Resolution No. 2010-174RESOLUTION NO. 2010-174 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON AMENDING PREVIOUSLY AMENDED RESOLUTION NO. 9639 REGARDING THE COMPENSATION, COSTS AND BENEFITS OF ITS EMPLOYEES ("SALARY RESOLUTION") BY AMENDING SCHEDULE NO. XIII OF THE SALARY RESOLUTION (AMENDMENT NO. 22) WHEREAS, on June 16, 2008, the City Council of the City of Vernon adopted Resolution No. 9639 to be effective on July 6, 2008, regarding the compensation, costs and benefits of its employees, which has subsequently been amended by Resolution Nos. 9-664; 9672; 9678; 9728; 9815; 9888; 9906; 9942; 10,001; 10,021; 10,029; 10,053; 10,057; 10,075, 2010-06, 2010-33, 2010-91, 2010-98, 2010-110, 2010-115 and 2010-147 (the "Salary Resolution"); and WHEREAS, Schedule No. XIII, Exhibit M, of the Salary Resolution provides for positions and salary scales of -.positions within the Light & Power Department; and. WHEREAS, by memo dated November 24, 2010, the Director of Personnel has recommended that the position and salary scale of Senior Business and Account Clerk be eliminated and the position of Business and Account Supervisor be created in the Light & Power Department; and WHEREAS, the City Council of the City of Vernon wishes to amend Schedule No. XIII (Exhibit M) of the Salary Resolution to implement the aforementioned changes. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: Effective December 6, 2010, Schedule No. XIII (Exhibit M) of the Salary Resolution is hereby amended in its entirety, a copy of which is attached hereto as Exhibit A. SECTION 3: The provisions of Resolution Nos. 9639, as amended by Resolution Nos. 9664; 9672; 9678; 9728; 9815; 9888; 9906; 9942; 10,001; 10,021; 10,029; 10,053; 10,057; 10,075, 2010706, 2010-33, 2010-91, 2010-98, 2010-110, 2010-115 and 2010-147, not consistent with or in conflict with this Resolution are hereby superseded by this Resolution; in all other respects, Resolution Nos. 9664; 9672; 9678; 9728; 9815; 9888; 9906; 9942; 10,001; 10,021; 10,029; 10,053; 10,057; 10,075, 2010-06, 2010-33, 2010-91, 2010-98, 2010-110, 2010-115 and 2010-147, shall remain in full force and effect. WY:dj Enclosure c: Resolution No. 2010-174 1,214,116 STAFF REPORT PERSONNEL DEPARTMENT DATE: November 24, 2010 TO: Honorable Mayor and City Council FROM: Martha Valenzuela, Director of Personnel RE: New Position -Business and Account Supervisor The Light & Power Department is seeking to create the position of Business and Account Supervisor and eliminate the position of Senior Business and Account Clerk in order to meet the needs within the Project Control Group. The Light & Power's primary objectives are to develop the least cost supply portfolio to meet load requirements and maximize revenue from sales of surplus energy, capacity and other wholesale energy services. The City was using. the services of Moriarty & Associates but as of November 15, 2010, the City terminated the contract and instead would like to use in-house personnel to resume the responsibilities of the monthly financial reporting and the credit risk assessor's requirements. Enclosed is paperwork necessary to amend the salary resolution. Fiscal Impact: A fiscal year savings of $312,000.00 for the termination of the contract to Moriarty & Associates. With the current changes and the recent termination of the CPA consultant Jim Moriarty, I am recommending the following personnel actions for the Light & Power Department: ■ Eliminate the position of Senior Business and Account Clerk (4990) under 9000. ■ Create the position of Business and Account Supervisor with a salary comparable to that of Customer Service Supervisor per the attached salary scale and job description. CF:ah Attachments cc: Document Control BUSINESS AND ACCOUNT SUPERVISOR Light & Power Department DEFINITION: Under general supervision, performs a variety of specialized and complex, technical accounting and financial assignments in connection with the preparation, review and maintenance of financial, statistical and accounting records; provides checks and balances between the Light & Power Department and the City's Financial Department; provides other assistance to departmental and finance staff, and performs related duties as assigned. SUPERVISION RECEIVED AND EXERCISED: Reports to the Director of Light & Power and supervises the activity of technical and clerical staff. CLASS CHARACTERISTICS: The Senior Business Account Manager position is a mid- to high-level position in an advanced level classification characterized by responsible and complex workrequiring specialized knowledge. Work assignments require frequent choices in the application of a variety of procedures, as well as a thorough understanding of accounting principles, financial record keeping and reporting systems and related transactions. In addition, working under minimum supervision, the duties assigned require the exercise of initiative, independent judgment and interpretation of accounting principles. EXAMPLES OF DUTIES: Duties, may include, but are not limited to, the following: ESSENTIAL FUNCTIONS: ■ Prepare and consolidate data into worksheets and assist the Director in a variety of computerized monthly, quarterly and annual financial spreadsheets and reports. ■ Assist with the monitoring of expenditures to ensure they remain within authorized levels. ■ Audit various budget summaries within the department. ■ Draft or prepare correspondence to respond to inquiries in respect to relevant financial and budget matters. ■ Research, analyze and make recommendations to management regarding various accounting and financial issues; assist with special projects and reports as assigned. ■ Maintain the budget/financial filing system for the department. ■ Prepares and administers routine correspondence, negotiation memoranda, and contract documentation to ensure timely and coordinated submittal. ■ Ensures contract review, approval and execution in accordance with city guidelines. ■ Performs contract closeout activities. ■ OTHER FUNCTIONS ■ Ability to interface with senior management, business management teams, outside contractors and attorneys. QUALIFICATIONS Technical Skills: The position requires extensive knowledge in the use of Microsoft software (Excel, Word and Power Point). Specific software knowledge shall include but is .not limited to the Eden Financial System. Administrative Skills: Ability to analyze and resolve situations and problems; ability to organize work, set priorities and meet critical deadlines with a minimum of direction; ability to handle multiple priorities and projects; ability to process paperwork effectively; ability to keep clear and accurate records and reports; ability to use a computer terminal to accurately and rapidly enter and retrieve data and information; knowledge of filing methods and records management techniques, and knowledge of modern office equipment. EXPERIENCE AND EDUCATION: Bachelor's Degree in Accounting, Finance; or related field with a minimum of 6 years of accounting experience with at least 2 years of public accounting experience.
