A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON IN SUPPORT OF BUSINESS FRIENDLY PRINCIPLES
AS PART OF THE SOUTHERN CALIFORNIA ASSOCIATION OF
GOVERNMENT'S DEVELOPMENT OF A SOUTHERN CALIFORNIA
ECONOMIC GROWTH STRATEGY
WHEREAS, on August 2, 2006, the City Council of the City of
Vernon adopted Resolution No. 9103 approving a membership in the
Southern California Association of Governments ("SCAG"); and
WHEREAS, the City of Vernon ("City") supports working with
SCAG and other key economic stakeholders to improve the Southern
California economy; and
WHEREAS, the City is a business friendly municipality with
the motto, "Exclusively Industrial," and has numerous practices in
place to encourage economic growth within its community.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon supports
the following Business Friendly Principles as part of SCAG's
development of a Southern California Economic Growth Strategy:
Principle One - Economic Development as a Priority
The City of Vernon strives to demonstrate commitment to economic
development as a priority.
Principle Two - Business Partnership
The City of Vernon strives to provide quality municipal services to
attract and retain businesses and employees.
Principle Three - Business Responsive Processes
The City of Vernon strives to communicate effectively with business
with businesses including processes to increase its responsiveness to
businesses that are seeking or doing business within its jurisdiction.
Principle Four - Attractiveness to Business Investment
The City of Vernon strives to streamline operations for efficient and
responsive business assistance in areas of licensing, permitting,
inspections and other municipal services and will seek to improve its
attractiveness to new and existing businesses within its jurisdiction.
SECTION 3: The City Council of the City of Vernon hereby
directs the City Clerk, or the City Clerk's designee, to send a copy
of this resolution to SCAG.
SECTION 4: The City Clerk of the City of Vernon shall
certify to the passage, approval and adoption of this resolution, and
the City Clerk of the City of Vernon shall cause this resolution and
the City Clerk's certification to be entered in the File of
Resolutions of the Council of this City.

RE: Resolution in Support of "Business Friendly Principles" for SCAG Program
The Southern California Association of Governments (SCAG) has been engaged in the
development of a Southern California Economic Growth Strategy. The SCAG Regional Council
has asked all 190 cities within the region to adopt resolutions in support of "Business Friendly
Principles" as part of the program.
It is recommended that a resolution in support of "Business Friendly Principles" be adopted at
the April 5, 2011 City Council meeting.

Dear All:
First, I would like to thank many of you for taking the time to send your comments on the Draft
"Resolution of Support for Business Friendly Principles". Your comments were incorporated and
the attached resolution was approved by the Regional Council at their meeting on Thursday.
As you may recall, the SCAG Regional Council is planning a "Southern California Economic Road
to Recovery" on December 2nd (10 am-1 PM) with the Governor -elect, state leaders, business
leaders, and yourselves. The purpose of the Summit is to share with the Governor -elect and state
leaders information about the potential actions that can be taken to remove impediments to
economic growth for your communities. Please plan to attend the December 2nd Summit. More
details will be transmitted soon.
In the interim, I am writing for your assistance. Please consider having your Council adopt the
attached resolution of support for "Business Friendly Principles The goal is to have all 190 cities
within the region adopt the resolution and present at the Summit in order to demonstrate to the
Governor -elect and state legislative leaders that Southern California communities are committed to
working together with the state to keep businesses within California and find ways to reduce or
remove economic impediments to growth.
