A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING PREVIOUSLY AMENDED RESOLUTION NO.
9639 REGARDING THE COMPENSATION, COSTS AND BENEFITS
OF ITS EMPLOYEES ("SALARY RESOLUTION") BY AMENDING
SCHEDULE NOS. VII AND XV OF THE SALARY RESOLUTION
(AMENDMENT NO. 24)
WHEREAS, on June 16, 2008, the City Council of the City of
Vernon adopted Resolution No.,9639 to be effective on July 6, 2008,
regarding the compensation, costs and benefits of its employees, which
has subsequently been amended by Resolution Nos. 9664; 9672; 9678;
9728; 9815; 9888; 9906; 9942; 10, 001; 10, 021; 10, 029; 10, 053; 10, 057;
10,075, 2010-06, 2010-33, 2010-91, 2010-98, 2010-110, 2010,115,
2010-147, 2010-174 and 2010-179 (the "Salary Resolution"); and
WHEREAS, Schedule No. VII, Exhibit G, of the Salary
Resolution provides for positions and salary scales of positions
within the Finance Department; and
WHEREAS, Schedule No. XV, Exhibit 0, of the Salary Resolution
provides for positions and salary scales of positions within the
Office of the Treasurer; and
WHEREAS, by memo dated December 2, 2010, the Director of.
Personnel has recommended that the salary scale for the position of
Staff Accountant be increased and said position be transferred from
the Finance Department to the Office of the Treasurer; and
WHEREAS, the City Council of the City of Vernon wishes to
amend Schedule Nos. VII (Exhibit G) and XV (Exhibit 0) of the Salary
Resolution to implement the aforementioned changes.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon
hereby finds and determines that the recitals contained'hereinabove
are true and correct.
SECTION 2: Effective December 20, 2010, Schedule Nos. VII
(Exhibit G) and XV (Exhibit 0) of the Salary Resolution are hereby
amended in their entirety, copies of which are attached hereto as
Exhibit A.
SECTION 3: The provisions of Resolution Nos. 9639, as
amended by Resolution Nos. 9664; 9672; 9678; 9728; 9815; 9888; 9906;
9942; 10,001; 10,021; 10,029; 10,053; 10,057; 10,075, 2010-06,
2010-33, 201.0-91, 2010-98, 2010-110, 2010,115, 2010-147, 2010-174 and
2010-179, not consistent with or in conflict with this Resolution are
hereby superseded by this Resolution; in all other respects,
Resolution Nos. 9664; 9672; 9678; 9728; 9815; 9888; 9906; 9942;
10,001; 10,021; 10,029; 10,053; 10,057; 10,075, 2010-06, 2.010-33,
2010-91, 2010-98, 2010-110,•2010,115, 2010-147, 2010-174 and 2010-179,
shall remain in full force and effect.

SECTION 4: The City Clerk of the City of Vernon shall
certify to the passage, approval and adoption of this Resolution, and
the City Clerk of the City of Vernon shall cause this Resolution and
the City Clerk's certification to be entered in the File of
Resolutions of the Council of this City.

RE: Proposed salary schedule for Staff Accountant — Angela Melgar
The Director of Finance is recommending an increase of 16.67% to the salary scale for
the classification of Staff Accountant. The Director is also proposing transferring the
position from the Finance Department to the Treasury Department effective 12/20/10.
The proposed salary increase is needed in order to retain Angela Melgar in the
Finance/Treasury Departments. Ms. Melgar is a valuable employee that has been
working with the City of Vernon Finance Department since July 2008 preparing cash
balance reports, posting journal entries, reconciling monthly bank statements and is
involved in the implementation of the future payroll module.
Ms. Melgar graduated Cum Laude from Cal State University Los Angeles, with a dual
major in Business Administration option Accounting and Computer information Systems
option Business Systems, minor in Economics. Ms. Melgar is proficient in Microsoft
Excel and is familiar with formulas, pivot tables and macros.
If approval is granted Ms. Melgar's will remain Staff Accountant, step 6.
Fiscal Impact: Increase of approximately $7,300.00 salary and retirement.
