerk's certification to be entered in the File of Resolutions of the Council of this City. Section 2.19 of the Vernon City Code provides that the City Council appoints the Purchasing Agent of the City. The Purchasing Agent has general supervision of the purchasing system: Therefore, in order to consolidate the duties performed and the responsibilities of the Purchasing Agent with the duties performed and the responsibilities of the City Administrator, it is recommended that the City Council approve the appointment of the City Administrator, by title, as the Purchasing Agent.
