Resolution No. 2010-147RESOLUTION NO. 2010-147 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON AMENDING PREVIOUSLY AMENDED RESOLUTION NO. 9639 REGARDING THE COMPENSATION, COSTS AND BENEFITS OF ITS EMPLOYEES ("SALARY RESOLUTION") BY AMENDING SCHEDULE NO. XIII OF THE SALARY RESOLUTION (AMENDMENT NO. 21) WHEREAS, on June 16, 2008, the City Council of the City of Vernon adopted Resolution No. 9639 to be effective on July 6, 2008, regarding the compensation, costs and benefits of its employees, which has subsequently been amended by Resolution Nos. 9664; 9672; 9678; 9728; 9815; 9888; 9906; 9942; 10,001; 10,021; 10,029; 101053; 10,057; 10,075, 2010-06, 2010-33, 2010-91, 2010-98, 2010-110 and 2010-115 (the "Salary Resolution"); and WHEREAS, Schedule No. XIII, Exhibit M, of the Salary Resolution provides for positions and salary scales of positions within the Light & Power Department; and WHEREAS, the Director of Personnel has recommended the creation of the positions of Senior Programmer and Utilities Compliance Officer with the appropriate salary scales within the Light & Power Department; and WHEREAS, the City Council of the City of Vernon wishes to amend Schedule No. XIII (Exhibit M) of the Salary Resolution to implement the aforementioned changes. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: Effective November 1, 2010, Schedule No. XIII (Exhibit M) of the Salary Resolution is hereby amended in its entirety, a copy of which is attached hereto as Exhibit A. SECTION 3: The provisions of Resolution Nos. 9639, as amended by Resolution Nos. 9664; 9672; 9678 9728; 9815; 9888; 9906; 9942; 10/001; 10,021; 10,029; 10,053; 10,057; 10,075, 2010-06, 2010-33, 2010-91, 2010-98, 2010-110 and 2010-115, not consistent with or in conflict with this Resolution are hereby superseded by this Resolution; in all other respects, Resolution Nos. 9664; 9672; 9678; 9728; 9815; 9888; 9906; 9942; 10,001; 10,021; 10,029; 10,053; 10,057; 10,075, 2010-06, 2010-33, 2010-91, 2010-98, 2010-110 and 2010-115, shall remain in full force and effect. WY:dj Enclosure c: Resolution No. 2010-147 STAFF REPORT PERSONNEL DEPARTMENT DATE: October 21, 2010 TO: Honorable Mayor and City Council FROM: Martha Valenzuela Director of Personnel�/ RE: New Position -Utilities Compliance Officer e Resource Management Division in the Light & Power Department is seeking to create the position of Utilities Compliance Officer. North American Reliability Corporation (NERC) mandates that we have a compliance management program in house to comply with all the requirements from NERC and the Western Electricity Coordinating Council (WECC) which rules and regulations govern the security assets within the electric utility. Respectfully Submitted. UTILITIES COMPLIANCE OFFICER Light & Power Department DEFINITION: Under general direction of the Resource Planner, the Utilities Compliance Officer reviews for compliance and ensures all submittals are comprehensive, complete and submitted on schedule to meet critical turnaround times and regulatory requirements. SUPERVISION RECEIVED AND EXERCISED: Reports to the Resource Planner and the Electric Resources Planning & Development Manager. CLASS CHARACTERISTICS: The Utilities Compliance Officer ensures compliance procedures are produced, reviewed, revised as needed and required for all standards applicable to the North American Reliability Company (NERC) and the Department of Transportation (DOT). This position will coordinate all phases of an audit and review; ensure periodic filings, compliance statements and letter of certification are finished and submitted on time; and attend regular training to ensure staff knowledge is current on compliance. In addition, working under minimum supervision, the duties assigned require the exercise of initiative and independent judgment. EXAMPLES OF DUTIES: Duties may include, but are not limited to, the following: ESSENTIAL FUNCTIONS: ■ Assist, plan, establish, and maintain programs, policies, procedures and practices to ensure that business and operational activities are in compliance with statutory and regulatory requirements. ■ Research, monitor, analyze, and interpret statues and regulations, and provide compliance and regulatory support to all areas of the department. Analyze and interpret new laws and regulations and implement, update internal policies, procedures and practices for the affected areas within the department. ■ Communicate proposed/new regulatory changes that need to be addressed. ■ Provide guidance and monitoring progress on compliance directives to insure consistent and timely resolution. ■ Provide records of compliance for all phases of audit and review. OTHER FUNCTIONS ■ Coordinate with federal, state and local governmental agencies and other organizations in matters related to statutory and regulatory requirements. Interface with government agents, auditors, officers and representatives pertaining to regulatory requirements. ■ Interface with outside legal counsel on significant regulatory issues. ■ Interface with all levels of organizational personnel and agencies. ■ Strong planning and organizational skills and abilities; good time management and prioritization skills; attention to detail, and be results oriented. ■ May be required to work overtime as requested. ■ Position requires 20 percent travel. The SP is responsible for managing all organization custom applications, development of new applications, custom reports, and recommendations about future planning of application development.
